HomeMy Public PortalAbout07-18-1968 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 18, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, July 18, 1968 at the hour of 9:00 o'clock A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The following business was had to-wit: Mr. Cook moved the Minutes of the previous meeting stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. Fire Chief Donavon Johnson presented the following to the Board: 1. I recommend that Roland Walls be assigned to the rank of Battalion Chief. 2. I recommend that Robert Demps be assigned to the rank of Assistant Chief. Mr. Hoskins moved these recommendations be accepted, seconded by Mr. Cook and on unanimous voice vote was carried. Donavon Johnson, Chief Fire Department City Building Richmond, Indiana Dear Chief Johnson: Thank you for being considered as Chief Training Officer of the Richmond Fire Department. I would like to request that you assign me as a Company Officer in lieu of Chief Training Officer. This assignment would make me very happy. Respectfully_: submitted, /s/ Roland F. Walls Fire Chief Donavon Johnson also presented the following to the Board: 1. Gerald Ponder has successfully completed his one (1) year probationary period on the Fire Department and I recommend that Mr. Ponder be advanced to a regular fireman effective July 16, 1968. Mr. Cook moved this recommendation be accepted, seconded by Mr. Hoskins and on unanimous voice vote was carried. Chief of Police, Donald Strahan, presented the following letter of retirement to the Board: Board of Public Works and Safety July 18, 1968 City of Richmond, Indiana Gentlemen: It is indeed with a great amount of mixed emotion that today I am asking Chief of Police Donald Strahan to submit to you this letter of resignation and request that I be placed on pension as of July 24, 1968 after having served a full 20 years as a police officer for the City of Richmond, Indiana. It has been both a rewarding and challenging position and I have been very fortunate in having had the opportunity to serve a large part of my time in working with the youth of our community. This experience and training will be of the utmost help in the performance of my duties as a new Probation Officer for Wayne Circuit and Superior Courts. It. has also been my pleasure to have served with a large number, both present and past, of men on our department very dedicated to the protection of the lives, property and rights of the citizens of our community. For this opportunity I am also most grateful and I sincerely hope that this fine association continues in our future endeavors to assist the youth of our community. Sincerely yours, /s/ Troy B. Woolf, Jr. Mr. Hoskins moved that this retirement be accepted with regret, seconded by Mr. Cook and on unanimous voice vote was carried. Mr. Hoskins wished Mr. Woolf great success in his new field. 757 Bd. of Works & Safety 7-18-68 Sgt. Martin of the Traffic Division recommended after a survey at South 27th and "E" that better lighting was needed on the northeast corner, the stop sign at South 27th and "E" Street needs to be moved closer to the intersection and the speed limit needs to be reduced as cars enter into the curve from 20 mph to 30 mph. Mr. Hoskins moved this be done, seconded by Mr. Cook and on unanimous voice vote was carried. Sgt. Martin also recommended the following to the Board: 1. The restoration of parking on the east side of the 1st block of Randolph Street and the restricting of parking on the west side of the 1st block III of Randolph Street. This area is located at the west end of the 20th Century Bridge leading south off Richmond Ave. It is a 50 foot right of way owned by the city providing for and entrance and an exit for one resident, the O'Neill Electric Shop and the Pure Oil Station. Mr. Hoskins moved this be done, seconded by Mr. Cook and on unanimous voice vote was carried. 