Taylor called the Hearing to order at 5:31 p.m. 2 Administration of oath to staff/ Respondents /Witnesses Special Magistrate S. Taylor swore in all participants for the quasi-judicial segments of the meeting at 5:32 p.m. 3 Red Light Hearing There were no red-light hearing cases. 4 Code Enforcement Hearings 4.1. Case 23-41 Special Magistrate S. Taylor opened Case 23-41 stating the owners listed are Mr. Carlyle Stevens for 455 Blakely Ave. He noted that Mr. Stevens was in attendance. Code Enforcement Officer D. Lawson presented the case and requested that exhibits 1 be entered as evidence. Special Magistrate S. Taylor accepted Exhibit 1 and then asked the Building Inspector R. Raybon about a permit for a permanent structure and an accessory structure. Mr. Stevens spoke on his behalf concerning the violations presented. Special Magistrate S. Taylor discussed the issue with Mr. Raybon. Special Magistrate S. Taylor ordered that the owner had on or before 05/21/2023, to bring the property into compliance and if the property is not brought into compliance by 05/21/2023, a $250 a day fine will be assessed with an annual interest of 6.77%. There will be a cost of $250.00 to include the cost of tonight's hearing. He stated that the respondent had two options, to bring the main property up to code and apply for an accessory structure permit or to remove the accessory structure. 4.2. Case 23-176 Special Magistrate S. Taylor opened Case #23-176 stating that the owner is Romero Jorge Sanchez Matozo Amabillia A of the property is located at 1301 South Peal Street, Crestview. He noted that the owner was not in attendance. Code Enforcement Officer M. Tatom presented the violations concerning the property at 1301 South Pearl Street. She requested that Exhibit 2 be entered into the record. Special Magistrate S. Taylor accepted Exhibit 2 into the record. Page 1 1 Special Magistrate S. Taylor reviewed the documents presented and stated there is a violation present. Special Magistrate S. Taylor ordered that the owner had on or before 4/21/2023, to bring the property into compliance and if the property is not brought into compliance by 4/21/2023, by obtaining the proper building permit, a $250 a day fine will be assessed with an annual interest of 6.77%. The cost of this hearing of $250.00. 4.3. Case 23-153 Special Magistrate S. Taylor opened Case #23-153 stating that the owner is Michael F. Poore the property is located at 602 East Pine Ave, Crestview, Florida, who was not present. Code Enforcement Officer M. Tatom presented the case. Violations and notes of same are included in the attached documents. She went over the mailings, postings at City Hall and property, as well as the Notice of Public Hearing. She asked that Exhibit 3 and 3a be entered into the record. Special Magistrate S. Taylor accepted Exhibit 3 and 3a into the record. Special Magistrate S. Taylor reviewed the documents and concluded that the property did stand in the violations submitted. He then ordered that the owner had on or before 04/21/2023, to bring the property into compliance and if the property is not brought into compliance by 04/21/2023, a $250 a day fine will be assessed with an annual interest of 6.77% to include the cost of the hearing. 5 Adjournment Special Magistrate S.
