being made. If you so desire, our inspector will be happy to meet you at the property

The following street lights were approved by the Board:
1. North 8th St. , Penn R.R. to North "F" St. - install 2
2. So. W. 2nd St. - Nat'l Rd. to Earlham Dr. - install 23, remove 7
Mr. Hoskins moved these street lights be approved, seconded by Mr. Cook and on unanimous
voice vote was carried.
The Clerk showed Proof of Publication for the vacation of streets and alleys for the new
City Building. Mr. Cecere examined Proof of Publication and recommended it be accepted
and filed, seconded by Mr. Cook and on unanimous voice vote was carried.
Mr. Cecere stated that there were no remonstrances against this vacation as it was all
City property and the vacating could continue as described.
Mr. Cecere also stated he had refiled his petition with PSC.
There being no further business on motion duly made, seconded and carried, the meeting

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JULY 25, 1968
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall, Thursday, July 25, 1968 at the hour of 9:00 o'clock A.M. (EST.
Mr. Hoskins presiding with following members being present: Mr. Cook, Mr. Klinge,
Assistant City Attorney, was sitting in for Mr. Cecere who was out of town on business.
The Following business was had to-wit:
Mr. Cook moved the Minutes of the previous meeting stand as read, seconded by Mr. Hoskins
and on unanimous voice vote was carried.
Chief of Police Donald Strahan presented certificates to the seven police officers who
have successfully completed their course at Indiana University on the operation of the
Breathalizer. They were as follows:

Assistant Fire Chief Robert Demps reported the following house to house inspections for
III District #3.
HOUSE TO HOUSE INSPECTION
DISTRICT #3 REPORT
A total of 17 junk autos were foun on inspections.
A total of 2 refrigerators were found on property in District #3.
A total of 23 properties were in need of attention concerning trash and rubbish.
A total of 4 homes needing attention were found.
The Fire Prevention Bureau attended to two of these homes to have the defects corrected.
Assistant Fire Chief Robert Demps asked the Board' s endorsement for the following plans
for Fire Prevention Week, October 6-12, 1968:

Dear Sir:
During the week of October 6-12 of this year will be designated as Fire Prevention
Week throughout the United States. It is the desire of the Fire Chief and Assis-
tant Chief of this department that we attempt to involve more community repre-
sentatives in our local observance. In order for a program of this nature to be
effective, it is important that we involve the entire community. Therefor, we
are making the following recommendation.
We recommend that a community fire safety committee be established consisting of
representatives from the following:
Two (2) representatives from the Fire Department
One (1) representative from the Chamber of Commerce
One (1) representative from the School Board
One (1) representative from the Organized Labor
Two (2) representatives from the Independent Insurance Association
One (1) representative from the Service Clubs
It is important that this committee be established immediately in order that we
might establish our material needs and over-all program.
We feel that this will be a worthwhile effort and will contribute to the Fire
Safety of this community. Therefore, we ask the Board of Public Works and Safety
for the endorsement of this program.

Mr. Hoskins moved this endorsement be given, .seconded by Mr. Cook and on
unanimous voice vote was carried.
Mr. Jack Fratillio, 112 No. W. 13th St. , a representative of the UAW asked.
the Board' s permission for the use of South 6th from Main to"A", October 7 to 12,
for a -special Armed Forces Week. Mr. Hoskins suggested that this be cleared
through the Traffic Division, seconded by Mr. Cook and on unanimous voice vote
was carried.
Mr. Lewis Jordan, 2057 South llth St. , asked the Board about the sanitary sewer
in that area. Mr. Cook, City Engineer, told Mr. Jordan he had two more easements
to get and should have them by next Thursday, August 1, 1968 and the City would then
be ready to start putting the sewer in.
Mr. Gurley Fox _1102 Perry Street, appeared before the Board seeking more time to
remodel his already condemned property. The Board told Mr. Fox they had been
years trying to get him to fix and clean up his property and Mr. Hoskins moved
that the condemnation of the Gurley Fox property stand and that Mr. Fox be
given 60 days to tear the property down himself or the City would do it and
present him with the bill, seconded by Mr. cook and on unanimous voice vote was
carried.
Mrs. Ethyl Gibson of 902 North "D" St. , appeared before the Board to answer
condemnation charges against her property at 902 North "D" St.

A report of an inspection made by Claude E. Goins, Building Commissioner, for
the City of Richmond, Indiana, on June 20, 1968, of the above property:

1. House is a fire hazard.
2. Wiring does not meet Code.
3. Plumbing is not adequate.
4. -House is unfit for human habitation.
In my opinion the conditions of the building and structure located on said
property are such that any remedy is not feasible and that in order to
promote the public welfare, said building and structure should be and the
same is forthwith condemned.