2. Extending the present parking restriction on the Southeast corner of South 14th and "A" Streets on South 14th Street. Mr. Hoskins moved this be done, seconded by Mr. Cook and on unanimous voice vote was carried. Chief of Police, Donald Strahan, told the Board that he had talked to Councilman Henn in regard to a half-street from 1800 to 1900 block on South "J" and it creates a mud and water problem when it rains. Mr. Hoskins moved that a letter be sent to the Brantner Realtor Company notifying them to complete the street from 1800 to 1900 on South "J", seconded by Mr. Cook and on unanimous voice vote was carried. Mrs. Marie Spatuzi of 412 North 11th Street appeared before the Board to see about getting a tree topped on the Elm Place Street side of her house. This was referred to Mr. McBride to see if the tree is on City property or not. Mr. George Broadbent of the Bremen Real Estate Co. of Indianapolis appeared before the Board to request two curb cuts at North 10th and "H" on the North "H" Street side for the erection of a new Hooks Drug Store. He was referred to the City Engineer' s office IIIto get an application which would be turned over to the Traffic Division for their survey and recommendation and it would be brought up at the next Board Meeting. Fire Marshall Fred Klotz presented his Wednesday meeting report with the Gas Company to the Board which is as follows: FIRE PREVENTION BUREAU & GAS COMPANY • MEETING -- JULY 17, 1968 Six crews of Miller Pipe Line Company still in Richmond. Three of them are working on North "A" Street. The gas main at 712 East Main Street has been repaired and all diggings between 7th and 8th Street on Main have been filled and blacktopped. The boiler at the YMCA has been repaired and is operating properly. We ordered all doors kept locked in the basement area to keep out unwanted persons. The Fire Prevention Bureau has not received any complaints of gas odors this past week. We have been unable to check bar holes this week as they are full of water. We will resume checking as soon as the water subsides. The remainder of the gas company diggings and repairing should be routine, consisting of new services, some main repair, cutting out old services no longer in use, etc. IIIDeLucio should be done trenching and installing a new 6" main at 2nd and East Main this week. Wednesday Gas Company diggings - test results July 3rd South 5th - "E" to "G" - gas company has filled trench - OK South 4th - "C" to 2nd - filled trench - new main installed - OK 1123 North "I" Street - new service - old service was leaking gas. ' 1113 North "H" Street -' new service - old service was leaking gas. 900 block of North 12th Street - main extended - new service ran into residence and stores. Bd. of Works & Safety 7-18-68 Friday Main Street - 6th to 8th tested - OK July 5th Gas odor noticed in YMCA basement in boiler room - gas company notified to check this out. New mains installed on 15th & North "A" & 14th & North "A" for gas feed into residences. This change over will take place when the old gas main running down North "A" is discontinued. Monday Debolt Lanes - draw bands on main July 8th 822 West Main Street - new service into house. Reid Memorial Church - North "A" Street - new service 1400 Block of South 5th - new services ran into homes. 400 Block of South 5th - new services ran into homes. Tuesday North- 12th & "J" Street - new services into homes & stores. July 9th 16th & North "E" Street - new section of main about 18" long. South West "C" Street - 3rd to 4th - gas seryice into new church. Gas company to extend main. to 4th Street to increase flow of gas. Alley south of Main Street - a new service being laid to feed Veaches Stores. 1300 Block of North "A" Street - new service into homes. 1400 Block of North "A" - new service into homes. 100 Block of South 14th Street - new service into house at 123. 1300 Block of North "E" Street - new service into Hornaks. 1100 Block of North "A" - new service into church. 1000 Block of North "A" - new service. Park Terrace Drive ??? YMCA - gas odor in boiler room to be eliminated by gas engineer and Niewoehner Heating Company. 1500 Block of North "A" - new services into homes. All bar holes from 6th to 9th on Main Street checked out - OK Wednesday Meeting with gas officials 9:30 to 10:30 July 10th Complaint of gas at 37 North 8th - called gas company - they found small leak around pilot light and gas feed into furnace Checked bar holes from 9th to alley - North of Main - 0K Bar holes on 9th & Main to 10th & Main - OK Gas Company repairing service line from Main to curb at 37 North 10th - air tested, showed OK Thursday Gave Board of Works a copy of weekly meeting with gas company. July llth 1000 Block of South 7th Street - new service into home. Friday 14th & North "A" - new service from North - South Main July 12th llth & North "A" - New service 22nd & North ':D" - repairing diggings 800 Block of South 8th - new service into home 725 South 8th - cut service at Main 727 South 8th - cut service at lain 720 South 8th - repaired leak at "L" and at meter cock Monday 800 Block of North 8th - 2 new services into homes July 15th 712 Main Street - repairing main to eliminate bell & spigot 916 South 8th - new service New 2" main between 8th & 9th Streets on North "A" to feed Post Office, Lingle's & Apartments. 