HomeMy Public PortalAbout08-08-1968 673 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHIVOND, INDIANA, AUGUST 8, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, August;8, 1968, at the hour of 9:00 o'clock A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The following business was had to-wit: Mr. Cook moved the minutes of the previous meeting stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Claude E. Goins, Building Commissioner, asked the Board' s permission to attend the Indiana State Inspector' s Conference at Jeffersonville, Indiana on August 18 to August 21st. Mr.Cook moved this permission be granted, seconded by Mr. Hoskins and on unanimous voice vote was carried. The Building Commissioner, Mr. Goins, presented the following business for the month of July: Board of Public Works and Safety City Building North 5th Street Richmond, Indiana Gentlemen: The following is the report from the Bureau of Buildings for the month of July, 1968. Goins, Building Commissioner The Building Commissioner also presented a list of buildings to the Board to advertise for demolition in December. They are as follows: Sprinkles Restaurant - 510 Main Street Ruthie Smith' s Treasure Shop - 512 Main Street Red' s Cigar Store - 516 and 518 Main Street Mercurio' s 520 Bar - 520 Main Street Lourais Shoe Repair - 522 Main Street The Second Hand Store - 526 Main Street Ted and Walt' s Barber Shop - 435 Main Street Mr. Hoskins moved this permission be granted, seconded by Mr. Cook and on unani- mous voce vote was carried. Mr. Jack Fratillio, representing the combined veterans organizations, appeared before the Board to ask permission for the closing of South 6th from Main to South "A" for Veteran' s Day displays October 7th to 12th. Mr. Hoskins moved this per- mission be granted, seconded by Mr. Cook and on unanimous voice vote was carried. Police Dhief Donald Strahan and Captain Stout attended a meeting with 'the Board of Directors of the Richmond Chamber of Commerce.. The Board went on record unani- mously approving the use of the proposed 30 ,Cumulative Capital Improvement Fund for the widening of No. W. 5th Street to four-lanes from Richmond Avenue to IR 70. Mr. James Taggart of the City Cab Company asked the Board for a curb cut in the 1000 block of East Main on the south side of the street for the erection of a new cab company. This was approved by the Traffic Division if they do not park cabs on Main Street and use their parking lot in the rear. Mr. Cecere granted approval of this curb cut if they would use Main Street for exit only from the cab company, seconded by Mr. Cook and on unanimous voice vote was carried. 94 Bd. of Works and Safety 8-8-68 Mr. Joe Cook, Supervisor of the City Cab Company, appeared before the Board to answer:the increase in cab rates. Mr. Cook stated the rates are charted and not out-of-line but some customers could be over-charged by a new driver, and should report, this to the office immediately. Captain Stout reported that in answer to Councilman Phil Marino' s question in regard to the D & R Car Lot in the 1500 block of Sheridan Street parking on city property, this has been remedied as they had their cars moved while the city was doing some resurfacing at this location. Mr. Don Cook, City Engineer, moved that Raper Plymouth, who had the lowest bid of $2,040.00 for a van-type truck, be accepted, seconded by Mr. Cecere and on unanimous voice vote was carried. City Engineer, Don Cook, told the Board that he had complaints of William Wood, 50 North 36th Street, that the Towne House Apartments have an incinerator sitting on City property on North 3tth Street. The Clerk was ordered to write a letter requesting this incinerator be moved. Don Cook, City Engineer, presented the following weed control report to the Board: Friday - August 2 -- 7 Monday - August 5 -- 9 Wednesday - August 7 -- 7 Total 23 Jobs Completed Friday - August 2 -- 5 Monday August 5 -- 6 Wednesday - August 7 -- 2 Total 13 Jobs started but incomplete -- 3 /s/ Duncan McKinnis Mr. Fred Klotz, Fire Marshal of the Fire Prevention Bureau, presented the following monthly report for July inspection: MONTHLY REPORT JULY INSPECTIONS Inspections - 366 Orders - 58 Compliances - 21 Reinspections -36 The American Legion fireworks display was checked twice on the 4th of July to make sure the aerial bomb tubes were properly secured in the ground and pointed to the east. All ground pieces were checked to see that they were properly secured. The bureau made boiler inspections with the Hartford Boiler Insurance inspector on all city owned property. All dry cleaning plants were inspected with the State Fire Marshall' s dry cleaning inspector. Gas company repairs' are still being checked daily. City owned property was inspected.with' the Insurance Inspector- from Underwriters Service Association. We have started checking the samller manufacturing plants and all service stations. Captian Green was on vacation for two weeks this, month. /s/ Fred Klotz, Fire Marshal 95 Bd. of Works and Safety 8-8-68 Mr. Ed Ross, Sanitation Engineer, reported to the Board that the residence on the south side of Test Road has drain water pipes under their yards emptying out onto the highway breaking up the road. The Board ordered the City Engineer to send letters to these people requesting that they appear at the Board of Works Meeting on Thursday, August° 15, at 10:00 A.M. The Board received a petition for the cleaning out of the ditch on East Main Street which is as follows: Mr. Phillip Thornburg August 8, 1968 Wayne County Surveyor County Court House Richmond, Indiana Dear Sir: We, the undersigned, are submitting the following request to have the County ditch located between Henley Road and Garwood Road and running from U.S. 40 East to the Wernle Road, commonly known as the A.F. Scott Ditch, reconstructed. We make the request based on the following reasons: 1. The unhealthy condition created by the impounded water on the west side of the Richmond Square Shopping Center. 2. The present residential and commerical growth in this area in the past 5 to 10 years. 3. The proposed residential growth in thes area in the next 5 years should consume the majority of the current agricultural land. 4. The Richmond Sanitary District's sanitary interceptor sewer is to follow the path of this ditch and should be built inthe next 2-3 years. The Scott ditch should be in tis reconstructed location and condition before this sanitary sewer is built to avoid any construction conflict or location conflicts. 5. The ditch became silted-up and the brush growth has restricted the storm runoff to a point that it causes local flooding. We, the undersigned, ask that our request be brought before the County Drainange Board-.and the necessary plans and reconstruction of the A.F. Scott County Drain be completed as soon as possible. Mr. Robert Como, a representative of Steeg Associates, gave the Board a rough es- timate based on a one day survey of making No. W. 5th Street four-way from Richmond Avenue to IR 70. Mr. Como told the Board it would cost in the neighborhood of $650,000.00; however, this does not include a bridge over Penn Central R.R. which would cost 1.4 million dollars nor does it include the buying of right-of-ways or the moving of utilities. Mr. Cecere moved that Steeg Associates prepare a feasi- bility study of this project and bring it before the Board and the Board will try to figure out where the money will come from, seconded by Mr. Cook and on unani- mous voice vote was carried. Mr. Vincent Cummins, Builder, asked the Board for a curb cut just west of the Gulf Station at Elks Road and U.S. 40 east, to erect a new wholesale house for Rodefeld Company. Mr. Cecere referred this to the Traffice Division and the Engineering Department for their study and recommendation, seconded by Mr. Cook and on unanimous voice vote was carried.
