We have examined the bid package, and as we are the current service provider, we understand the scope of services required and are pleased to offer our continued experienced services to the residents and businesses of The City of Crestview. On December 8, 2007, we were awarded the contract to service The City of Crestview. We started service January 1, 2008. We responded to the City's proposal and were the successful bidder, saving the residents of City approximately $5.00 per month. Waste Pro has provided service for almost 15 years to the City, in growth years, through a recession and the COVID pandemic. Waste Pro has been a true partner through thick and thin. Waste Pro knows and understands the complexity of The City of Crestview. Knowing the City and Okaloosa County like we do. We are prepared to cover the needs of The City, as well as its projected growth. We take great pride in what we do. It is important to us to begin the new agreement being able to provide the service that our residents of The City of Crestview desire. As we are doing now, customer calls will be answered locally by a real person, not an automated attendant -resulting in a quicker response time. Our in -field management will be on site and in the City daily ensuring that all routes are being completed as well as to address any customer service needs. Webelieve in being part of the community. Waste Pro will continue to contribute and participate in local business and charitable organizations. Another area of concern we always face is "The Transition". Having serviced the City's franchise for the last eight years, we are aware of the issues that present themselves such as access to customers in rural areas. With Waste Pro and the additional equipment/routes that we will put in, the transition will be minimal as compared to bringing in another hauler. Our efforts have already begun. As we are already receiving new equipment and we will continue to transition to the Resources/Fleet Technology described in our bid. Waste Pro warrants that the requirements of this project, as described in the RFP, its enclosures and all addenda have been reviewed. These contracts service over 2,000,000 residential customers. Included in our Region, current municipal contracts are Leon County Florida (30,000+ homes), Santa Rosa County (45,000+ homes), the City of Tallahassee (40,000+ Homes). Waste Pro also provides services throughout the Panhandle and south Alabama. One of the primary reasons that we have grown is our attention to detail during the workday. DAILY COMMUNICATION Waste Pro will begin working immediately after award to ensure that everything is in place and we hit the ground running on day one. Servicing the City of Crestview has allowed us valuable insight. Through out this proposal we will be introducing more effective ways of managing our service and communications. The first steps we will take have already started. Communication and training are essential in completing the required services. If you perform the service correctly then there are no complaints. Below are some of our basic preparation guidelines: • All employees will be put through a comprehensive training and orientation program reintroducing them to company policies and procedures. Program for Providing quality Customer Service Page 1 of 7 Caring For our Communities • • • • • City of Crestview Florida Request for Bids Solid Waste Collection and Disposal Services Submittal Date: April 28, 2023; 2:00 p.m., New and existing Employees will be taught the "Waste Pro way" and what is " I /( expected of them professionally and with regard to customer service. New drivers and helpers will be placed on a route and trained for two weeks before they are allowed to operate unsupervised. All employees will be educated on the specific needs of The City of Crestview and what the rules and regulations are. Routes will be set up so that the solid waste and recycling routes follow the same path. This way whichever truck is running behind the other can call in late set outs and get them picked up. The Route Managers responsibility will be to ride behind all routes to pick up misses or late set outs. We will check and double check our work to eliminate complaints. Daily operations will flow directly from the training period into full operations. All personnel having been trained and on routes will continue in the presence of the supervisor and extra staff for an additional four weeks to identify and adjust any issues. Daytime Activities: a. Flow of Communication i. All communications will flow through the dispatchers. They will be the "HUB" for all information. b. Route Management i. Supervisors will perform Proactive route management. 1. Drive out in front of route areas to identify issues ahead of time. 2. Meet up with routes throughout the day to check status. Identify & replace damaged containers. 3. Drive behind route areas- collect late set outs/misses ii. Route status updates sent to office at 11am, 2pm, 4pm & end of route. Daily Workflow: a. Crew Out: Start Times: All routes have an assigned start time. Driver supervisors will start 30 minutes prior to start times. i. Punch in Process: Prior to punch in, Supervisor will inspect the drivers: 1. Appearance/Attitude 2. Proper attire/ Safety equipment 3. Proper paperwork b. Supervisor Roll Out: Supervisors will proceed to the routes by 8:30am b. Daytime Activities: a. Flow of Communication i. All communications will flow through the dispatchers. Route sheet noting any issues- not outs etc. Hot list & cover sheet follow up. iv. Disposal tickets & Fuel tickets v. HOURS OF COLLECTION: Collection operations will typically start at 6:00 AM and continue until no later than 7:00 PM. Waste Pro is willing to work with the city to determine the hours that best serve your community. Spill prevention- Waste Pro utilizes a few spill prevention and containment processes. It starts during the manufacturing of our vehicles. The new vehicles are equipped with tightly woven nylon hose armor (LifeGuard) that protects all fluid lines from wear and contains leaks to prevent spillage. The process continues at the route "Pre -trip" inspection. At this time the vehicle is inspected by the driver and the supervisor looking for any issues. Finally, during the "Post trip" safety inspection the vehicle is looked over again by the driver and a trained mechanic to identify leaks. If there is a spill, each vehicle comes standard with "spill kits" designed to capture the spill. Waste Pro utilizes local clean up companies when needed. B. Equipment failure- When a vehicle or other equipment fails to perform, the drivers notify the supervisor, who initiates a process by which we move other assets from the division or a nearby division to take the place of that vehicle. C. Human Error- Occasionally a process breaks down due to human error. Waste Pro invests a good deal of effort into preventing this. However as they happen, the supervisors will be constantly on the lookout for issues that would arise and cause a problem. There fore allowing a more rapid response. RESPONSE TIMES AND ASSURANCES Waste Pro routes each line of service to be completed in one workday. Each truck will be given a