1300 Block of North "A" - new services from North - South Main Tuesday 2nd & Main - gas company tieing in main from South 2nd St. to July 16th replace discontinued main in front of Swayne-Robinson 9th & Peacock - 20% gas - gas company digging North 5th & "A" - replacing services - feed from 5th St. main South 9th & "E" Street ??? 712 Main Street - 9ain is repaired & gas company is repairing street. Wednesday Meeting with gas company at 9:30 AM on report. July 17th 9th & Peacock - north main - no leaks found. South main that ties into the high pressure main from 9th Street is leaking and some of it will have to be repaired. Miller pipe company is trenching. North 13th & "G" Street - several holes in the three (3) inch main leaking badly. Class "C" leak. Fifteen foot section of main is being installed to replace the bad section. g/ Bd. of Works & Safety Minutes 7-18-68 North 5th & "A" Street - new service being installed to feed businesses on North side of "A" Street. This service is to be fed from the 5th Street main. 2nd & East Main Street - DeLucio is trenching & installing a new six (6) inch main that will be fed from the gas plant. This new main replaces the main that was discontinued in front of Swayne-Robinson Foundry. 100 Block of North 4th - new service into house. 500 West Main - new service into Berman's Drug Company 100 Block of South 7th - cut lead sleeve III9th & South "E" Street - replaced beel & spigat that was leaking. City Engineer, Don Cook, presented the Crestdale Ninth Addition Platt to the Board for approval. Mr. Cook moved this be approved, seconded by Mr. Hoskins and on unanimous voice vote was carried. City Engineer, Don Cook, also asked the Board's approval to present a Transfer Resolution to Council for $40.00. Mr. Hoskins moved this be granted, seconded by Mr. Cook and on unanimous voice vote was carried. Mr. Hoskins told the Board that he would write a letter to Mr. Razor Thomas, 1214 Boyer Street, about filling in his empty basement. Representatives of the phone, water and gas companies appeared before the Board to discuss the repair of streets where they have been digging. They were shown pictures by Street Commissioner, Elmer Toschlog, where their repair in the past has sunk and the streets are in worse shape than before the digging. Mr. Cook told the three men that in the future the repairs to holes must be done by specification, which calls for a compact vibrator and #53 or #73 gravel for fill. The Clerk presented to the Board a complaint by Council President Frank Marino that the sign had been torn down on the old North 17th Street dump and people were dumping there. This was referred to Mr. Frank Robinson of the Sanitation Department to check out. The Board unanimously agreed not to permit a sound truck in the City for Governor Wallace's IIICampaign for President. Chief Sanitarian, Tom Atkinson reported to the Board that trash and garbage is blowing from Starr Street into the playground which faces it. Mr. Cecere told Mr. Atkinson to locate the houses which this is coming from and to file charges against the, seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Cecere ordered the Building Commissioner to take steps toward the immediate demolition of the Gurley Fox residence at 1102 Perry Street as Mr. Fox has had ample time to make repairs to his building and has failed to appear before the Bard to answer charges, seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Claude Goins, Building Commissioner, presented the following to the Board: REPORT OF FINDINGS Lot 267, 17 foot north part, and 53 foot of Lot 268 Elizabeth Starr Addition 212 North 12th Street As of this date, July 16, 1968, the taxing maps and transfer books of the Auditor' s office show the following ownership of the above property as: Robert Marshall 2523 Northwest "B" Street III Richmond, Indiana A report of an inspection made by Claude E. Goins, Building..Commissioner, for the City of Richmond, Indiana, on July 10, 1968, of the above property: • 1. House is open causing derelicts and wayfarers to stop in., resulting fire in rear of dwelling. 2. House does not meet housing code for wiring. 