Reeg, Clerk -X-x- aX* *#************ ****X ******* *****-x* ********#*X X X X X X x*X x X X** BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA DECEMBER 14, 1967 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall, Thursday December 14, 1967 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. . Mr. James Wiechman of the Y's Men Club was present and asked permission from the Board for the Club to place signs at the four entrances to the City indicating that they are a service club of the International Mens Club. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Chief Stultz presented the following letter: December 14; 1967 Board of Public Works & Safety Richmond, Indiana Gentlemen: Request permission to have Terry Franklin Bledsoe appointed a probationary officer on the Richmond Indiana Police department. Mr. Bledsoe has passed all of the requirements necessary to become approbationary officer on the Richmond police department. With the Boards permission will have the records show that Mr. Bledsoe will be placed on the Police -department pay roll December 18, 1967. Respectfully, /s/ William K. Stultz Chief of Police Mr. Keller moved the Board approve the appointment of Terry Bledsoe as probation- ary police officer as of December 18, 1967. Mr. Gehr seconded this motion and on voice vote was carried. Chief Stultz presented the following letter: December 14, 1967 Board of Public Works & Safety Richmond, Indiana Gentlemen: Kenneth Wayne Satterfield was appointed special police officer (Dog warden) August 22, 1967. He was, sent home Monday December 11; 1967, after failing to come in Saturday December 9, 1967 to work. Mr. Satterfield just did not take the job serious enough. Was continually forgetting to come in, go pay bills, or donduct his self as a person should that is working as a public official. With the Boards permission will have the records show that Mr. Satterfield will be dropped#rom the City payroll Decdmber 8, 1967. He did not work Saturday Decdmber 9, 1967. Respectfully, /s/ William K. Stultz Chief of Police Mr. Keller moved that Wayne Satterfield be relieved from his appointment as a special police officer, effective immediately. Mr. Gehr seconded this motion and on voice vote was carried. A discussion was had on the bill due Mike Delutio and Son for the installation of car.,hoist in the police garage. Mr. Nick DeLucio was present and agreed-to accept $115.00 for this work. Mr. Gehr moved that check in the amount of $115.00 for digging hole and burying tank at new City Police Garage be given Mr. DeLucio. Mr. Jameson seconded this motion and on voice vote was carried. /L . Fire Chief Price presented the following letters: December 13, 1967 Mr. Henry. Jameson, President Board of Public Works and Safety City of Richmond, Indiana Deer Sir: Enclosed is a letter of resignation from the fire department from Battalion Chief Harry Robinson effective December 16, 1967. I recommend that this resignation be accepted with regret. Chief Robinson is retiring to comply with the pension law that becomes effective on January 1, 1968. Chief Robinson has been a credit to the fire service and the City of Richmond for thirty-eight and one half years. It has been a pleasure to be associated with a man of his ability and devotion to job and community. ill Captain Donald Tibbot will be off duty 90 days due to back surgery on December 18th. Chief Price and Chief Walls attended a meeting in Indianapolis December llth to discuss a Fire Training Academy for the State of Indiana. CEief Price was selected as a Co-Chairman of the Commission to formulate plans to present to the 1969 State Assembly for such academy. Sincerely, \ /s/ Malvern Price, Chief Richmond Fire Department City of Richmond, Indiana Tb:Board of Public Works and Safety Chief of the Fire Department _ City of Richmond, Indiana Gentlemen: I regretfully submit my letter of resignation from the Richmond Fire Department after more than thirty-eight years of service. The resignation shall become effective December 16, 1967. Sincerely, /s/ Harry B. Robinson - Battalion Chief Fire Department City of Richmond, Indiana Mr. Jameson recommended that Mr. Robinson's resignation be accepted, seconded by III Mr. Keller and on voice vote was carried. Mr. Jameson said that he would write a letter to Mr. Robinson expressing the regret of the Board on his resignation. Chief Price presented Mr. Harry Robinson to the Board and the Board expressed the appreciation of the City for the long and excellent service rendered. Battalion Chief Robinson express he feeling that the Department had caused his life to be very fruitful and he would miss the Department. The Boa5d .discussed the question of continuation of salary to Captain Don Tibbot who has been off duty due to back surgery. Mr. Keller moved that the Board postpone decision on this. until January 1, 1968 in order to get a doctor's written report. Mr. Gehr seconded this motion and on voice vote was carried. The Clerk presented proof of publication of Notice To Contractors printed in the Richmond Palladium-Item, a local newspaper of general circulation, on the dates of November 27th and December 4th, 1967. Said notice designated that the Board of Public Works and Safety would receive and open sealed proposals on the date of December 14, 1967 at the hour of 10:00 o'clock a.m. (est) for the construction of a Sanitary Sewer ip ,South 19th,Street between South J and South L Streets. Mr. Keller examined the proof,of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. December 14, 1967 at the hour of 10:00 o'clock a.m. (est) being the date and time to open and read aloud all bids received. The following bids were opened and read aloud: A & D Excavating Company $2,664.55 / Mike DeLucio and Son $2,193.50 DeBolt Concrete Company $2,382.50 Mr. Gehr moved the bid of Mike DeLucio and Son be accepted, seconded by Mr. Keller.,and on:voice vote was. carried. III ; The Board reviewed the drainage situation on South L Street in connection with Mr. Begley and the Country Club Apartments. Copies of letters of City Engineer covering this situation are on file in the City Clerks office.
