Minutes
March 14, 2023
6:00 p.m.
The meeting of the Citizen's Advisory Committee was called to order at 6:00 p.m. Members
present from left to right: Roy Estes, Yvonne Shanklin, Kristen Sallberg, Ray Nelson, and
Jennifer Sweeney.
1. Called to Order
This meeting was called to order by Vice Chair Sallberg at 6:00 p.m.
2. Pledge of Allegiance
The Pledge was recited by the membership in attendance.
3. Approval of Agenda
Ms. Sallberg asked to approve the agenda. Mr. Estes made a motion to approve the
agenda and Mr. Nelson seconded it.
4. Mayor's Minutes Topics

4.1 Arbor Day Tree Dedication Ceremony- Mayor Pro Tem Rencich reminded
everyone in attendance that the dedicating ceremony is on April 28th at 6:00 p.m. in
the Environment Center. There is a proposed timeline for the event, and he would like
the committee to put the plans in motion to move forward.

replace Ryan Knox]
Open Discussion on Arbor Darand Memorial for Joshua Kreiser
Ms. Sallberg gives a summary to the audience and members on what the dedication is for and the
plans that have been put into place regarding the citizen who lost their lives and the way he will
be remembered. At the next meeting, they will finalize the minister who is performing the
invocation and the committee member who will be in attendance. Roy Estes can be the backup if
no one else is able to attend.
Action Item-
Approval of the minutes:
• Ms. Sallberg advised the committee to make a motion to approve the November
minutes. Ms. Shanklin approved the minutes and Ms. Sweeney seconded the
motion.
• Ms. Sallberg advised the committee to make a motion to approve the January
minutes. Mr. Estes approved the minutes and Mr. Nelson seconded the motion.
4.2 Narcan Training Event- Mayor Pro Tem Rencich reminded everyone of the Narcan
Event on Thursday, March 30th, at the Crestview Community Center.
(Chance interjected) There will be two classes, one at 9:00 a.m. and one at 6:00 p.m.
Each training will be 30 minutes to an hour. Everyone over the age of 18 can
participate. The Health Department will hand out 2 doses (1 box) of Narcan to the
public.
Guest Speakers
5. Mr. Charles Reynolds from Hub City Basketball spoke on his organization that was
started in 2021 where they decided to change the core foundation of youth in sports in the
city. Using their platform to show the organizations around the area that youth are more
than sport. This organization uses community service and family values to teach these
young adults how to face adversity in athletics. Mr. Reynolds and his coaches shape these
young adults to be accountable for their actions by showing them the healthy side of
competitiveness. They teach them to know their worth so as not to succumb to the antics
of bullies. Reach out to them via Facebook.
6. Ms. Diane Freeman from A Bed for Me is a 501-3C that provides beds for the youth in
Okaloosa and Walton County. The organization has volunteers that work to help make
sure that all children have a place to sleep. They operate on donations. The beds provided
are twin sizes that can easily fold and be placed in the back of a vehicle. The organization
provides the bed, mattress, pillows, and bedding. The organization encourages the
children to provide information on their hobbies and favorite colors so that they are able
to pick out designs specified to their tastes. They are only able to provide to a child one
time and provide around 60 beds per month to families in need in the Okaloosa and
Walton County area. Reach out via their web site.
7. Chance has some items to remind the committee and public about.
7.1 Easter Egg Hunt is April 1st at Twin Hills Park starting at 9:00 a.m.
7.2 Ribbon cutting for the firefighter tower, March 23rd at 10:00 a.m.
7.3 The Strategic Planning Event is on March 29th; this is a public meeting, but only
those invited get to participate.
7.4 The Olympic Torch Run is also on March 29th at 8:00 a.m. and starts at the North
Publix to Warriors Hall.
7.5 Triple B and Touch a Truck are on March 25t. Triple B is on Main Street and Touch a
Truck is at the library.
7.6 The mayor put together the Ecumenical Easter Service at Old Spanish Trail on Easter
Sunday at 6:30 a.m.
Closing Remarks
Ray Nelson to introduce himself- He came to the area in 1993, retired from the Military in 2005,
and has been working on Hurlburt AFB since his retirement.
Adjournment
Roy Estes makes a motion to adjourn; Ray Nelson seconds the motion; and the meeting was
adjourned at 7:04 p.m.
