noise at Pete' s Body Shop and also stated he works on cars on the street. Mr. Goins told
the Board that he had talked to the owner of the body shop who stated he would try to
cooperate as much as possible, but this area is zoned for business.
Attorney Ray Knoll appeared before the Board on behalf of the Bucholtz Sub-Division and
told the Board of the large amount of junk that is scattered in a large agea at the Gilmer
Gas Corporation at North West "L" Street. The Board told Mr. Knoll that this would be
checked out and ordered cleaned up.
Mr. Cecere told the Board that property owners in the disaster area should complete the
tearing down of their damaged buildings and fill up the basement hold for safety and
health purposes.
IIIMayor Byron E. Klute told the Board that Senator Bayh and Senator Hartke had notified him
that the City had received a grant of $56,350.00 for a study of the downtown area from
3rd to 10th between North "A" and South "A".
The R.P. & L. notified the Board that it would install 14 new street lights from North 12th
to the Gaar Road. It will install seven new lights and remove five old ones on South 23rd
from "E" to "J".
There being no further business on motion duly made, seconded and carried, the meeting

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 16, 1968
The Board of Public Works and Safety of the City of Richmond, Indiana,met in regular session
in the City Hall, Thursday, May 16, 1968, at the hour of 9:00 o'clock A.M. (EST). Mr.
Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The
following business was had to-wit:
Mr. Cook moved the Minutes stand as read, seconded by Mr. Hoskins and on unanimous voice
vote was carried.
Police Chief Donald Strahan asked the Board' s perdission to present an Ordinance to Council
requesting funds to replace the police cruiser which was wrecked beyond repair in April.
Mr. Cook moved this permission be granted, seconded by Mr. Hoskins and on unanimous voice
vote was carried.
Captain Stout was ordered by the Board to check the parking at Hoff Sheet Metal Works and
to see if it could be arranged so that pedestrians do not have to walk out in the street.
Captain Stout asked the Board to check with the contractor about painting center lane lines
on improved section of No. W. 5th Street from "J" to the Rich Road. Engineer Donald Cook
was ordered by the Board to contact Magaw Construction Company on this matter.
Captain Stout also asked the Board for a revamping of the traffic circle at Whitewater Blvd.
and So. W. 1st Street intersection. Captain Stout stated that by cutting some of the circle
off, they could handle much more traffic. Mr. Cecere moved this permission be granted,
seconded by Mr. Hoskins and on unanimous voice vote was carried.
Captain Stout asked the Board for a change in the parking restrictions in the first block
of North 16th Street. He stated thay by taking parking off the west side of North 16th and
permitting parking on the east side of North 16th Street, it would give west bound traffic
a wider swing to turn north to North "A" Street. Mr. Hoskins moved this permission be
granted, seconded by Mr. Cook and on unanimous voice vote was carried.
IIIAfter another survey by the Traffic Division, the restoration of parking on the north side
of "E" in the 1900 block was turned down by the Board of Works.
Mr. Stanton Gedvillas, Director of City Planning, asked the Board's permission to present
an Ordinance to Council for funds to complete the year of 1968. Mr. Cecere moved this per-
mission be granted, seconded by Mr. Hoskins and on unanimous voice vote was carried.
Mr. Robert E. Brooks, 607 So. W. 18th Street, appeared before the Board pertaining to the
swimming pool ordinance. Mr. Brooks stated that he had a 15-foot commercial pool and did
not feel that a 6-foot fence should apply to this type of pool. Mr. Brooks stated that he
had a safety cover to put over his pool when not in use. The Board told Mr. Brooks that
some type of provision would have to be allowed for commercial pools as there were many of
them being sold.

