Mr. Hoskins presented the following petition signed by thirty-four residents of
Elm Drive & Maple Drive which reads as follows:
August 16, 1968
Board of Works
We the property owners of Maple Drive and Elm Drive, would like to have something
done about the storm water that runs off of North 19th Street on to Elm and Maple
Drive. Also about the Dump, would like to have it doused over and covered up
We also need a 3-way stop sign at North 19th and Maple Street, also some speed
signs.

Please try and help us, we would like to have a neighborhood cleaned up.
Mayor Byron E. Klute recommended to the Board that the plaque on the new City
Building contain the names of officials of the past administration as well as the
present. Mr. Cecere moved this be approved, seconded by Mr. Hoskins and on unani-
mous voice vote was carried.
There being no further business on motion duly made, seconded and carried, the
meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, AUGUST 29, 1968
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in the City Hall, Thursday, August 29, 1968, at the hour of
9:00 o'clock A.M. (EST) . Mr. Hoskins presiding with the following members
being present: Mr. Cecere and Mr. Ross. The following business was had to-wit:
Mr. Cecere moved the minutes of the previous meeting stand as read, seconded by
Mr. Hoskins and on unanimous voice vote was carried.
Chief of Police Donald Stra:han.presented Detective Sgt. James Hieger with a
diploma commemerating his graduation from the Federal Bureau of Narcotics and
Drug Abuse School at Chicago, Illinois, which is a division of the U.S. Justice
Department. Mr. Cecere represented the Board in congratulating Sgt. Hieger and
stated he hoped the city would never need. to take use of this knowledge, but it
was nice to know that the Richmond Police Department had a man qualiified in this
field.
Mrs. Wayne Sitdham asked the Board' s permission for the closing of Todsbury Lane
from 4:00 P.M. toc8:00 P.M. on Sunday, September 1, 1968, for a childrens' s party.
Mr. Cecere moved this be allowed, seconded by Mr. Hoskins and on unanimous voice
vote was carried.
Sgt. Martin of the Traffic Division presented a letter to the Board asking per-
mission from the League of Women Voters to operate a loud speaker from an auto
for the purpose of announcing a Special Voters Registration Drive on September
16, from 9:00 A.M. until 12:00 A.M. This was rejected by Mr. Hoskins, seconded
by Mr. Ross and on unanimous voice vote was carried.
Sgt. Martin presented the Board bids for. on-street and off-street painting of
parking stalls. The bids were as follows:

Mr. Cecere moved these bids be taken under advisement, seconded by Mr. Ross
and on unanimous voice vote was carried.
The Traffic Division recommended that the speed limit be reduced 20 m.p.h. on
the Elks Road to 500 feet north of the new Glen Hills School. Mr. Cecere moved
this be allowed, seconded by Mr. Hoskins and on unanimous voice vote was carried.
The Traffic Division recommended that parking of all vehicles be restricted at
all times in front of Glen Hills School on both sides of the road. Mr. Ross lit
moved this be allowed, seconded by Mr. Hoskins and on unanimous voice vote was
carried.
The Traffic Division recommended that the intersection at Elks Road and Pinehurst
Drive be made a 3-way stop. At the present time, Elks Road has the right-of-way
at this spot. Mr. Cecere moved this be allowed, seconded by Mr. Hoskins and on
unanimous voice vote was carried.
Mr. Charles Ramsey of 2116. Fletley Road, `presented a petition to the Board with
twenty-eight signatures of residents in thbt area protesting the location of the
loading docks of the new Mercury Record Plant. Mr. Ramsey stated that the
loading docks face the Flatley Road where there is always children playing and
waiting on school buses and was under the assumption that the original plans
called for the loading docks to face the Rich Road which has no houses. The
Board stated they would investigate the situation.
Mr. Coins, Building Commissioner, presented bids to the Board for demolition of
two properties. They were as follows:

Mr. Cecere moved that the Mote Construction Co. get the bid of the house at
1316 No. H St. , seconded by Mr. Hoskins and on unanimous voice vote was carried.
Mr. Cecere moved that the A & D Excavating Co. get the bid for the house at 213
No. 5th St. , seconded by Mr. Hoskins and on unanimous voice vote was carried.
Mr. Ed Brantner appeared before the Board by request on the cutting of weeds.
Mr. Brantner told the Board that the weeds will be cut the day after Labor Day.
Mr. Brantner.:-.also told the Board that the street paving on South "J" has been
held up due to McGaw Co. being busy, but the McGaw Co. had promised Mr. Brantner
that they would be there Tuesday, September 3, 1968, to pave from 17th St. to
18th St. on South "J".
Dan Fienning of the Engineering Department presented Assessment Roll 1085-1967
to the Board for sanitary sewers on South 19th St. from "J" to "L".

The Board gave its okay to a Declatopy Resolution to vacate an alley in the
vicinity of Earlham College.
Mr. Cecere made a motion that a resolution be passed by Council to pay Steeg
& Associates for a feasibility plan for future work to be done on N.W. 5th
Street.
There being no further business on motion duly made, seconded and carried, the

The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in the City Hall, Thursday, September 5, 1968, at the hour of
9:00 o'clock A.M. (EST). Mr. Hoskins presiding with the following members
being presetn: Mr. Cecere and Mr. Ross. The following business was had
to-wit:
Mr. Cecere made a motion that the minutes' of the previous meeting stand as
read, seconded by Mr. Hoskins and on unanimous voice vote was carried.
City Councilman Kenneth Paust appeared before the Board to ask permission to
place pictures of a rose on the downtown light poles for a business promotional
program for Downtown Richmond, Ind. from September 5, 1968 to September 11, '
1968. Mr. Hoskins moved this be allowed, seconded by Mr. Cecere and on unani-
mous voice vote was carried.
Mr. Paust also told the Board that he appreciated the time extension granted
him on tearing down his blast-damaged building and that negotiations with
the insurance company and been completed and demolition of the building on
South 6th Street would start at any time.
Mr. Lewis Jordan of 2057 South llth St':., asked the Board why the sewer has
not been started on South llth St. to the Boston Pike. Mr. Ross stated they
were waiting approval of the State Board of Health before starting the sewer.
Sgt. Martin of the Traffic Division presented the following bid to the Board
of Works:

Gentlemen:
We wish to submit to the Board of Pub lic Works and Safety the following bid •
for the job of painting 1,035 on and off-street parking stalls in the City of
Richmond. This bid is for $.60 per stall for a total bid of $621.00. The •
City of Richmond is to furnish the paint and the paint machine.

Mr. Cecere stated this would be illegal as both men are already employed by
the City and they would have to advertise for bids for this project.
Chief of Police Donald Strahan presented the following letter to the Board
in regards to the traffic light at Elks Country Club Road & East Main St.
