HomeMy Public PortalAbout10-06-16 agendaOctober 6, 2016 The Agenda Meeting of the Mayor and Council of the Borough of Carteret Agerrla Meeting preceding the Regular Meeting of October 20, 2016 was held on October 6, 2016, 6:00 P.M., in the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Roll Call Councilmember Jorge Diaz " Dennis DiMascio " AjmarJohal Randy Krum " Susan Naples Noted absent was Council President Vincent Bellino. Noted Absent Also noted present was Municipal Clerk Kathleen M. Barney, MMC and Also Noted Present Borough Attorney Robert J. Bergen. The Clerk stated that the 2016 Annual Notice was mailed to The Home News Staterent of Meeting Tribune, The Star Ledger and posted on the bulletin board on January 4, Notice 2016. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. The Meeting was opened with a minute of Silent Prayer and the Pledge of Silent Prayer/ Pledge of Allegiance led by Mayor Daniel J. Reiman. AUegiaixe Upon MMS &C by Councilmembers Diaz and Krum and unanimous Minutes for Approval affirmative vote of the five (5) Councilmembers present, the minutes of September 1 & 15, 2016 were approved as transcribed and engrossed by the Clerk. PUBLIC PORTION ON RESOLUTIONS /AGENDA ITEMS AND NEW BUSINESS Public Portion on (Three (3) minutes per person). Resolutions /Agerda Itgns & New Business 1 Oaolps 6, 2016 Open to Public Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (S) Councilmembers present, the Mayor declared the Public Hearing to be open. Mr. Urban asked about Resolutions numbers seven (7) and eight (8). Mayor Reiman said that this is part of our continuing to update our personnel policies and guide lines. The State issues a Best Practice list every year and so part of those Best Practices is we go through that list. It's issued state -wide. It's basically a policy in regards to outside employment to ensure that nobody is doing any work with a vendor that does work for the city. They have to notify us, any municipal employee or officer would have to notify us if they have any outside employment or contract with anybody that the city does business with. This is a recommendation that the State sent out Discussion state -wide. Mayor Reiman said the second one is a policy with regards to municipal vehicles and equipment usage to make sure people understand that you can't use a vehicle for personal use or use city equipment. Mr. Urban asked about the work on the roundabout by Terminal Avenue. It seems like trucks are having a hard time negotiating around the circle. He asked if there was a traffic study on it. Mayor Reiman replied that the fire trucks are out. He thinks the issue is because you have the circle and all of the cones around it. Beyond the circle, you have a couple of feet of construction where they dug up. Prior to the start, the Fire Trucks went out there and drove around the circle. They had heavy equipment and the Fire Trucks drove around it to make sure they could do it. Mr. Urban asked if they could drive over it in an emergency. Mayor Reiman said yes. It was designed so if a tractor trailer gets lost and winds up over there, he can drive over it. Closed to Public There being no further comments or objections the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (S) Councilmembers present. Council President Bellino was noted absent. FRI October 6, 2016 Mayor Reiman read the Resolutions into the record. Resolutions 1. Directing the Issuance of Various Raffle Licenses. 2. Authorizing the Submission of the Best Practice Inventory. 3. Property Tax Cancellation. 4. Opposing Puppy and Kitten Mills. 5. Refund of Tax and /or Sewer Fees Overpayment. 6. Professional Services —T &M Associates, Re: Noe Street Park Site Investigation. 7. Establishing Police with Regard to Outside Employment. 8. Establishing Policy with Regard to Municipal Vehicles and Equipment Usage. 9. Resolution Accepting Findings & Conclusions Regarding Carteret Independent Authorities from CFO. Mayor Reiman asked for a motion on the Consent Agenda. Consent ASS Resolutions #16 -167 through #16 -175 were introduced by the Mayor and referred to the Council for action. Council President Bellino was Adopted noted absent. ; Clerk's Note 'Please note that Resolution #1, "Directing the Issuance of Various Raffle Licenses" was omitted from the Consent Agenda. It will be on the Agenda for the Council Meeting of October 20, 2016. Bill List Bill List - Upon MMS &C by Councilmembers Diaz and Krum all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Diaz. DiMascio, Johal, Krum and Naples voted in the affirmative. Council President Bellino was noted absent. Reports Reports - 1. Clerk's Office- September 1, 2016 2. Finance - Annual Assessment of Local Authorities Upon MMS &C by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. Council President Bellino was noted absent. 4 October 6, 2016 Business to Be Added — Mayor Reiman said he has a communication from the Administrative Office of the Courts and also from Judge Travis L. Francis who is the presiding Superior Court Judge for Middlesex County which was sent to him and Attorney Bergen with regard to our Municipal Court. They determined the need to add additional sessions based upon our review. They are up to approximately 4,000 cases a year, give or take. That's motor Vehicle issues, property maintenance issues and what not. So based upon that, we're going to be adding two (2) additional Court Sessions and an additional Judge will be appointed. When the mail came in, a week or two (2) ago, a copy was placed in their mail boxes. He stated that he will be appointing William Feingold, who was our former Prosecutor and also serves currently as a Judge in North Brunswick. Business to Be Added Mayor Reiman asked for a motion to amend the Agenda to include Amend the Agenda to inc-lude Resolution F10, "A Resolution Appointing William Feingold as Municipal Resolution #16 -175 Court Judge." Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the Agenda was amended to include Resolution #10. ( #16 -175). Upon MMS &C by Councilmembers Diaz and Krum "RESOLUTION #16 -175 Resolution #16-175 "RESOLUTION APPOINTING WILLIAM FEINGOLD AS MUNICIPAL JUDGE" "Appointing William Feingold a Mmicipal Court Judge" was adopted. Upon individual roll call Vote Councilmembers Diaz, DiMascio, Adopted Johal, Krum and Naples voted in the affirmative.
