As this is city property, Mr. Cecere moved this matter go to the Engineer's office for further study, seconded by Mr. Hoskins. Acting Fire Chief Price also stated that Fireman Leroy Clopp got the highest score ad the Cummins Diesel Engine School in Columbus, India-a. Ry City Clerk ************x x x*********** **************************x x x x x x x x*****x x x ae****x x x x x**-*x x x BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICIIMOND, INDIANA, JANUARY 25, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, January 25, 1968, at the hour of 9:00 A.M. (EST). Mr. Hoskins presiding with the following members being present: Mr. Cook and Mr. Cecere. The following business was had to-wit: The following amendments were made in the Minutes as read of January 18, 1968: The Board advised that if all requirements of applicants for the Fire Department are equal, the man that has lived in the city the longest should be hired. Mr. Cecere moved that a committee should be formed consisting of representatives from the light plant, traffic division and City Council to study lighting needs of the city and present to the Board a Master Lighting Plan to establish priority needs in the community for street lighting, seconded by Mr. Cook and on voice vote was carried. Mr. Cecere moved that the Minutes be approved as read and corrected, seconded by Mr. Cook and on voice vote was carried. Acting Fire Chief Malvern Price presented the following to the Board: recommended that Donald Oxendine be promoted to Fire Department Captain, effective January 29, 1968. Mr. Cecere moved the Board concur with the recommendation, seconded by Mr. Cook and on voice vote was carried. Acting Fire Chief Malvern Price also recommended that Phillip Michael be appointed a probationary fireman, effective January 29, 1968. After Physical papers were checked over and Mr. Michael was interviewed by the Board, Mr. Cecere moved that he be accepted, seconded by Mr. Cook and on voice vote was carried. Mr. J. L. Morrow of the Midwest Engineering Company appeared before the Board in reference to getting a street vacated and city improvements in the vicinity of South 16th and K Streets. Mr. Cook explained the proper procedures Mr. Morrow would have to take for any action on these matters. Mr. Don Williams from the Country Club Apartments presented specifications on a new sewer at South 23rd from L to M Streets. Mr. Cecere advised Mr. Williams to draw up a contract and present it to the city. Claude E. Goins, Building Commissioner, presented a letter to the Board of Works showing that Harry Chenoweth had been advised by letter dated January 5, 1968 that his sign was in violation as no sign can project more than seven (7) feet over the sidewalk. Mr. Cecere stated the Board will contact Mr. Chenoweth and have him appear before the Board Thursday, February 1, 1968, and show cause why he has not complied, seconded by Mr. Cook and on voice vote was carried. The Builtmore Construction Company's request for a reserved parking place in front of their office, located at 121 South 5th Street, was turned down by the Board. Mr. Cecere stated that as this was a residential area, it would impede the parking privileges of residents of that area, seconded by Mr. Cook and on voice vote was carried. Board of Works Minutes 1/25/68 Mayor Klute stated that on January 30th and 31st Wayne County Divil Defense will have a conference in Richmond in regard to a central office in the new City Building. • Chief of Police Strahan presented the following letter to the Board: January 19, 1968 Board of Public Works and Safety Richmond, Indiana Gentlemen: I, James Roger Starn, do hereby resign from the Richmond Police Department effective at 12:20 P.M. January 19,. 1968. I wish to thank the Board for my appointment and regret the necessity for this resig- nation. I have found other employment (Natco) which will allow me to support my family better then I am able to at my present salary. /s/ James Roger Starn Mr. Cecere moved this letter of resignation be accepted, seconded by Mr. Cook and on voice vote was carried. Chief Strahan stated that Mr. Ron Pincomb from Indiana University has been in Richmond for two days making a survey of our local police department. Mr. Pincomb had nothing but praise for the Richmond Police Department and its operation, and stated Richmond rates higher than-;other second class cities in the State. Chief Strahan also explained to the Board a new procedure he has set up on hiring policemen. Part of this hiring procedure is a battery of tests, given by Mr. Jackson Rodeffer, a trained psychologist, to help screen prospective policemen. The Chief also described the work of the auxiliary police who serve as surveillance teams for the Police Department. He praised the fine work they have done recently in helping solve a series of robberies. Captain Stout presented to the Board the following survey: TRAFFIC DIVISION SURVEY The Traffic Division of the Richmond Police Department have received complaints of High School students parking their vehicles on the North side of the 100 Block of S.W. "D" Street. This parking of student vehicles leaves no parking spaces for the residents living in this block. The Traffic Division's opinion is that the Richmond School System provides off-street parking for the students attending the High School and the students should park on the off-street lot. Therefore, to help relieve the situation, we are recommending that "2 hour parking from 8:00 A.M. - 4:00 P.M. Monday through Friday" be put in effect with the approval of the Board of Public Works and Safety. You are requested to state your views on the above recommendations by either rejecting or by not objecting to the recommendation by the Traffic Division. Please sign below. Board of Works and Safety Minutes 1/25/68 Captain Stout proposed a four (4) way stop with flasher at the intersection of 13th and West Main Streets. Mr. Cecere moved that the Light Plant be notified of the 13th and Weat Main Street flasher and get estimates: