HomeMy Public PortalAbout01-11-1968 BOARD OF PUBLIC WORKS AND SAFETY OF TH CITY OF RICHMOND, INDIANA, JANUARY 11, 1968 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall, Thursday, January 11, 1968, at the hour of 9:00 o'clock a.m. (est). Mr. Hoskins presiding with the following members being present: Mr. Cook and Mr. Cecere. The following business was had to-wit: Mr. Cecere moved that the Minutes stand as read and was seconded by President Hoskins. Mayor Klute remarked of heavy traffic on East Main around the Sparkle Car Wash and on the Elks Road, and would like to have this checked by the State Highway. This matter was turned over to Captain Stout of the Traffic Division. Mr. Byron Davis and Mr. Bill Wilson of the Richmond Ambulance Service were consulted further on their operation. They also presented to the Board the Insurance Policy they carry on their ambulances. This is a 10 and 20 policy which Mr. Cecere was not satisfiec with the coverage and will have it checked further. Mr. Cecere presented an Ordinance to appropriate $200,000.00 from the cumulative fund fo: storm sewers for the construction of surface water drainage 1963-64 program, Section A, Berry Field Area Storm Sewer, (as revised December 5, 1967). Mr. Jack Turnbaugh of the School City appeared before the Board in regards to sidewalks in the Glenn Hills Area along the Elks Road, North from the new school to the entrance of the Glenn Hills Addition. Mr. Cecere moved that this matter be turned over to the City Engineer, seconded by Mr. Hoskins and passed by voice vote. Mayor Klute recommended to Park Superintendent McBride to take before the Park Board the question of getting a sidewalk through the park from the dead end of North 36th Street to the new school. Mayor Klute stated this would be for the safety of the children getting to and from school, and also suggested that Don Cook, the City Engineer, attend the Park Board Meeting on this subject. Mr. McBride would like to relocate the equipment he has stored at North 9th and E where the ambulance service is so he can rid himself of paying this bill. Mr. Cecere said the Board would work out something to help Mr. McBride. Mr. McBride presented Specifications for tree removal in the City of Richmond and would like to have them advertised as the money is already appropriated. The Board had the following petitions on street lights to be installed: 1. 800 Block on North 17th 2. No. W. J. between 4th and 5th 3. First alley West of Sheridan Street on No. W. I. 4. South 23rd and "L" Streets These were turned over to Captain Stout to be checked out. Acting Chief Malvern Price of the Fire Department, turned in two specifications for vehicles and asked for bids to be opened January 25, 1968. It was moved that this be done by President Hoskins and seconded by Don Cook. Acting Chief, Malvern Price, also requested the selection of men to be sent for physical examinations on January 15, 18, and 22. Mayor Klute stated he would check the matter over and let Mr. Price know. Harold Earlywine of the Rogers Pest Control Company presented exterminating contracts on extermination of the old fire house on South 9th and E. St. , seven remaining buildings on North 3rd and 4th Streets, and birds under the bridge at North 9th and E. Mr. Don Cook moved that this be taken under study and was seconded by Mr. Hoskins. Mr. James Walters, President of Richmond Association of Firefighters, Local 1408, presented the Professional Negotiation Agreement to the Board and went over it clause by clause. President Hoskins said the Board will study this agreement and have further discussion with the firemen. Mr. Hoskins announced that the contractors had moved the completion date of the new City Building up to January 1, 1968. Mayor Klute announced that Friday, January 19, at 1:30 p.m. would be the ground breaking for the new City Building. He would like for all former and present City Officials be present at ground breaking, and special invitation to all former Mayors to be present for this occasion. Chief of Police, Donald Strahan, presented Specifications for seven new police cars and would like for the bids be entered on January 25, 1968. This request was moved by Hoskins and seconded by Cook and was carried by unanimous voice vote. Captain Stout explained to the Board why Mr. Mating of Marling Arms should not have the loading zone in the first block on South 6th. Captain Stout stated that if this was granted it would set a precedent for all businesses to want a loading zone. The Board concurred and the request was denied. This was moved by Don Cook and seconded by President Hoskins. Captain Stout stated that in regard to a safety device at South 9th and E for the City Ambulance Service, a button could be placed in the building that would change all lights to red when the ambulance is coming out to go on a call. Don Cook moved this to be taken under advisement and was seconded by Hoskins. Captain Stout requested the Board write Governor Branigin for a traffic survey to be made in Richmond, Indiana, by the Indiana Traffic Safety Survey Team. Mr. Hoskins moved that Mayor Klute write this letter to the Governor and seconded by Don Cook and was carried by unanimous voice vote. Captain Stout requested a letter be sent to Clinton A. Venable Chief, Division of Traffic at the Indiana State Highway Department for action on results of survey conducted at eight most dangerous intersections in the City of Richmond conducted in January of 1966. This letter was ordered written by Don Cook and seconded by Mr. Hoskins and was carried by unanimous voice cote. Captain Stout requested a letter be sent to the Richmond Power and Light Company asking them to make a preventive maintenance check of all traffic signal light controllers both State owned and City owned. This was ordered done by Mr. Hoskins and was seconded by Don Cook and was carried by unanimous voice vote. Sanitary Engineer, Ed Ross, had an Ordinance be prepared by the City Attorney that would effect the removal of trash barrels on city stieets and limit the size of trash containers to be used. Mr. Hoskins ordered this be done, seconded by Mr. Don Cook and was carried by unanimous voice vote. Mayor Klute commended Chief of Police Don Strahan and Captain Louis Gibbs for the fast progress they have made in the Juvenile Division by enlarging it in personnel and changing the office to a location where juveniles can be brought into the City Building without being seen by everybody. The Mayor stated this was one large step and there would be many more to follow in giving the citizens a better Police Department.
