HomeMy Public PortalAbout03-21-1968 dj SPECIAL MEETING OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA MARCH 18, 1968 A Special Meeting of the Board of Public Works and Safety of the City of Richmond, Indiana, met in City Hall, Monday, March 18, 1968 at the hour of 11:00 A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The following business was had to-wit: Fire Chief Johnson recommended to the Board of Public Works and Safety that they officially terminate the employment of Eldon A. Wolfe, a fireman who was appointed a probationary fireman on February 12, 1968. Chief Johnson told the Board that he had IIIsuspended Mr. Wolfe on Saturday, March 16, 1968, from the Fire Department. Chief Johnson told the Board that Mr. Wolfe had been absent from his job Thursday, March 14, and Saturday, March 16, 1968 without cause. Mr. Wolfe had failed to report when called back to duty to help fight the Mercury Record fire, and that Mr. Wolfe had told his wife that he was leaving the City, Fire Department and his wife and family. Mr. Wolfe was unable to be located anywhere. Mr. Cecere moved that Mr. Wolfe's services be terminated as of 11:00 A.M. March 18, 1968, seconded by Mr. Cook and on unanimous voice vote was carried. Assistant Fire Chief Walls appeared before the Board of Public Works and Safety with a request for permission to burn a building located on Earlham Campus. Mr. John Schweitzer, Superintendent of Buildings and Grounds at Earlham College, had requested the burning of this building. Assistant Chief Walls told the Board the building would be burned on Wednesday, March 20, and would be part of the training program for the Richmond Fire Department. Mr. Cook made a motion that this permission be granted, seconded by Mr. Hoskins and on unanimous voice vote was carried. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and Mr. Cook. The following business was had to-wit: Mr. Hoskins made the motion that the Minutes stand as read, seconded by Mr. Cook and on unanimous voice vote was carried. Councilman Elstro presented a petition to the Board of Works signed by 55 residents in the area of Southview School requesting the widening of South "P" Street from South 4th to Southview School. Mr. Henry Werner, 1635 Liberty Avenue, spoke to the Board for the peti- tioner. Mr. Werner stated: that Southview School is bounded on three sides and has only one access to-and-,frcm the. school which is 18 feet in width. Mr. Werner stated this was a hazard to..;the:..safety.' of. the children in case there was an emergency. Mr. Hoskins told Mr. Werner and other residents attending the meeting, that the City woul;&.try to get immediate action on this situation and Mr. Cook was asked—to investigate.. . '.. Mr. Joe Hossman of 810 Indiana Avenue asked the Board's permission to move a house from the 4400 Block on East Main to the 800 Block of Indiana Avenue. Mr. Cecere stated ;the IIIpermission would be granted subject to approval by State Highway and Police Department, seconded by Mr. Cook and on unanimous voice vote was carried. Mayor Byron E. Klute reported to the Board that Mr. Stan Gedvillas, Matt Napote and Mayor Klute visited the HUD Office in Chicago March 20th to take the Workable Program for presen- tation. Mr. Klute stated that HUD Director of Workable Programs reviewed our proposal. His reaction was very favorable. However, he noted that our Building Code dealing with FHA standard should be adopted by ordinance rather than by reference as it is now. Other minor revisions Were also discussed. We believe that this meeting with HUD may have saved us about two or three months of delay between our community and the Chicago Region 4 Office The demolition bids were opened by City Attorney Cecere and Proof of Publication was shown by the Clerk. Mr. Cecere recommended Proof of Publication be accepted and filed, seconded by Mr. Hoskins and on voice vote was carried unanimously. ,yo Bd. of Works & Safety Minutes 3-21-68 The following bids were opened: Mike DeLucio & Son $27,780.00 Ellson excavating, New Castle $48,500.00 DeBolt Concrete Co. , Inc. $40,000.00 King Wrecking Co. ,Cincinnati $27,675.00 Zebrouski & Assoc. , Indianapolis $34,700.00 After careful tabulation and consideration of each bid, Mr. Hoskins made a motion that the bid of DeLucio & Son was the best bid for these reasons: 1. Quality of work in the past had been exceptionally good 2. Equipment and facilities on hand for prompt razing of the building 3. Has access for disposing of waste This motion was seconded by Mr. Cecere and on unanimous voice vote was carried. The next lowest bid by King Wrecking Co. was not in proper form as it did not include an executed form 96A as required by law. City Engineer Don Cook told the Board that Steeg Associates is still working on the estimates for the sewer at South 16th and "L" Street. Mr. William Hittle of 1601 South 4th Street reported to the Board that he is getting water drainage from an old sewer on South 5th Street, and the water is running into his driveway. Mr. Goins of the Sanitation Department was ordered by the Board to notify the people in this area on South 5th Street that this old sewer will be plugged up. Mr. Ross of the Sanitary District reported to the Board that he had had several calls from a lady who had struck a man-hole cover on South llth Street doing considerable damage to her car. Mr. Cecere stated the lady would have to file claim against the City before anything could be done. City Engineer Don Cook asked permission from the Board for him and his assistant, Dan Fienning, to attend a road school at Purdue University April 2, 3, and 4th, 1968. (EST). Mr. Hoskins presiding with the following members being ,present: Mr a` Cecere and _ Mr. Cook. The following business was had to-wit:: Mr. Cecere made the motion that the Minutes of the Special Board of Works Meeting, March 18, 1968, stand as read, seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Cook made the motion that the regular Board of Works Minutes, March 21, 1968, stand as read, seconded by Mr. Hoskins add on unanimous voice vote was carried. Fire Chief Donavon Johnson recommended to the Board that Weldon Joseph Fierce, 3107 National Road West, Richmond, Indiana, has passed all physical and mental examinations to become a probationary fireman. Mr. Cecere made the motion that this man be accepted, seconded by Mr. Hoskins and on unanimous voice vote was carried. Fire Chief Johnson explained to the Board the requirements and methods of hiring on the Fire Department. • Chief of Police Donald Strahan reported to the Board that he is making a weekly check on the ambulance service and that their personnel and efficiency is getting better all the time. Chief Strahan stated the ambulance service has five full-time employees and ten part-time employees comprised of eight Earlham College students and two from Reid Hospital. Chief Strahan stated all employees are being given first-aid instructions by the Red Cross. Charles Martin of 220 No. W. 10th Street presented a petition to the Board signed by 75% of parents of the Parkview School enrollment requesting a crossing guard at West 8th and