on the cost, seconded by Mr. Cook and on voice vote was carried. The Clerk presented Proof of Publication of Notice to Bidders printed at the Richmond Palladium Item, a newspaper cf general circulation in the City of Richmond, Indiana, on the dates of January 15th and 22nd. Said Notice stated that sealed proposals would be received on January 25, 1968 for furnishing the Richmond Police Department with six (6) 1968 model two (2) door sedans, and one (1) four (4) door sedan with trade- in allowance on three (3) 1966 Fords, one (1) 1965 Ford, one (1) 1965 Dodge, one (1) 1964 Chevrolet, according to specifications on file in the office of the Police Department of Richmond, Indiana. Mr. Cecere examined the Proof of Publication and -found. the same to be correct and in order and moved the Proof of Publication be received and filed. Mr. Cook seconded this motion and on voice vote was carried. On January 25, 1968 at the hour of 10:00 A.M. being the date and time designated to receive and open proposals received, the following proposals were opened and read aloud: Fred First, Inc. Raper Plymouth Kurdy Chevrolet Bowen's Olds Mr. Cecere moved the bids be referred to Chief Strahan for tabulation and recom- mendation, seconded by Mr. Cook and on voice vote was carried. The Clerk presented Proof of Publication of Notice to Bidders printed at the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of January 15th and 22nd. Said Notice stated that sealed proposals would be received on January 25, 1968 for furnishing the Richmond Fire Department with two (2) motor vehicles, with trade-in allowance on one (1) 1957 four (4) door Ford Station Wagon, one (1) 1960 Ford Falcon, according to specifi- cations on file in the City Clerk's office. Mr. Cecere examined the Proof of Publication_and found the same to be correct and in order and moved the Proof of Publication be received and filed. Mr. Cook seconded this motion and on voice vote was carried. Said Notice stated that sealed proposals would be received on January 25, 1968 for furnishing the Richmond Street Department with one (1) 1968 four (4) door Sedan with trade-in allowance on. one (1) 1963 Dodge Station Wagon according to specifications on file in the City Clerk' s office. Mr. Cecere examined the Proof of Publication and found the same to be correct and in order and moved the Proof of Publication be received and filed. Mr. Cook seconded this motion and on voice vote was carried. January 25, 1968 at the hour of• 10:00 A.M. being the date and time designated to receive and open proposals received, the following proposals were opened and read aloud: Fred First, Inc. KurdrChevrolet Raper Plymouth Mr. Cecere read bids from Rogers Pest Control on ridding the buildings between 3rd and 4th on North side of street on East Main of rodents. Mr. Cecere stated these bids would be activated when buildings are torn down. Mr. Cecere read bids from Rogers Pest Control to exterminate all birds under bridge on U.S. 27 North at 9th and E Streets. The bid was $300.00 for first year with option to renew at $250.00 after first year. Mr. Hoskins moved this bid be accepted, seconded by Mr. Cook and on voice vote was carried. Board of Works and Safety Minutes 1/25/68 Mr. Cecere read a bid from Rogers Exterminating Company to rid old fire house on So. 9th and E Streets of pigeons. This bid was $150.00 for first year with option to renew at $75.00 after first year. Mr. Hoskins moved this bid be accepted, seconded by Mr. Cook and on voice vote was carried. (EST) . Mr. Hoskins presiding with the following members being present: Mr. Cook and Mr. Cecere. The following business was had to-wit: Mr. Cecere made a motion that the Minutes stand as read, seconded by Mr. Cook and carried by unanimous voice vote. Fire Chief Malvern Price recommended to the Board that it accept the bid of Fred l/ First Ford,Inc. for two (2) cars for the Fire Department. This bid is $4,597.60. Mr. Cecere moved this bid be accepted, seconded by Mr. Cook and carried by unanimous voice vote. Chief Price presented the following resignation to the Board: January 31, 1968 Board of Public Works and Safety Richmond, Indiana Gentlemen: Please accept my resignation as a probationary fireman, effective as of the end of the work week the 11th day of February, 1968. /s/ Richard F. Longer, Jr. Badge No. 107 5315 National Road East Richmond, Indiana 47374 Mr. Cecere moved this resignation be accepted, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook told the Board that the Curb Cut Permit at 123 So. 2nd for entrance to a parking area had been investigated ,by the Traffic Division. Mr. Cecere moved that this curb cut be allowed, seconded. by Mr. Cook and on voice vote was carried unanimously. Mr. Cook investigated the bird situation at the 20th Century Bridge and did not think it was serious enough for extermination. Mr. Cook also stated he had investigated the rodent situation at the seven (7) remaining buildings on the new City Building site and had heard of no complaints on this situation. Mr. Cecere stated that these bids should be held up for the time being, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook showed pictures of a water problem they are having at So. 23rd and L which - showed that there is definitely a water problem there. Mr. Cook stated that he did not know whether the sewer is on City Property or not. This is the reason they have done nothing toward opening it. Mr. Cecere made a motion to send notices to residents in this area to clear the ditches in front of their properties within 30 days or the Board will have it done, seconded by Mr. Hoskins and carried by unanimous voice vote. Mr. Cook stated that in reference to the sidewalks being installed between No. W. llth and No. W. 13th Streets on the South side of Peacock Road that he doesn't think the City can afford it as they have just enough money for the sidewalks at the new City Building. Mr. Hoskins stated that due to the problem of finances on this project, " the Board will have to check further.
