HomeMy Public PortalAbout08-15-1968 (16 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 15, 1968 The ,Board of Public Works and Safety of the City of Richmond, Indiana,met in regular session in the City Hall, Thursday, August 15, 1968, at the hour of 9:00 o'clock A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The following business was had to- wit: Mr. Cook moved the Minutes of the previous meeting stand as read, seconded by Mr. Cecere and on unanimous voice vote was carried. Mr. David Dennis, Attorney, representing Paust Printers, Inc. , appeared before the Board seeking an extension on the demolition of the Paust building in the first block of South 6th Street, which was damaged in the explosion. Mr. Dennis told the Board that the extension was necessary as they were still negotiating with the insurance companies. Mr. Cecere moved a 30-day extension be granted on:demolition proceedings, seconded by Mr. Cook and was passed by unanimous voice vote. Assistant Fire Chief Robert Demps presented the following city-wide cleanup report to the Board: August 13, 1968' CITY-WIDE CLEAN-UP REPORT The following is a report covering all Council Districts in the City of Richmond. The entire City was covered by the Richmond Fire Department. All property owners were told to remove junk cars and cut weeds and remove rubbish on property. The public showed good respect to the Firemen and pledged cooperation. We feel the over-all program was a success. TRASH SPECIAL DISTRICT AUTOS &'. WEEDS ATTENTION #1 79 46 3 #2 87 131 5 #3 17 27 2 #4 69 46 #5 19 14 #6 31 24 3 Total 302 288 13 Respectfully submitted, /s/ Robert Demps, Assistant Fire Chief Mr. Cecere asked Mr. Demps to recheck in spots of the Districts they have in- spected to see if the people have complied by getting rid of junk cars, etc. Mr. Elmer Toschlog, the Street Commissioner, told the Board that Worley Court is badly in need of repairs. Mr. Cook stated that the property owners of Worley Court should get a petition through the Barrett Law to get their work done properly. Mr. Toschlog also stated that Industry Road needed fixed and widened. Mr. Cook stated to hold up on this repair until the city can find out who owns the land where the Gulf Station sits at Williamsburg Pike and Industry Road to acquire a right-of-way. Mr. Toschlog asked the Board' s permission to close the street leading to the City Garage and install a fence around the garage. He stated this would eliminate paying a man to work Saturdays and Sundays as a guard at the garage. Mr. Hoskins moved this permission be granted, seconded by Mr. Cecere and on unanimous voice vote was carried. Captain Walter Stout and Sergeant Paul Martin of the Traffic Division attended the Governor' s Conference on traffic safety at Indianpolis and presented the following to the Board: 97 Bd. of Works and Safety 8-15-68 An effective traffic safety program in the State of Indiana must have the total support and involvement of all our towns, cities and counties. The Highway Safety Act of 1966 requries that every state have a comprehen- sive traffic safety program approved by the Secretary of the Department of Trans- portation. The planning includes the activities of the state and all its political subdivisions. Federal matching funds are available on a fifty-fifty matching basis for approved projects. III The 1967 General Assembly, in an impressive display of bipartisan action, enacted a series of traffic safety bills that placed the State of Indiana in the forefront nationally as a leader in improved traffic safety programing. In order to continue the development of a well balanced program, we must place added emphasis on the efforts of our towns, cities, and counties. The maxium benefits to be derived from the state and federal action will accrue to those political subdivisions that are willing to recognize their needs and to move in a positive manner to meet them. /s/ Roger D. Branigan Governor Captain Stout told the Board that Mr. Kline will be in Richmond the week of September. 9th for a traffic survey. Mr. Vincent Cummins, who had formerly requested a curb cut of 100 feet on East Main Street, just west of the Gulf Station and Elks Road on the north side of Main Street, was told by Mr. Cecere that the Board would approve'a 30 foot curb cut instead of 100 feet at the east end of his property, seconded by Mr. Hoskins and on unanimous voice vote was carried. Messr. Thurman Smith, Art Hughes, Jim Fallon and David Reece, residents on the south side of Test Road between Liberty Pike and the new Test Bridge, appeared III before the Board to answer complaints of Sanitation Engineer Ed Ross about their water drainage coming from their yards and doing damage to the highway. These gentlemen told the Board that most of the