HomeMy Public PortalAbout12-07-1967 Don McBride, Park Superintendent, requested by memo, that due to the vandalism in Glen Miller Park, the lighting period in the park be extended from midnight to all night burning. Mr. Jameson moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. A petition from the residents of Hale Terrace Addition was presented regarding street lights in that locality. The following letter from the Board of Works was sent to each one of the petitioners: November 28, 1967 To: Residents of Hale Terrace (signing street light petitions) Subject: Street Lights For reasons that are self evident, the Board of Works has looked with favor on extending street lights into Hale Terrace Addition. The Board of Works favors such ex- tensions into each new subdivision as it develops to the point at which sufficient home building warrants the protection of street lights. As you may know, the cost of such extensions is borne by the Board of Works, and is not a direct charge against property served by such lighting. Difference of opinion have arisen among residents of Hale Terrace, 1) as to the desirability or undesirability of any street lights at all, and 2) as to the type of lights and standards to be furnished by the City, if any. The City is prepared to proceed immediately on an installation of underground wiring using aluminum poles, pendents and mercury vapor lights of the general type furnished on South "B", to which there seems to be objections by some residents of Hale Terrace. The City will be prepared, in the future, to furnish a new type of standard which is presently on test on Reeveston Road between 21st and 22nd Streets, consisting of a laminated wood standard with a mercury vapor light with underground circuit upon easements provided on each property line. (The City offers only mercury vapor street lights and have discontinued incandescent lights. This type of light will delay the installation by about three months. It is against the policy of the Board of Works to become involved in neighborhood difference. However, as a means of expediting a program of street lights for Hale Terrace, the Board has agreed at its meeting November 24th to release the above described type of street light for instllation in the spring, when the equipment becomes available. Jameson President of Public Works & Safety City of Richmond Mr. Keller moved that the Board of Works refer to Mr. Beck of the Richmond Power and Light Company the question of residential Street Lights with a report-back on the various types of residential lights available. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Norman Pilgrim, member of the real estate committee, appeared before the Board with a report on the remaining buildings to be purchased on the proposed site of the new City Building. Mr. Keller moved that a Condemnation Purchase Ordinance in the amount of $119,400.00 to cover the properties in the block between Main and North A Street and Ft. Wayne Avenue and North 5th Street, which have not been purchased, be prepared for Council's consideration. Mr. Gehr seconded this motion and on voice vote was carried. The Board went on record officially in extending their deep appreciation for the wonderful service performed by the Real Estate Committee, headed by Norman Pilgrim. The task was effected in a manner which the Board is satisfied was inherently .fair both to the persons involved and to the City. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Sergeant Paul Martin was present at the Board meeting and recommended the elimination of the following parking spaces: 1. First parking stall located north of the east and west alley and on the west side of the 1st block of South llth Street. 2. Three parking spaces located on the south side of the 600 block of South G Street and on the south side of the street and just east of South 6th Street. 3. First parking stall west of North 19th Street on North "E" Street, and on the south side. • ;74 Mr. Gehr moved that the Board concur with the recommendations to eliminate the above parking spaces. Mr. Jameson seconded this motion and on voice vote was carried. Mr. Dave Coons, historian, appeared before the Board asking that a set of plans of the T.H.I. & E. Interurban now on file ©n the Engineers' office be transferred to the Wayne County Historical Museum. Mr. Gehr latdeedfeltd these were of no value so far as the Engineer's office is concerned. MrKelleoved the plans be given to the Museum, .seconded by Mr. Gehr and on voice te waarried. Mr. Gehr agreed to deliver the plans to Mr. Milligan. Mr. Gehr presented a request for two curbuts a6 South llth Street (Rosa's).Mr. Gehr moved this request be granted, second by MKeller and on voice vote wascarried.A revised