CITY OF RICHMOND, INDIANA, JUNE 6, 1968
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in the City Hall, Thursday, June 6, 1968, at the hour of 9:00 o'clock A.M.
(EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere.
The following business was had to-wit:
Mr. Cecere moved the Minutes stand as read, seconded by Mr. Hoskins and on unanimous
voice vote was carried.
Mr. Dan Fienning, Assistant City Engineer, sat in on the Board for vacationing City
Engineer, Donald Cook.
Chief of Police, Donald Strahan, recommended to the Board that Paul Clayton Alexander
and Gordon Larry Jenkins be promoted to regular policemen as they have finished their
one-year probation satisfactorily. City Attorney, Andrew Cecere, presented the two
officers with a plaque commemorating their completion of one-year probationary period.
Mr. Cecere moved this recommendation be accepted, seconded by Mr. Hoskins and on unani-
mous voice vote was carried.
Captain Stout of the Traffic Division asked the Board to remove the parking on the east
side of the first block of Fort Wayne Avenue. Mr. Cecere moved this permission be granted,
seconded by Mr. Hoskins and on unanimous voice vote was carried.
Captain Stout also asked the Board to make the following streets through-streets. This
would be an amendment to Schedule 2 of Section 41.41 Through Streets.
1. Dorothy Lane from Henley Road South to Alice Lane
2. Geraldine Lane from Dorothy Lane to Alice Lane
3. Birch Drive from Richwood Drive to Pecan Drive
4. Richwood Drive from West Main Street to Pine Drive
5. Pecan Drive from West Main Street to Willow Drive
6. Pine Drive from Birch Drive to Willow Drive
7. Willow Drive from East End of Street to West End of Street
8. Woods Drive from Elks Club Road to Glen Hills Drive
9. Glen Hills Drive from Woods Drive to Forrest Drive
10. Pinehurst Drive from Elks Club Road to Oakview Drive
11. Greenbrier Drive from Elks Club Road to Pinehurst Drive
12. Oakview Drive from Greenbrier Drive to Pinehurst Drive
Fire Chief, Donavon Johnson, presented the following letter of retirement to the Board:

Gentlemen:
On January 1, 1968, I completed twenty (20) years of service on the Richmond Fire Depart-
ment, and became eligible for retirement. It was my intention at that time to m ntinue as
a member of the department to reach the maximum retirement pay.
Since the change of administration in the city, and different operation policies have
been adopted by the Fire Department, I feel that it is wise for me to retire at the
present time.
With this in mind, I am submitting my retirement from the Richmond Fire Department
effective June 2, 1968, and wish to be placed on the Firemen' s Pension Roll.

Mr. Cecere moved this retirement be accepted, and a letter of appreciation be sent by
the Board to Jesse Price, seconded by Mr. Hoskins and on unanimous voice vote was carried.
Wayne County Prosecutor, Wayne Tash, presented the following letter to Mayor Byron E
Klute:

I would like to take this opportunity to express my sincere appreciation for the many
hours put in by Fred Klotz and Harlan Green, of the Richmond Fire Prevention Bureau, of
the Richmond Fire Department. Without their knowledge of fire, our job would have been
much harder.
I would also like to commend Roland Walls for the report he gave the Committee on the pro-
gress and interpretation of the fire following the disaster.

Seventeenth Judicial Circuit
IIICaptain Harlan Green of ;, the Fire Prevention Bureau showed and demonstrated the workings of
a new MSA Gas Scope purchased by the Fire Department for the checking of gas leaks. (Cost -
$179.00). Mr. Green told the Board that with the new gas meter, they were still finding
numerous gas leaks in the downtown area; at 2nd and East Main, the gas meter showed 60%
gas leakage, at 7th and East Main Street, as late as June 5th, the gas meter showed 20%
gas leakage. Mr. Cecere stated that he did not feel and the Board members concurred with
him that every effort was being made to remedy the gas leaking situation. We feel that
it is our responsibility to notify the PSC and are doing so.
Fire Chief Johnson announced to the Board that the Fire Department is conducting a two-week
fire fighting school from June 3rd through June 7th, and June 17th through.June 21st for
all probationary firemen.
Malcolm Parshall, Wayne County Treasurer, was authorized by the Board to invest $200,000.00
of the New City Building Fund in Government Securities at the best rate possible. Mr.
Cecere moved this be done, seconded by Mr. Hoskins and on unanimous voice vote was carried.
Mr. Ralph Wiwi, local contractor, was given the approval of the Board for a curb cut at 43Q
South 9th for the construction of a building to house the new Hooks Drug Store.
Mr. Lloyd Stump of 1339 South 6th appeared before the Board to report air pollution, and
ashes falling in his yard from the waste being burned at Kemper Bros. Cabinet Factory. Mr.
Cecere ordered the Board to write Kemper Bros. a letter requesting a representative of their
factory to appear at the Board of Works on Thursday, June 13, 1968, and in the meantime,
IIIfor the fire prevention bureau to check this situation, seconded by Mr. Hoskins and on
unanimous voice vote was carried.
Mr. Robert Martin of the Y.M.C.A. appeared before the Board to get permission for a small
combo to play in front of the Y.M.C.A. Saturday, June 8th, from 12:00 noon to 8:00 p.m.
to help draw customers for an ice-cream social. Mr. Martin stated they will still leave
room along North 8th for pedestrians to walk. Mr. Hoskins moved this permission be granted,
seconded by Mr. Cecere and on unanimous voice vote was carried.
Mr. Elmer Toschlog, Street Commissioner, asked the Board' s permission to advertise for bids
for Slurry Seal, a new solution being used for street patching. Mr. Cecere moved this
permission be given, seconded by Mr. Hoskins and on unanimous voice vote was carried.
The Board received the following letter from Kenneth L. Knight, Wayne County Auditor, in
regard to the County payment of ambulance service:

Dear Sir:
We have received your letter of May 23, 1968 stating that you have asked the Muncie
Ambulance Service to bill Wayne County direct for our share of the ambulance service.
III This matter was taken up by the Board of Commissioners and the contract reviewed, and it
states that on or about May 1st and November 1st of each year the County will pay the City
of Richmond the sum of $2,000.00 as stated in the contract between the City of Richmond
and Wayne County.
The Board feels that since this is the content of the contract, the payment should be made
directly to the City of Richmond.
Also in the contract it states that on or before July 15, 1968, the City of Richmond and the
County of Wayne shall meet for the purpose of discussing the possible extension, or modifi-
cation, of this agreement for 1969 and subsequent years. The Board asks for an appointment
before the Board of Works to discuss this matter for the future.

Fred Klotz of ; the Fire Prevention Bureau presented the following inspection reports
to the Board:

and fire at 6th and Main Street on April 6, 1968.

Captain Williams conducted most of the inspections for the month of May. captain Green
and Chief Klotz attended meetings with the investigation teams on the blast cause and
made some inspections. The Bureau checked all Gas Company bar holes and diggings for gas
leaks the whole month. The month of June should see us back in the routine of City
Inspections again.

Mr. Cecere presented a Resolution for the vacating of streets and alleys and moved for
the adoption and publication of public hearing of said Resolution, seconded by Mr.
Hoskins and on unanimous voice vote was carried.
Mr. William Adler of ; the Parking Meter Department reported to the Board that he had
heard from the factory that he had contacted on a price for the 843 parking meters the
City still owns and are stored in the basement of the City Building. Mr. Adler stated
that the used meters are worth from 8 to 12 dollars a piece. Mr. Cecere ordered Mr.
Adler to prepare an Ordinance for Council and advertise the meters for sale.
Mr. Claude E. Goins, the Building Commissioner, reported that Mr. Charles S. Gellinger
of 510 Porterfield Ave. had been ordered by letter to appear before the Board of Works
to give cause as to why he had not filled his basement which contains stagnant water and
debris but had failed to report to the Board.
Mr. Goins also told the Board that he had checked the property at 220 North 12th, at
Councilman Phil Marino' s request, and found the property to be in very bad shape and
beyond repair. Mr. Cecere moved for the condemnation of this property at 220•North 12th,
seconded by Mr. Hoskins and on unanimous voice vote was carried.

Fire Chief Donavon Johnson rechecked the fire hydrants in Berry Field for Councilman
Hilligoss, and gave the Board the following report: There is a fire hydrant at Central
Drive and one at Middle Drive with 6-inch water lines and the house farthest away is
130 feet and Mr. Johnson stated that with the use of a pumper and if necessary two pumpers,
the fire situation in that area could be easily handled.
Mayor Byron E. Klute told the Board that weed complaints are being taken care of through
the City Engineer' s office and Duncan McKinnis is answering the complaints. The Mayor
also stated that people should have enough pride in their own property to cut the weeds
and asked for the cooperation of the community.
The following street lights were approved:
III 1. South 5th St. , South A to South G Sts.
2. Northwest 2nd St. , Richmond Ave. to Northwest F St.
3. Northwest F Street, Northwest 2nd to Northwest 5th St.
4. North 5th St. from North A to D Streets.
Mr. Cecere moved this be done, seconded by Mr. Hoskins and on unanimous voice vote was
carried.
There being no further business on motion duly made, seconded and carried, the meeting

The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session
in the City Hall, Thursday, June 13, 1968, at the hour of 9:00 o'clock A.M. (EST). Mr.
Hoskins presiding with the following members being present: Mr. Cook. Mr. Cecere, City
Attorney, was in New York on business and Mayor Klute was attending a meeting in Chicago.
The following business was had to-wit:

Dear Sir:
The following are presented to the Board of Public Works and Safety for action:
1. Robert Joe Thalls has successfully completed the one year probationary period
and I recommend that he be promoted to a regular fireman effective June 11, 1968.
2. I recommend that Captain James Ghearing be promoted from Captain to the rank of
Battalion Chief effective June 17, 1968.
3. I recommend that Fireman William Berry be promoted from a regular fireman to the
rank of Captain effective June- 17, 1968.
4. Recommend that Paul Mullin be suspended from the Richmond Fire Department for
one (1) day commencing at 7:00 A.M. Friday, June 14, 1968, and ending at 7:00
A.M. Saturday, June 15, 1968. This suspension is due to violation of Article
10, General Rules, Section 8, of Rules & Regulations of the Fire Department.
