Ryan,((((((//// ty Clerk ****** ***************-##* **-x-*****x x x******-*-x-* * *********x********************** BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 7, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, March 7, 1968, at the hour of 9:00 o'clock A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cecere and° Mr. Cook. The following business was had to-wit: City Attorney Cecere made a motion that the Minutes stand as read, seconded b}r Mr. Cook and on unanimous voice vote was carried. Mayor Byron E. Klute stated that a workable program for community improvement will be submitted by Wednesday, March 13, 1968. Fire Chief Donavon Johnson recommended to the Board that Harold Wayne Jackson, 442 So. W. 4th Street, be appointed as a probationary fireman effective March 11, 1968. Mr Cecere moved that Mr. Jackson be accepted, seconded by Mr. Cook and on unanimous voice vote was carried. Chief Johnson recommended that James K. Shepard, 426 South 6th Street, be appointed a probationary fireman effective March 11, 1968. The Chief stated that both these men had passed all necessary requirements. Mr. Hoskins moved that Mr. Shepard be accepted, seconded by Mr. Cook and on unanimous voice vote was. carried. Chief Johnson recommended that Richmond Water Works Corporation be authorized to install 1,030 feet of pipe and necessary fittings and two (2) fire hydrants for the Purex Corp. Mr. Cecere ordered the Clerk to write the Richmond Water Works ordering the two (2) new fire hydrants and necessary lines, seconded by Mr. Hoskins and on unanimous voice vote was carried. • Chief Johnson also recommended that William Smith be promoted from probationary fireman to regular fireman effective March 4, 1968. Mr. Cecere moved this recommendation be accepted, seconded by Mr. Cook and on unanimous voice vote was carried. Police Chief Strahan recommended that Jack L. Myers be appointed to the position of probationary patrolman as Mr. Myers has passed all physical and mental examinations. Mr. Cecere moved this recommendation be accepted, seconded by Mr. Hoskins and on unanimous voice vote was carried. E. Goins Sgt.Martin of the Traffic Division asked the Board for permission to make parallel parking on the west side of North 3rd Street from Main to North "A" Street. Mr. Cecere moved this permission be granted, seconded by Mr. Cook and on unanimous voice vote was carried. Sgt. Martin of the Traffic Division presented the following letter and recommendation to Mayor Byron,E. Greenfield, Indiana /// March 1, 1968 Dear Mayor Klute: Pursuant to a request by Captain Walter Stout, we have conducted an investigation of parking in your city. 1 We have our report on this matter prepared. We need the action of your Board of IIIWorks on the attached three (3) copies of a parking resolution. As soon as we receive two (2) of these forms, duly executed, we will send one of these with our report to our Central Office for action by the Indiana State Highway Com- mission. Schleter District Traffic Engineer FOR OFFICIAL ACTION Date March 1, 1968 Route US 27 City Richmond File No. TO WHOM IT MAY CONCERN: The Indiana State Highway Commission proposes to make certain traffic control improvements on Route US 27 located on 8th, 9th, and 10th Streets in the City of Richmond. In order to facilitate the movement of traffic over the route and conform with minimum standards set up by the Indiana State Highway Commission, the following traffic controls must be established as determined by proper engineering investigation. It is agreed by the undersigned on behalf of the City or Town that the following controls are satisfactory. CONTROLS TO BE ESTABLISHED "No Parking Here To Corner" on the west side of US 27 (S. 9th St. ) between the south curbline of South "L" St. and a point 80 ft. south thereof. "No Parking Here To Corner" on the west side of US 27 (S. 9th St. ) between the south curbline of South "J" St. and a point 60 ft. south thereof. "No Parking Here To Corner" on the west side of US 27 (S. 9th St. ) between the south curbline of South "I" St. and a point 60 ft. south thereof. "No Parking Here To Corner" on the west side of US 27 (S. 9th St. ) between the south curbline of South "H" St. and a point 60 ft. south thereof. Mr. Cecere moved that the above Parking Resolution be accepted but before any trees are removed, Mr. McBride, the Park Superintendent, should be contacted, seconded by Mr. Hoskins and on unanimous voice vote was carried. Street Commissioner Elmer Toschlog requested permission to purchase two (2) new dump trucks and to trade-in one (1) 1956 and one (1) 1957 dump truck for the Street Depart- ment. Mr. Cecere moved the request be granted and advertising be prepared to receive bids April 4, 1968, seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Toschlog asked permission to try a new anti-rust salt for the streets. The Board approved but Mr. Cecere advised not to buy too much at first and to use it on the thoroughfares to see if it really works. Bids were opened on the rat extermination program for the remainder of the buildings to be demolished in the new City Building site. The bids were as follows: Arab Pest Control $299.00 for one year Richmond Exterminators $265.00 for one year Rogers Pest Control $100.00 for one year Mr. Cecere moved that Rogers Pest Control, Inc. be informed that their bid had been accepted for rat extermination, seconded by Mr. Hoskins and on unanimous voice vote was carried. The Clerk requested permission from the Board to present an Ordinance to Common Council for office equipment (typewriter). This request was granted by Mr. Cecere and seconded by Mr. Hoskins and on unanimous voice vote was carried. Councilman Blackwood reported to the Board that there was a dangerous man-hole back of #7 Washington Court. Mr. Toschlog told the Board that this man-hole had been repaired. Councilman Blackwood reported to the Board that North 17th Street from Main to North "E" was in a very rough condition and had received further damage by the Water Works and the residents would like for the City to give this some attention., Mr. Toschlog stated that North 17th Street is on the schedule for resurfacing this spring. The Board advised that in regard to lights in Hale Terrace it would have to come about through a petition showing that the majority of the people wanted the lights.
