This bid was $150.00 for first year with option to renew at $75.00 after first year. Mr. Hoskins moved this bid be accepted, seconded by Mr. Cook and on voice vote was carried. Ryan, City Clerk ************ ******SHE****x x x****x x x**** *******####*x x x***********x x x***** *** BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 1, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, February 1, 1968, at the hour of 9:00 o'clock A.M. (EST) . Mr. Hoskins presiding with the following members being present: Mr. Cook and Mr. Cecere. The following business was had to-wit: Mr. Cecere made a motion that the Minutes stand as read, seconded by Mr. Cook and carried by unanimous voice vote. Fire Chief Malvern Price recommended to the Board that it accept the bid of Fred ,l First Ford,Inc. for two (2) cars for the Fire Department. This bid is $4,597.60. 1 Mr. Cecere moved this bid be accepted, seconded by Mr. Cook and carried by unanimous voice vote. Chief Price presented the following resignation to the Board: January 31, 1968 Board of Public Works and Safety Richmond, Indiana Gentlemen: Please accept my resignation as a probationary fireman, effective as of the end of the work week the 11th day of February, 1968. /s/ Richard F. Longer, Jr. Badge No. 107 5315 National Road East Richmond, Indiana 47374 Mr. Cecere moved this resignation be accepted, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook told the Board that the Curb Cut Permit at 123 So. 2nd for entrance to a parking area had been investigated by the Traffic Division. Mr. Cecere moved that this curb cut be allowed, seconded, by Mr. Cook and on voice vote was carried unanimously. Mr. Cook investigated the bird situation at the 20th Century Bridge and did not think it was serious enough for extermination. Mr. Cook also stated he had investigated the rodent situation at the seven (7) remaining buildings on the new City Building site and had heard of no complaints on this situation. Mr. Cecere stated that these bids should be held up for the time being, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook showed pictures of a water problem they are having at So. 23rd and L which showed that there is definitely a water problem there. Mr. Cook stated that he did not know whether the sewer is on City Property or not. This is the reason they have done nothing toward opening it. Mr. Cecere made a motion to send notices to residents _ _ - in this area to clear the ditches in front of their properties within 30 days or the Board will have it done, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook stated that in reference to the sidewalks being installed between No. W. 11th and No. W. 13th Streets on the South side of Peacock Road that he doesn't think the City can afford it as they have just enough money for the sidewalks at the new City Building. Mr. Hoskins stated that due to the problem of finances on this project, the Board will have th check further. Board of Public Works and Safety Minutes 2-1-68 Mayor Klute stated that a 1961 City Ordinance requires developers to have sewers, curbs, gutters, and sidewalks in their plans. This law will start being enforced as of now. Mr. Hoskins-read a letter from Chenoweth Cadillac, Inc. concerning their sign which is in violation of the building code: January 30, 1968 Board of Public Works and Safety City Building Richmond, Indiana Attention: Mr. Harold W. Ryan Dear Mr. Rlaan: Please convey to the Board of Public Works that we intend to raise the sign in question over the vertical sign recently installed. This will enable the sign to be moved in over the roof of the building so as to not project too far over the sidewalk. This change will require some bridge work on the roof and some special equipment to raise it to the intended height. We feel we will have to depend on a firm that has special equipment for this work and do not expect to find it locally. We are now contacting out of town firms. Very truly yours, CHENOWETH CADILLAC, INC. /s/ H. W. Chenoweth, Jr. Mr. Cecere stated that if Mr. Chenoweth is going to remedy the situation that he should be given time to do it. The Board should contact Mr. Chenoweth and give him 30 days to relocate his sign, seconded by Mr. Cook and was carried by unanimous,voic.e vote. Mr. J. L. Morrow of the Midwest Engineering Co. presented a replat on So. 16th and 19th Streets between "J" and "L" to the Board and discussed an open ditch from "I" to So. 16th which is holding up the erection of approximately 50 homes. The closing of this ditch to furnish proper drainage in this area would be at the City's expense, at least in part. Mr. Cecere suggested that the City Engineer check funds available and that the Board will have a report on these funds and a decision will be made at the next Board meeting whether the City will take on this project or not. Mr. Begley, a resident in the vicinity of So. 23rd and "L" , appeared before the Board and was told that his property was causing water problems at So. 23rd and "L". Mr. Begley explained that he in the process of remedying this situation. Mr. Hoskins read a letter to the Board from John and Olive McCurdy. January 25, 1968 Richmond;Poli=ce Department City Building Richmond, Indiana Gentlemen: We wish to extend our thanks to the Richmond Police Department for their diligent efforts in ridding us of the serious problem of vandalism and theft. Also, we desire to express appreciation for the cooperation of the Auxiliary Police and State Police. Sincerely, /s/ Mr. & Mrs. John McCurdy McCurdy's Coin-op Laundry . & Dry Cleaning No. W. 13th Street Richmond, Indiana (9 Board of Public Works and Safety Minutes 2-1-68 Police Chief Strahan recommended the following bids be accepted: / (6) 1968 Ford, 2 Door, Sedans Fred First, Inc. - $10,316.26 1 (1) 1968 Plymouth, 4 Door, Sedan - Raper Plymouth - $2,335.00 Chief Strahan also presented the following letter to the Board in regard to the City Ambulance January 31, 1968 111 Board of Public Works and Safety Attention: President - Joe Hoskins Gentlemen: This is to advise you that the City Ambulance has been returned to the Police Department from Kurdy's Chevrolet. This unit has been examined by us and all the necessary corrections to meet speci- fication have been made. We recommend this unit be accepted for service. Respectfully, /s/ Donald L. Strahan Mr. Cecere moved that the ambulance be accepted and was seconded by Mr. Hoskins and on unanimous voice vote was carried. Mr. Toschlog, the Street Commissioner, recommended that Kurdy's bid on a four-door sedan of $1,999.50 be accepted. Mr. Cecere moved this bid be accepted, seconded by Mr. Hoskins and on unanimous voice vote was carried. (EST) Mr. Hoskins presiding with the following members being present: Mr. Cook and Mr. Cecere. The following business was had to-wit: City Engineer Don Cook made a motion that the Minutes stand as read, seconded by President Joe Hoskins and passed by unanimous voice vote. Councilman Geier reported that Mr. Ellsworth Johnson of 438 So. W. 21st and Mrs. Ethyl Rehling of 445 So. W. 21st were complaining about the R.P. & L. moving their street light and pole which had been there for three years down to the 500 block to satisfy somebody else that wanted a street light_. ' Chief Price of the Fire Department recommended to the Board that Eldon A. Wolfe, 4705 National Road West, become a probationary fireman effective February 12, 1968. He passed all the requirements. Mr. Hoskins made a motion that he be accepted, seconded by Mr. Cook and on voice vote was carried unanimously. Councilman Hilligoss presented a petition for street light between Green Street and Crosshall on No. W. J. St. Mr. Cecere made a motion that this be accepted, seconded by Mr. Cook and on voice vote was carried unanimously. It was turned over to the Light Committee for study and recommendation. • Councilman Henn requested the Board to check on a petition from residents on So. 31st St. for street lights as this was turned in December 6, 1967 and no more had been heard from it. Nlr. Hoskins reported that the R.P. & L. was having trouble getting right-of-way easement for these lights, but they were sti11 .working on it. The Board received a letter from Mr. Chenoweth stating he would need more time and probably an out-of-town firm to do the work needed to be done to correct the location