3. Foundation is cracked, floors are falling in. 4. This dwelling is a safety hazard. In my opinion the conditions of the building and structure located on said property are such that any remedy is not feasible and that in order to promote the public welfare, said building and structure should be and same is forthwith condemned. /s/ Claude E. Goins, Building Commissioner Bd. of Works & Safety 7-18-68 NOTICE OF CONDEMNATION To: Mr. Robert Marshall July 16, 1968 2523 Northwest B Street Richmond, Indiana It is our understanding that you are the owner of certain real estate in Richmond, Wayne County, Indiana, located and described as follows: 212 North 12th Street Richmond, Indiana also known as: Lot 267, 17 foot north part, and 53 foot of Lot 268 Elizabeth Starr Addition The building and structure located at such address has been condemned. A copy of the Order of Condemnation entered July 16, 1968, is enclosed. The Order must be complied with by August 16, 1968. /s/ Claude E. Goins, Building Commissioner ORDER OF CONDEMNATION As a result of investigations and the written report of findings of the Commissioner of Buildings, it is found that the improvement located on the real estate described below is in an impaired structural condition or state and is unsafe and dangerous to persons and property, a copy of which said report is on file in the office of the Commissioner of Buildings, and in accordance with the laws of the State of Indiana, it is hereby ordered by me, Claude E. Goins, Commissioner of Buildings, for the City of Richmond, Indiana, that the building and structure located at 212 North 12th Street Richmond, Indiana . also known as: Lot 267, 17 foot north part, and 53 foot of Lot 268 Elizabeth Starr Addition be and the same is hereby condemned, and all occupants of said building and all, persons are to vacate and remain out of same. That in order to promote the public welfare and because any remedy is not, in my opinion, feasible, said building and structure should be wrecked and removed, I hereby direct such wrecking and removal be effected and completed by August 16, 1968. Beach July 17, 1968 300 Mulberry Blvd. Centerville, Indiana Re: 307 North 5th Street Richmond, Indiana Dear Mr. Beach: The property which you own and is identified above has recently been inspected for its compliance with the Housing Code Ordinance No. 2231-1966, Section 44-4 thru 44-9. This is the section of the Code that has established minimum standards for the continuous use and occupance of residential property. The purpose of these inspections is to encourage property owners to correct any deficiencies which may exist and thereby upgrade and improve our City' s neighborhoods. The report on this property identifies the following deficiencies: 1. No water closet, lavatory basin, bath or shower, or hot water. 2. Floor in bathroom is rotten. 3. Inadequate amount of electrical outlets. 4. Ceilings need repair. 5. Roof leaks in kitchen. 6. Windows and doors need replacing. 7. Porch on south side of house is falling down. , 03 Bd. of Works & Safety 7-18-68 It would be appreciated if you could correct these deficiencies at your earliest conven- ience. A reinspection will -be made within thirty (30) days in order to ascertain the progress being made. If you so desire, our inspector will be happy to meet you at the property in order to discuss a repair program with you. A building permit must be obtained from' this office before work begins. The Clerk showed Proof of Publication for the vacation of streets and alleys for the new City Building. Mr. Cecere examined Proof of Publication and recommended it be accepted and filed, seconded by Mr. Cook and on unanimous voice vote was carried. Mr. Cecere stated that there were no remonstrances against this vacation as it was all City property and the vacating could continue as described. (EST. Mr. Hoskins presiding with following members being present: Mr. Cook, Mr. Klinge, Assistant City Attorney, was sitting in for Mr. Cecere who was out of town on business. The Following business was had to-wit: Mr. Cook moved the Minutes of the previous meeting stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. Chief of Police Donald Strahan presented certificates to the seven police officers who have successfully completed their course at Indiana University on the operation of the Breathalizer. They were as follows: George Brouse John Bowman Paul Alexander Michael Tyra Robert Irvine Robert Horner Cecil Loper Assistant Fire Chief Robert Demps reported the following house to house inspections for - District #3. III HOUSE TO HOUSE INSPECTION DISTRICT #3 REPORT A total of 17 junk autos were foun on inspections. A total of 2 refrigerators were found on property in District #3. A total of 23 properties were in need of attention concerning trash and rubbish. A total of 4 homes needing attention were found. The Fire Prevention Bureau attended to two of these homes to have the defects corrected.
