Special Magistrate S. Taylor called the Hearing to order at 5:30 p.m.
2 Administration of oath to staff/ Respondents /Witnesses
Special Magistrate S. Taylor stated that he would swear in all participants before the presentation of each
case instead of at the beginning of this meeting.
3 Red Light Hearing
There were no red-light hearings.
4 Code Enforcement Hearings
4.1. Case 23-241
Special Magistrate S. Taylor opened Case 23-241 stating the owners listed are Donna J. Dewrell of
101 Camellia Pl, Crestview, FL 32539. The owner was not present. Special Magistrate S. Taylor
swore in the participants for Case 23-241.
Code Enforcement Officer M. Tatom presented the case and requested that exhibits 1 and be
entered into evidence.
Special Magistrate S. Taylor accepted Exhibit 1 to be entered into evidence.
Special Magistrate S. Taylor reviewed the findings presented and found that the property was in
violation with the evidence presented.
Special Magistrate S. Taylor ordered that the owner had on or before 05/18/2023, to bring the
property into compliance and if the property is not brought into compliance by 05/18/2023, a $250
a day fine will be assessed with an annual interest of 6.77%. There will be a cost of $250.00 to
include the cost of tonight's hearing.
4.2. Case 23-114
Special Magistrate S. Taylor opened Case #23-114 stating that the owner is Kenneth Siler of the
property is located at 203 Spring Street, Crestview. He noted that Mr. Siler, the owner, was in
attendance. Special Magistrate S. Taylor swore in the participants for Case 23-241.
Code Enforcement Officer D. Lawson presented the violations concerning the property at 203
Spring Street. She requested that Exhibit 2 and 2a be entered into the record.
Special Magistrate S. Taylor accepted Exhibit 2 and 2a into the record.
Special Magistrate S. Taylor reviewed the findings presented.
Mr. Siler spoke on his behalf concerning the cited violations.

There was a considerable amount of time used to review the violations.
Special Magistrate S. Taylor ordered that on the violation pertaining Chapter 38 Section 18
subparagraph I concerning debris that needs to be removed and a violation of sub paragraph J.
Special Magistrate S. Taylor ordered that the owner had on or before 06/182023, to bring the
property into compliance and if the property is not brought into compliance by 06/18/2023, a $250
a day fine will be assessed with an annual interest of 6.77% . The cost of the hearing has been
waived.
Code Enforcement Officer D. Lawson requested that Special Magistrate S. Taylor include the
violation of the boarded windows.
Special Magistrate S. Taylor reopened Case #23-114 to review the violation of the windows.
Mr. Siler spoke on his behalf.
Special Magistrate S. Taylor ordered that Mr. Siler be given 60 days that were in the original order
to rectify the violation of the windows.
4.3. Case 23-135
Special Magistrate S. Taylor opened Case #23-135 stating that the owner is Hayvard Lee of 108
South Booker Street, Crestview, FL 32536. The owner was not present.
Code Enforcement Officer D. Lawson presented the case. Violations and notes of same are
included in the attached documents. She went over the mailings, postings at City Hall and property,
as well as the Notice of Public Hearing. She asked that Exhibit 5 be entered into the record.
Special Magistrate S. Taylor accepted Exhibit 5 into the record.
Special Magistrate S. Taylor reviewed the documents and concluded that the property did stand in
the violations submitted. He then ordered that the owner had on or before 05/18/2023, to bring the
property into compliance and if the property is not brought into compliance by 05/18/2023, a $250
a day fine will be assessed with an annual interest of 6.77% to include the cost of the hearing.
4.4 Case 23-159
Special Magistrate S. Taylor opened Case #23-159 stating that the owner is Kayla J. Siler of 403
McClelland Street, Crestview Fl, 32536. Mr. Kenneth Siler represents Kayla J. Siler, his daughter.
Code Enforcement Officer D. Lawson presented the case and requested that exhibit 4 and 4a be
entered into evidence.
Special Magistrate S. Taylor accepted Exhibit 4 and 4a into the record.
Mr. Kenneth Siler spoke on behalf of his daughter Kayla Siler concerning the violations against the
property.
Special Magistrate S. Taylor found that there is a violation of Chapter 38 Section 18 subparagraph
B and a violation of Chapter 38 section 65 subparagraph N and Q and has ninety days to bring the
property into compliance by 07/18/2023, a $250 a day fine will be assessed with an annual interest
of 6.77% and the cost of the hearing is waived.
4.5 Case 23-225
Special Magistrate S. Taylor opened Case #23-225 stating that the owner is the Heirs of Janice
Samuel of 463 South Savage Street, who were not in attendance.
Code Enforcement Officer D. Lawson presented the case and requested that exhibit 3 and 3a be
entered into evidence.
Special Magistrate S. Taylor accepted Exhibit 3 and 3a into the record.
Special Magistrate S. Taylor found that there is a violation and has thirty days to bring the property
into compliance by 05/18/2023, a $250 a day fine will be assessed with an annual interest of 6.77%
to include the cost of the hearing of $250.
5 Adjournment
Special Magistrate S. Taylor adjourned the Hearing at 6:32 p.m.
