BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, AUGUST 1. 1968
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in the.City Hall, Thursday, August 1, 19681 at the hour of 9:00
o'clock A.M. (EST). •Mr. Hoskins presiding with following members being present:
Mr. Cecere and Mr. Cook. The following business was had to-wit:
Mr. Cook, City Engineer, moved the Minutes of the previous meeting be amended as
follows:
Mr. Ed Brantner of Brantner Realtors appeared before the Board and stated
that he is going to pave the south side of South "J" Street between South
18th and South 19th Street and with recommendations of the City Engineer,
the Board agreed to resurface the north half of South "J" between South
18th and South 19th in conjunction with Mr. Brantner' s work.
Mr. Cook moved the Minutes stand as amended, seconded by Mr. Hoskins and on
unanimous voice vote was carried.
Fire Chief Donavon Johnson recommended the following to the Board:
1. Recommended that one (1) fire hydrant be placed 500 feet South of
South "Q" Street on South 5th Street.
2. Recommended that one (1) fire hydrant be placed 500 feet South of
South "L" Street on South 21st Street.
3. Recommended that one (1) fire hydrant be placed 500 feet South of
South "L" Street on South 22nd Street.
111 4. Recommended that four (4) firemen from the Richmond Fire Department
be sent to the Ohio State Fire School'. from September 9th to the 13th,
1968. The following men will atten: Melvin Ponder, Dale Knarzer,
William Meinsen, Harlan Green.
Mr. Hoskins moved these recommendations be approved, seconded by Mr. Cook and
on unanimous voice vote was carried.
Assistant Fire Chief Robert Demps gave the following inspection report for
District #4:
INSPECTION REPORT
DISTRICT # 4
•
The house to house inspection of District #4 has been completed as of July 29,
1968, and the following existed.
69 - Junk autos and trucks were found on property.
73 - Properties that needed attention in District #4.
• 46 - Needed attention concerning weeds, trash and rubbish.
District #5 will be inspected next beginning August 5, 1968.

Police Chief Donald Strahan presented the following letters of resignation to the
Board: '
To: Chief Strahan July 31, 1968
City Building, Richmond, Indiana
Dear Sir:
Because of the high cost of living and the low rate of pay as a Police Officer,
I am forced to resign my job on the Richmond Police Department.

I have been given a position of higher pay in a good reliable business, and will
be able to support my family without working at two jobs.
Effective date of resignation August 3, 1968.

Mr. Cecere moved this resignation be accepted with regret, seconded by Mr. Cook
and on unanimous voice vote was carried.
Sir: Because of reason I don't care to tell you about, I am leaving my job and
moving to California. By the time you get this I will be on my way.
All of my things are upstairs in my locker. The locker is a new one sitting by
the window next to the lab door.

Mr. Hoskins moved this resignation be accepted, seconded by Mr. cook and on
unanimous voice vote was carried.
Chief of Police Donald Strahan made the following recommendation to the Board:
It is our desire to discontinue the monitoring of Burglar-alarms for private
business at the time we move into the new City Building. We feel that this is not
the job of the Police Department, but is done as a courtesy service. When it
was first started several years ago, it only involved the Bank hold-up alarms,
now it has grown to the point that we have 32 alarms. These are located in the
radio-room and requires the attention of the dispatcher. We feel that in the
new radio-room this would be just too much distraction with all the other duties
he will be performing. I might add that we are actually performing a free service
for the alarm companies in monitoring their equipment, while they in turn charge
the customer a fee for this same service. Anderson, Ft. Wayne and Indianapolis
are some of the cities that we know have stopped having alarms placed in Police
headquarter , and it is felt that this can best be handled thru a private
answering-service. With the cooperation of Steve Williams of General Telephone
Co. , we contacted .Imogene Schildknecht who owns the Richmond Answering Service,
1224 South "D" St. , and she could provide this service, 24 hours a day, 7 days
a week. We feel that a decision should be made now so that we can make our plans
of operation for the new Building, and give the affected parties a chance to
arrange for this alternate service. (We would retain the Bank Burglar-alarms,
which dumber 10) .
Mr. Cecere moved this recommendation be approved, seconded by Mr. Hoskins andon
unanimous voice vote was carried.
Captain Stout asked the Board to continue the insurance that Auxiliary Police
have at the present time which is $5.00 per man per year. Mr. Cecere asked
Mr. Stout if he could get the Auxiliary Police to sign a liability release form
so they would not sue the City in case of injury.
Captain Stout also told the Board that in making a survey of the industrial area
on No. W. 5th Street that it would be unwise to make No. W. 5th Street one-way in
either direction. Mr. Stout stated that by making No. W. 5th Street one-way, he
would be penalizing businesses and other prople who do not work at the factories.
Mr. Cecere stated that the Board should meet with Steeg & Associates for consul-
tation on making No. W. 5th Street a four-lane highway as soon as possible.
Captain Stout told the Board that the State Highway had completed their study of
a traffic signal at U.S. 40 East and Henley Road and would give the City their
decision in two or three weeks.
Captain Stout reported the following work that has been completed by the State
Highway Commission:
1. North 9th (US 27) and "D" ,St.
By a letter dated June 16, 1967, we forwarded a set of concurrence
forms to restrict left turns at this location and suggested that one
way streets be established. As of this date we have not had any
reply to this request, either concurrence or disagreement. (In Council)