Street Light Estimate (No. 3532for H Terrace Addition was pre- sented butMr. Kellermoved that the estimate until a report is received from Mr. :Beck and a determination made as to the wishes of the majority in this area. - Mr. Gehr seconded this motion and on voice vote was carried. The Clerk presented pr-o.of of publication of Notice To Contractors published in the Richmond-Palladium-Item, a newspaper of general _circulation in the City of Richmond, Indiana, on the dates of November 20-27, 1967. Said Ntice stated;` -- - _t that the Board of Public Works and Safety wpfld receive sealed proposals until the hour of 10:00 o'clock a.m. (est) December 7, 1967 for furnishing labor and material for the extension of a storm water drainage sewer for the Nettle Creek Industries, Inc. as provided in Improvement Resolution No. 1087-1967. The proofs were examined and found to be correct and in order. Mr. Keller moved the proofs of publication be received and filed, seconded by Mr. Gehr and on voice vote was carried. December 7, 1967 at the hour of 10:00 o'clock a.m. (est) being the date and time set to open and read aloud sealed proposals received. Excavating Compamy $4,947.00 Mr. Gehr examined the bids and found that the certificate of non-collusion on the A. & D. Excavating Company bid was not filled:;out; therefore the Board rejected this bid. Mr. Gehr moved the bid of Mike DeLucio and Son be accepted. This motion was seconded by Mr. Keller and on voice vote was carried. The contract for the . above was also signed. It was reported that Mr. Ray Cassidy of Henry B. Steeg Associates has delivered the plans and specifications for the Berry Field Storm Sewer. IIIThe Board was advised that the incoming administration approved the plans and specifications for the new City Building submitted and the Board does now finally approve and accept such plans. •- • . The Clerk presented proof of publication of Notice To Bidders published in the Richmond-Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana on the dates of November 13-20, 1967. Said notice stated that the Board of Public. Works and Safety would receive sealed proposals or bids until the hour of 10:00 o'clock a.m. (est) December 7, 1967, for construction of a new City Building . and then will be publicly opened and read aloud. Mr. Keller examined the proof of publication and found the same to- be correct and in order and moved the same be received and filed. Mr.. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Mr. James Wiechman of the Y's Men Club was present and asked permission from the Board for the Club to place signs at the four entrances to the City indicating that they are a service club of the International Mens Club. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Chief Stultz presented the following letter: December 14, 1967 Board of Public Works & Safety Richmond, Indiana Gentlemen: Request permission to have Terry Franklin Bledsoe appointed a probationary officer on the Richmond Indiana Police department. Mr. Bledsoe has passed all of the requirements necessary to become approbationary officer on the Richmond police department. With the Boards permission will have the records show that Mr. Bledsoe will be placed on the Police department pay roll December 18, 1967. Respectfully, /s/ William K. Stultz Chief of Police Mr. Keller moved the Board approve the appointment of Terry Bledsoe as probation- ary police officer as of December 18, 1967. Chief Stultz presented the following letter: December 14, 1967 Board of Public Works & Safety Richmond, Indiana Gentlemen: Kenneth Wayne Satterfield was appointed special police officer (Dog warden) August 22, 1967. He was sent home Monday December 11, 1967, after failing to come in Saturday December 9, 1967 to work. ,Mr. Satterfield just did not take the job serious enough. Was continually forgetting to comein, go pay bills, or donduct his self as a person should that is working as a public official. With the Boards permission will have the records show that Mr. Satterfield will be droppedfrom the City payroll December 8, 1967. He did not work Saturday December 9, 1967. _ Respectfully, /s/ William K. Stultz Chief of Police Mr. Keller moved that Wayne Satterfield be relieved from his appointment as Ill a special police officer, effective immediately. Mr. Gehr seconded this motion and on voice vote was carried. A discussion was had on the bill due Mike Delutio and Son for the installation of car. hoist in the police garage. Mr. Nick DeLucio was present and agreed to accept $115.00 for this work. Mr. Gehr moved that check in the amount of $115.00 for digging hole and burying tank at new City Police Garage be given Mr. DeLucio. Mr. Jameson seconded this motion and on voice vote was carried.