ORDER OF CONDEMNATION
As a result of investigations and the written report of the findings of the
Commissioner of Buildings, it is found that the improvement located on the
real estate described below is in an impaired structural condition or state
and is unsafe and dangerous to persons and property, a copy of which said
report is on file in the office of the Commissioner of Buildings, and in
accordance with the laws of the State of Indiana, it is hereby ordered by m= ,
Claude E. Goins, Commissioner of Buildings for the City of Richmond, Indiana,
that the building and structure located at

be and the same is hereby condemned, and all occupants of said building and

That in order to promote the public welfare and because any remedy is not,
in my opinion, feasible, said building and structure should be wrecked and
removed, I hereby direct that such wrecking and removal be effected and
completed by July 27, 1968. If not, the building and structure will be
wrecked and removed by the City of Richmond at the expense of the owner.

NOTICE OF CONDEMNATION

It is our understanding that you are the owner of certain real estate in
Richmond, Wayne County, Indiana, located and described as follows:

Elizabeth Starr Addition, 26 x 26 ft.
Lot 300 Elizabeth Addition
The building and structure located at such address has been condemned. A
copy of the Order of Condemnation entered June 27, 1968, is enclosed. The
order must be complied with by July 27, 1968.

Mr. Hoskins moved this be brought up again at the next Thursday Board
Meeting which would give Mrs. Gibson time to consult an attorney, seconded
by Mr. Cook and on unanimous voice vote was carried.

The Clerk presented Proof of Publication for an Assessment Roll for the sani-
tary sewer on South 19th from "J" to "L". Mr. Kent Klinge, Assistant City
Attorney, examined the Proof of Publication and recommended it be accepted and
filed, seconded by Mr. Cook and on unanimous voice vote was carried.
The following street lights were approved by the Board:
Elks Club Road, East Main to City Limits - install 10
The, Board approved curb cuts for the Nixon Tool Company at North 4th and C
Street, at North 10th and "H" St. for the proposed new Hooks Drug Store on the
southwest corner and also at 420 South 4th St. , the Albert Gray residence for
entrance to private home.
Mr. Ed Brantner of Brantner Realtors appeared before the Board and stated he is
going to pave the north side of North "J" in 1800 Place.
City Engineer Don Cook presented improvement Resolution No. 1088-1968 which
was in compliance with Barrett Law request for South 17th Street to be improved
between "E" and "F" south and Mr. Cook recommended that a mandatory Barrett Law
be used to build the street onto South "G" Street, seconded by Mr. Hoskins and
on unanimous voice vote was carried.
Mr. Norman Pilgrim of the Committe of Realtors presented the following letter
to the Board:

It is our understanding that this appropriation was consolidated into the City
Building account before any disbursement were made from it. Accordingly, the
unexpended balance is in the account and not eligible for transfer, but the above
report indicated that disbursements were less than appropriated.
We are unable to identify where recording fees have been charged to the account.
It is presumed they may have been charged elsewhere.
COMMITTEE OF REALTORS

At the recommendation of Mayor Byron E. Klute, the Traffice Division will start
an extensive study on traffic conditions in the vicinity of the new Mercury
Record Plant.
Mayor Klute also asked the Board to write a strong letter to Penn Central R.R. ,
Maintenance Division, on the repair of the railroad crossing at No. W. 5th St.
Penn Central had stated earlier the corssing would be fixed in the early summer,
and now they have moved it up to August and a possible delay is seen for that
date.
Mr. Duncan McKinnis presented the following weed report to the Board:

The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in the,City Hall, Thursday, August 1, 1968, at the hour of 9:00
o'clock A,M. (EST). Mr. Haskins presiding with following members being present:
Mr. Cecere and Mr. Cook. The following business was had to-wit:
Mr. Cook, City Engineer, moved the Minutes of the previous meeting be amended as
follows:
Mr. Ed Brantner of Brantner Realtors appeared before the Board and stated
that he is going to pave the south side of South "J" Street between South
18th and South 19th Street and with recommendations of the City Engineer,
the Board agreed to resurface the north half of South "J" between South
18th and South 19th in conjunction with Mr. Brantner' s work.
Mr. Cook moved the Minutes stand as amended, seconded by Mr. Hoskins and on
unanimous voice vote was carried.

Fire Chief Donavon Johnson recommended the following to the Board:
1. Recommended that one (1) fire hydrant be placed 500 feet South of
South "Q" Street on South 5th Street.
2. Recommended that one (1) fire hydrant be placed 500 feet South of
South "L" Street on South 21st Street.
3. Recommended that one (1) fire hydrant be placed 500 feet South of
South "L" Street on South 22nd Street.
4. Recommended that four (4) firemen from the Richmond Fire Department
be sent to the Ohio State Fire School.`. from September 9th to the 13th,
1968. The following men will atten: Melvin Ponder, Dale Knarzer,
William Meinsen, Harlan Green.

Mr. Hoskins moved these recommendations be approved, seconded by Mr. Cook and
on unanimous voice vote was carried.
Assistant Fire Chief Robert Demps gave the following inspection report for
District #4:
INSPECTION REPORT
DISTRICT # 4

The house to house inspection of District #4 has been completed as of July 29,
1968, and the following existed.
69 - Junk autos and trucks were found on property.
73 - Properties that needed attention in District #4.
46 - Needed attention concerning weeds, trash and rubbish.
District #5 will be inspected next beginning August 5, 1968.