2. 30th and East Main Street (US 40)
Since this is some distance from other signals, our signal people will
install 12" red indications at this location in the near future. (Corrected)
An overhead warning sign has been inserted in the 1968-69 proposed pro-
gram. If approved, monies will be available after July 1, 1968.
However, plans and specifications must be prepared and this put into a
contract.
3. West 1st and Main St. (US 40)
Overhead lane indication signs have been included in our proposed
1968-69 program. If approved, monies will be available July 1, 1968.
However, plans and specifications must be prepared and this put into
a contract..
We will, with our own forces and the City's help, install 12" red
indications on the signals at this location. (Corrected)
4. 18th and National Road West(US 40)
This location was studied March 21 and 22, 1967 and did not meet
warrants for left turn arrows. However, our Central Office has not
processed this study as of this date, and due to the delay, are asking for
a new study. This will be accomplished in the very near future and you
will be advised of the results. (Corrected)
5. North 8th and "A" St.
North 9th and "A" St.
It is our intention to wait until the proposed Mall re-routing planning
is completed before taking steps to change the signals or erect overhead
signs at'these two locations. The signals here will undoubtedly become
part of the overall improvement for the Mall (discussed February 9, 1968
in your office) while signage can be inserted in our program when the
Mall plans near a finalized state. (Adequate)
111 6. West 5th and Main Sts.
We feel that we must investigate this location a little further before
making any changes or additions. It would appear that signage on NB
SIN 5th St. , although technically US 40, would be primarily a problem
for the City to work out since we do not direct any US 40 traffice that
way. (Programmed for 1968)
7. North 10th St. (US 27) at "J" St. (SR 227)
This request has not been previously investigated. We will conduct, in
the near future, studies to determine if SB US 27 should have a left turn
arrow to go E on "J" St. The same study will indicate whether larger red
lens should be installed. (In 1968 program)
8. South 8th and UE" Sts.
This location has been recommended for modernization in our 1968-69 pro-
posed program. If approved, monies would be available. However, plans
and specifications must be prepared and the work put into a contract.
Mr. Cecere requested that the Ordinance to make North "D" Street one-way by the
North 9th Street overpass be brought back to Council floor for its consideration,
since there had been seven accidents at No. 9th and "D", seconded by Mr. Cook and
on unanimous voice vote was carried.
Mrs. Ethyl Gibson of 902 North "D" Street appeared before the Board and heard it
delay its condemnation order against her property until she has consulted her
Attorney Thomas Milligan and Luther Koehring of the Welfare Department.
Mr. Ed Ross, Sanitation Engineer, told the Board Estil and Della Brock of the
Gravel Pit Road, North of Woodside Drive, had erected a house over the permanent
easement paid for by the Sanitary District. Mr. Cecere stated that he will file
a mandatory injunction against the Brocks to get the house moved.
Mr. Ed Ross also told the Board that they are getting cyanide in the sanitary
sewer from the McClellan Casket Hardware Factory on No. W. "D" St. Mr Ross was
told to contact factory officials to get this matter remedied.

A report of an inspection made by Claude E. Goins, Building Commissioner, for the
City of Richmond, Indiana, on May 31, 1968, of the above property:
1. House partially destroyed by fire.
2. Windows and doores open making a safety hazard for children.
3. Wiring and plumbing does not conform to Building Code.
4. Debris and trash scattered throughout house.
5. Outbuilding felling down.
In my opinion the conditions of the building and structure located on said prop-
erty are such that any remedy is not feasible and that in order to promote the
public welfare, said building and structure should be and the same is forthwith
condemned.

As a result of investigations and the written report of the findings of the
Commissioner of Buildings, it is found that the improvement located on the real
estate described below is in an impaired structural condition or state and is
unsafe and dangerous to persons and property, a copy of which said report is on
file in the office of the Commissioner of Buildings, and in accordance with the
laws of the State of Indiana it is hereby ordered by me, Claude E. Goins, Commiss-
ioner of Buildings for the City of Richmond, Indiana, that the building and

30, 1968. If not, the building and structure will be wrecked and removed by the

Auditor' s office shows the following ownership of the above property as:

Richmond, Indiana
A report of an inspection made by Claude E. Goins, Building Commissioner and
William Mullins, Building Inspector of the above property.
1. The electrical system is not up to code required by the City of Richmond.
2. Plumbing system is not up to code required by the City of Richmond and
the Wayne County Heal th Department.
3. Windows are broken and the house is open, creating means of access to
vagrants and derelicts. This property also presents a most undesirable
111 place for neighborhood children to congregate. The furniture and inside
of the house has been destroyed.
4. The building is a fire hazard-dangers to life and property.
5. The weeds have grown so high around the house - the entire structure is
in a deplorable condition.
That in my opinion the condition of the building and structure located on said
property are such that any remedy is not feasible and that in order to promote the
public welfare, said building and structure was condemned.

Mr. Don Cook, City Engineer, asked the Bard for twin curb cuts for 3013 South "E"
Street. Mr. Hoskins moved this be allowed, subject to Traffice Division' s approval
seconded by Mr. Cook and on unanimous voice vote was carried.

Mr. Elmer Toschlog, Street Commissioner, appeared before the Board to report
numberous holes on the City streets _that have been repaired by the Gas Company
and are now sinking from 4 to 8 inches. Mr. Linburg of the Gas Company was con-
tacted and appeared before the Board to answer these charges. Mr. Linburg stated
it was due to the heavy rains we have had, but was told by the Board that the
cause of the hole sinking was that they were no compacted when they were finished.
Mr. Toschlog was ordered by the Board to get a list of holes that had been repaired
by the Gas Company throughout the City and if they were not fixed correctly, the
City would do it and charge it to the Gas Company.