Mr. Donald Cook, City Engineer, told the Board that the following street lights have
been installed:
No. 22nd Street from Main to North "E" - 9 lights
No. "F" between 14th and 15th - 2 lights
No. W. "L" to No. W. 5th and Sheridan Street - 20 lights
No. W. "J" between Crosshall and Green Street - 1 light
So. 23rd from "E" to "J" - 7 lights
No. 12th and New Paris Pike to Gaar Road - 14 lights
Mr. Darrel Sheffer, Superintendent of the City Bus Lines, appeared before the Board
and stated that bus service to Crestdale was not feasible as there were not enough
people that would ride the bus to warrant this extra run. Mr. Sheffer told the Board
that the Bus Co. was operating on a shoe string as it was and business had fallen off
15% since the downtown explosion.
Mr. Sheffer also told the Board that the company is trying to correct the smoking bus
situation. He stated that they are having the motors rebuilt in Indianapolis.
Mr. Frank Walterman appeared before the Board for the Noon Optimist Club aksing per-
mission to block off North "E" Street July 14th for the Soap Box Derby. The Board
referred Mr. Walterman to work this out with Captain Stout of the Traffic Division.
Mr. E. E. Linburg, Vice President and General Manager of the Richmond Gas Corporation,
and his attorney, Mr. Will Reller, appeared before the Board and stated they wanted
to work with the City and the Board of Works. Mr. Linburg asked the Board to keep
them informed. of newly developed areas to the Gas Company could install new mains and
customer service promptly. Mayor Byron E. Klute told Mr. Linburg that the City would
probably have some plans on the redevelopment of the downtown area by June 3rd. Mr.
Linburg also told the Board that the Gas Company would work something out with the
City to put all the streets back in a smooth condition after they are through digging.
Mr. Don McBride, Park Superintendent, told the Board that he was getting the water
drainage and debris into the Park from the Elks Country Club Addition. The Board
ordered Mr. Cook, City Engineer, to check this out for possible installation of a
storm sewer.
Mr. Claude E. Goins, Building Inspector, told the Board he had contacted owners of
buildings in the blast area and notified them to finish tearing down their buildings
and to fill the basement hole. Mr. Goins also told the Board that he had condemned
the Del Morroco Tavern, 502 North 8th Street and it will eventually be torn down.
The Clerk was ordered to advertise for demolition of buildings at 209 and 211 North
4th Street.
Mr. Claude E. Goins, Building Inspector, submitted the following letters to the Board:

The property which you own and is identified above has recently been inspected for its
compliance with the Housing Code Ordinance No. 2231-1966, Section 44-4 thru 44-9. This
is the section of the Code that has established minimum standards for the continuous
use and occupance of residential property. The purpose of these inspections is to
encourage property owners to correct any deficiencies which may exist and thereby
upgrade and improve our City' s neighborhoods.
The report on this property identifies the following deficiencies: •
1. Occupants linving in attic portion of this dwelling.
2. No sanitary facilities on floor where occupants sleep.
3. Ceiling height of attic does not meet Housing Code requirements.
4. Bathroom on second floor shared by both female and male occupants.
5. Inadequate heating facilities, gas space heaters.
6. Inadequate ventilating system.
7. Only one entrance to attic.
8. No electrical outlets visible.

next five (5) days, since this is a direct violation of the Housing Code Ordinance

Veach' s Dime Store request for a new sidewalk in front of their store was turned down by
IIIthe Board as Mr. Cook, the engineer, checked it out and stated two or three places in the
sidewalk could be repaired for the time being.
The Clerk was ordered to advertise for bids for a new truck in the engineering department.
A letter asking the Board of Public Works for a fire plug in the Bucholtz Addition was
referred to the Fire Chief and engineer for their recommendation.

The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in the City Hall, Thursday, May 23, 1968, at the hour of 9:00 o'clock A.M.(EST).
Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook.
The following business was had to-wit:
Mr. Hoskins moved the Minutes of the previous meeting stand as read, seconded by Mr. Cook
and on unanimous voice vote was carried.
Chief of Police Donald Strahan requested permission from the Board to attend the Indiana

Chiefs of Police Convention in Michigan City, Indiana, June 10 to June 13, 1968. Mr.
Cecere moved this permission be granted, seconded by Mr. Cook and on unanimous voice
vote was carried.
Fire Chief Donavon Johnson told the Board there would be a 15 day delay in locating the
Purex fire hydrant east of town. The State is resurfacing the highway in this area and
will not permit tunneling under the highway while they are working.
Fire Chief Donavon Johnson also told the Board that he had held a survey in Berry Field
on the need for more fire hydrants and stated that the pumper truck can take care of the
situation without additional fire hydrants.
Fire Chief Johnson also told the Board that fire hydrants for the Bucholtz Addition are
still under study.
The Board of Works authorized the installation of street lights in front of the City
swimming pool but stated the Park Department should be billed for the same.
Councilman Henn requested engineers study by Richmond Power and Light at Backmeyer and
Henley Road. He feels that street lights are incorrectly placed and inadequate. Mr.
Hoskins moved this be done, seconded by Mr. Cook and on unanimous voice vote was carried.
Mr. Cecere stated that the ambulance service should bill the County directly for their

share of services, instead of billing the City and the City billing the County.

City Engineer Donald Cook presented to the Board estimates for the widening of North "E"
Street from 19th to 20th on the north side of the street. The estimate by contractor was
$2,628.00. Mr. Cecere stated the Board should hold up-on this and figure it in conjunction
with the new 19th Street overpass bridge which is in the making.
The City Engineer presented specifications to the Board for repair and maintenance of
City Streets where utilities are involved.
REPAIR & MAINTENANCE OF CITY STREETS WHERE UTILITIES ARE INVOLVED
1. Any person or utility must first get a permit before cutting into a street, sidewalk
or any improved surface from the Controller's office.