specific number of actions, that allows this to be done in 8-10 hours. Waste pro will send a truck out to service the resident in the same day. Waste Pro also gets direct calls from customers. We currently handle these calls to close out the loop. We propose to use TracEZ to log all calls whether we take the request or the City takes the request. TracEZ is a great software that we utilize in other divisions. When a call comes into the City or Waste Pro it is logged into the system. We are now on the clock. This system is transparent. Both the City and Waste Pro have the ability to see all of the calls that are logged into the system regardless of who puts them in. The system logs the name of the customer, address, type of request, and Togs the time that the call came in. TracEZ will be utilized for a missed service by service type (residential garbage, recycling, yard trash, bulk). It will be used for requests such as a new cart delivery or repairs. It can be utilized for a property damage. Any type of request or complaint is tracked. When the request is logged in it date stamps the time that the request was called in. The City has the ability to run reports daily, weekly, monthly to track what has been called in from the customer. This assures that the customers' requests are being tracked and that the City knows what is being called in from both sides on a daily basis. If acceptable to the City we will continue the current routes being utilized in the City, adding one route for both solid waste and recycling for expected growth. Our collection will be within the guidelines of the RFP, not to begin before 6:00 am and to finish by 7:00 pm Monday through Friday (except when coordinated with the Public Works Director). We will also provide special ADA 'side door' collection services to those residents who have a disability. Processing Facilities Waste Pro will transport the collected solid waste from the City of Crestview to an FDEP approved facility. The recyclables will go to a recycling facility. If at any time during the contract it becomes more beneficial for either Waste Pro or the City to utilize different processing facilities, then Waste Pro will discuss any changes with the City. Equipment Waste Pro has local inventories and currently operate over 3,000 vehicles in our footprint. We have truck specification that are above the industry standard for safety and reliability. Waste Pro's fleet vehicles are constructed to be safe and are equipped with RouteWare and 3rd EYE GPS tracking system, communication networks, and a closed circuit camera system that has five (5) cameras with video and audio. This provides "breadcrumb" trails to ensure all streets are serviced. These technological advances far exceed industry standards. Each truck has an easily identifiable environmentally themed color scheme with customized signage to represent local themes and are marked with their own identification numbers. Waste Pro has a team of qualified, experienced collection drivers that pride themselves on safety and customer service. Waste Pro has identified and provide five (5) Rear Loaders (RL) vehicles to service the residential refuse and two (2) (ASL's) to service the residential recyclable material. The dispatch function is very critical to success. The final dispatch process of the day is to ensure that all route sheets, maps, and route cover sheets are printed and put out for our drivers for the next day (including any customer communication about particular needs that will be performed the next day). Supervisors are scheduled to come in one hour before the City's designated start time. This allows them to pull any messages from the night before and make any necessary emergency or critical changes to the daily plan. Drivers are scheduled to come in one half hour before your designated start time to allow them time to review paperwork and do a pre -trip inspection of their truck before they leave the yard. Route supervisors are required to do weekly route observations, ensuring that our route staff is picking up customers in a safe and efficient manner. Supervisors also check the quality of the work that our personnel perform. Carts need to be dumped completely. In the case of missed pickups or any other call that comes in that requires immediate attention, the CSR will notify the supervisor immediately, he or she will investigate the matter and collect all valid missed waste usually the same day, but if not able to, within a 24-hour period. Any driver not performing up to our standards will be coached on the proper way to service our customers. Route observations are key in documenting good work habits, and are a tool to mentor employees to be the best that they can be. When drivers are finished completing their routes, they call dispatch to see if there are any issues to be corrected before they come back. We have found this is a great tool to take care of customer complaints on the same day. By doing this, we ensure that no driver leaves a route with an unresolved issue. Once the driver gets the "all clear" from dispatch they then go to the landfill to dump their load. Disposal procedures are put in place to ensure that we are complying with all rules and regulations of the facilities that we utilize. We will review these procedures with the disposal facility to ensure that we are following the rules in place. All drivers are required by DOT to do post trip inspections. Mechanics stationed at the post trip lanes ensure that the driver can communicate equipment issues. Vehicle condition reports are generated after the post trip procedure and turned in to maintenance daily for repairs. The key to our success is day to day planning. By having everyone understand and like their job, we ensure that all of our employees are able to do their jobs in a safe efficient manner without service interruptions to our customers. Communication Plan Waste Pro recognizes that communication is key in order for a program to be successful. Waste Pro will communicate regularly with the City staff and residents in person, on the telephone, via e-mail, and through informational brochures and local media. RFID: Routeware is the chosen tracking software for carts and does not use RFID technology but has a superior technology. The system will meet all the requirements. 5. Section 3 1.O.5.Conditions: Monthly maintenance logs will be available to view at our offices during normal business hours. 6. Section 3 1.0.5. Carts: Carts will remain with a green Waste Pro color and a Waste Pro hot stamp. Carts can have three different lid colors (Garbage, Recycle and Yard Waste). Waste Pro will not responsible for carts damaged or lost due to natural disaster. 7. Section 4 1.15.: Clean up shall be cleaned up only for the damage caused by the contractor. 8. Section 4 1.49: Protection Restore damage only to the extent of contractor's fault. 9. Section 4 1.70. Termination Notice: Please consider adding 60 days cure time period prior to the 90 day notice starts. 10. Section 5. 3.: Sub -contracting and Assignment $500,000 is extremely higher than industry standards. The cost to the City to assign a contract is more than covered by a $20,000 fee, which is reasonable.
