HomeMy Public PortalAbout11.09.2022 CAC MinutesCitizen's Advisory Committee Minutes November 9, 2022 Council Chambers The Regular Meeting of the Citizen's Advisory Committee was called to order at 6:00 p.m. Members present: Ryan I(nox, Roy Estes, Felton Barnes, Kristen Sallberg, Jennifer Sweeney, and Yvonne Shanklin. 1. Called to Order This meeting was called to order by committee member Sallberg at 6:00 p.m. 2. P1ed2e of Allegiance The pledge was recited by membership in attendance. 3. Approve Agenda Ms. Sallberg wished to amend the agenda by adding the Community Group Discussion to the agenda as number Item 5.4. Motion: Mr. Estes moved to approve the agenda as amended, Mr. Barnes seconded the motion. Motion carried. 4. The Mayor's Minute Topics 4.1 Cancel December Meeting- Mayor stated that due to scheduling of many of the committee members and with the holidays approaching that this committee may wish to consider canceling the December meeting. 4.2 Mayor Minute Updates a. Public Information & City Event Update- Mayor Whitten stated that the public information group tries very hard to get information about city events and upcoming issues to the public, whether it be by newspaper, radio, Facebook, etc. but there are always people that say they don't know what is going on in Crestview. The mayor and his staff will continue to try by whatever means necessary to get information to the public, but that there is only so much control we have over it once the information is released. The mayor further discussed the meeting held earlier in the day where City staff, Mainstreet Assoc., and the Chamber of Commerce met to discuss the 2023 Events Calendar. The calendar will go out as an insert in the December and January water bill so that we can reach as many citizens as possible, even those who do not have internet access or get a daily paper. The calendar is subject to change as the year progresses. b. Pastoral Luncheon- Mayor Whitten reported he held a luncheon with many pastors throughout our community and they discussed having an Ecumenical Easter Sunrise Service at Twin Hills Park on April 9, 2022. c. Veteran's Day Parade- Mayor Whitten reminded the committee that the parade will be on Main Street and will run from 9 a.m. to 11 a.m., followed by the formal Veterans' service at the Veterans' Memorial. The mayor encourages people to stick around after the parade and patronize the local businesses rather than just leaving. d. Council Meeting- Mayor Whitten reported that he will be swearing in a new City Council member, Ryan Bullard on November 14th. e. FDOT Public Meeting- FDOT will be holding a meeting on November 17th at 5:30 p.m. at Warriors Hall to discuss the three alternative routes they have narrowed down to for the northwest section of the western bypass. Because it is a public meeting people are allowed to attend and participate in the discussion. f. 5K Run for the Homeless- The mayor reminded the committee of the upcoming 5K run he is sponsoring where all proceeds will go to the Crestview Area Homeless Shelter. The mayor stated that they will also be collecting donations of canned goods to provide to the shelter. The run begins at 10 a.m. at the Community Center. g. Ecumenical Thanksgiving Day Service- Mayor Whitten announced that Woodlawn Baptist Church would be hosting the first ever ecumenical service for Thanksgiving. This is a faith- based service for people in the community of all different religions to come together and join in the service. It is scheduled to begin at 6 p.m. on November 20th and there is no fee to attend. h. Crestview Chorus Christmas Concert- The Crestview Chorus will be holding performances on December 1St and 2nd beginning at 7 p.m. at Warriors Hall. They will repeat the concert on December 4th at Warriors Hall at 3 p.m. i. Christmas Tree Lighting and Parade- On December 3rd the Christmas Tree Lighting ceremony will begin at 5 p.m., followed by the parade at 5:30 p.m. j. Library Update- Mayor Whitten gave a list of library events that are coming up. k. North Okaloosa Community Band Christmas Concert- There will be a concert on December 12th at 7 p.m. and the band will be joined by the Pensacola Bay Band, the Emerald Coast Community Band and the Walton County Community Band. 5. Action Items 5.1 Approval of July 12, 2022, September 13, 2022, October 12, 2022, Minutes- The Committee reviewed the minutes and had no changes. Motion: Mr. Estes moved to approve all three of above indicated minutes. The motion was seconded by Ms. Shanklin. Motion carried. 5.2 Hwy 85/ Aplin Rd Homeless Shelter signage- Mr. Knox reported that he has been told there are many questions of where our homeless shelter is located and indicated that it may be beneficial to put up a sign that directs citizens to the shelter. Mr. Knox indicated that he had spoken with the City Manager about it and there was some concern as to whether the shelter would remain in the same location. Mayor Whitten confirmed that they have no plans to relocate. Mr. Knox asked if the committee agreed it would be beneficial to have the up on the corner of Hwy 85 and Aplin. The mayor pointed out that the street that leads to the shelter is on Dugan, not Aplin. Discussion ensued regarding the process for having an informational sign erected at that corner and that further information would be needed before presenting it to the City Manager, Mr. Knox put together a proposal and present it at the next meeting for discussion and voting. 5.3 Crestview Christmas Cuts: Providing free haircuts for children- Mr. Knox stated he is trying to coordinate a location where barbers and technicians can come in to provide haircut for kids for Christmas. Following further discussion, Mr. Knox agreed to contact the Director of Mainstreet Association to see if they could couple this event with one already in existence and to consider offering this event around Easter when the weather is warmer and more locations may be available. Mr. Knox to contact the police department and see hoe they held a similar event in the past and report back at the next meeting. 5.4 Cancelation of December 2022 Meeting- Moved by Mr. Estes, seconded by Mr. Barnes that the December 13th meeting be cancelled. Motion carried. 5.5 Arbor Day & tree Dedication- the council revisited a previous discussion regarding Florida Arbor Day in January 2023 and the tree dedication in memory of Joshua Kreiser. Mr. Knox was previously designated to gather information necessary and is proceeding to obtain that information as soon as possible. 6.