water. was coming from as far away as Liberty Pike and running down Test Road doing the Damage. These residents suggested several ways to remedy the situation. Mr. Toschlog, Street Commissioner, was ordered by the Board, on the first rainy day, to take the City Engineer to the Test Road and investigate the water problem and bring a plan back to the Board at its next meeting. The Fire Chief was instructed to check this area from Liberty Pike to the new Test Bridge and to make his recommendation if a fire plug was needed in this area. Mr. Ray Jones of the Sun Oil Company appeared before the Board to show a mistake the company' s architects made in drawing the plans for the new station at 18th and West Main. Some extra curbins were in the plans that the company was not compelled to construct. Mr. Cecere moved this be approved, seconded by Mr. Cook and on unanimous voice vote was carried. Mr. Ed Ross, Sanitation Engineer, presented a request to the Beard for the clean- ing of the drainage ditch. The request reads as follows: The Board of Sanitary Commissioners requests the Drainage Board of Wayne County to check and clean if necessary the drainage ditch extending from South 16th and "L" Streets to south of the Elks Country Club. Serious flooding occurs just south of the Boston Pike to the outlet of the III ditch. Mayor Byron E. Klute who has just recently attended the meeting of Cities and Towns held at Indianapolis, Indiana, told the Board of a four-point improvement proposal that was discussed at this meeting. They are listed as: 1. More power should be given to Cities. 2. The State of Indiana now gets 2.33% tax contribution from cigarette tax while other states are getting 8. . 3. The cities need an increase from the Motor Vehicle tax (gasoline). At the present time the cities are getting 15% while the counties are getting 30%. 4. They want an increase in sales tax so relief could be obtained on the property tax. Bd. of Works and Safety 8-15-68 • Mr. George Erganian of Steeg Assoc. told the Board that a feasibility study could be undertaken by Steeg, if the Board so desired, relating to the widening of North W. 5th Street from Richmond Avenue to IR 70. Mr. Erganian stated that this would cost in the neighborhood of $9,400.00 payable in 60 days after report is completed. The Board took this proposition under advisement and stated they would figure out where this money would come from. Mr. Frank Marino, who was attending Board of Works, told the Board that taxpayers should not have to foot the bill for the North W 5th Street project. Federal aid should be sought or help from the State if at all possible. The Board assured Mr. Marino that all sources of money will be explored. The following street lights were approved by the Board: 1. Street lights for South "E" Street from 4th to 16th Street, install 62 - remove 18. 2. Street lights for S.W. 1st and National Road to S.W. "E" Street, install 10 - remove 3. A petition was heard from the residents of Del Layne Subdivision complaining of standing water that gets stagnant and is a health hazard. The Del Layne Construc- tion people contacted the Engineer' s office and stated they had planned to begin repairs of this subdivision. Fireman Joe Pierce who was injured in the April 6th explosion had his doctor bill paid by the Red Cross (as the City insurance company would not pay this claim) . The doctO.r bill was $60.00. Engineer Don. Cook presented the street improvements for the Hale Terrace Fourth Addition. Mr. Cook moved this be accepted, seconded by Mr. Hoskins and on unani- mous voice vote was carried. Nobody appeared before the Board to remonstrate against Improvement Resolution No. 1085-1967 for a sanitary sewer on South 19th between "J" and "L" Streets. The Board rejected Street Lights for the north and south alley between 6th and 7th and South "A" and South "B" Streets as it was not on the 1968 street lighting schedule. The Board placed on the 1969 street lighting schedule street lights for South "B" Street from the South 10th Street Park east. The Board heard a report from City Attorney Andrew Cecere who attended a meeting. August 12th at Indianapolis on the City' s petition that the Richmond Gas Corpora- tion' s transmission of gas be improved, inspected and tested by the PSC of Indiana. A formal hearing is set for August 23rd. Councilman Howard Elstro reported to the Board that customers at Cox' s Grocery at South 13th and "E" on the west side are parking on the sidewalk. This was referred to Mr. Goins to investigate and report back to the Board. This being City Engineer Don Cook' s last Board meeting he was wished well on his new job in Louisville, Kentucky, and commended for the good work he had done while being City Engineer_ by all members of the Board of Works.
