Mr. Gehr moved that the advertising be prepared to receive bids to do the work
to construct the work as provided in Improvement Resolution No. 1085-1967, and
further the date of November 9th, 1967 at the hour of 10:00 a.m. (est) be the date
and time that the bids will be opened and read aloud. Mr. Keller seconded this
motion and on voice vote was carried.
Chief Stultz reported that he did not have the recommendation for the Ambulance
due to Mr. Heath not being present or not presenting a statement in writing setting
out the recommendation of the Ambulance Service of Richmond.
There being no further business presented, on motion duly made, seconded and
carried the meeting adjourned.

SPECIAL MEETING OF THE BOARD OF PUBLIC
WORKS AND SAFETY, RICHiMOND, INDIANA
MONDAY, OCTOBER 23, 1967
The Board of Public Works and Safety of the City of Richmond, Indiana met in
Special Session in the City Hall in said City Monday, October 23, 1967 at the hour
of 10:00 o'clock a.m. (est). Mr. Jameson presiding with the following members
being present: Mr. Gehr. Mr. Keller being absent. The following business was
had to-wit:
Mr. Jameson stated that this meeting was called for the purpose of receiving
and opening bids for SURFACE WATER DRAINAGE 1963-1964 PROGRAM, SECTION A (PART 2)
BERRY FIELD AREA STORM SEWER. •
The Clerk presented proof of publication of Notice To Bidders, printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana on the dates of October 11-18, 1967. Said notice designated that the Board
of Public Works and Safety would receive and open bids and read aloud the same on the
23id day of October, 1967 at the hour of 10:00 o'clock a.m. (est) for furnishing
labor and material for the SURFACE WATER DRAINAGE; 1963-1964 PROGRAM, SECTION A
(PART 2) BERRY FIELD AREA STORM SEWER.
The proof of publication of Notice To Bidders was examined and found to be
correct and in order. On motion duly made, seconded and carried the proof of
publication was ordered filed.
October 23, 1967 at the hour of 10:00 o'clock a.m. (est) being the date
and time to open and read aloud all bids received. The following bids were opened
and read aloud:
Weitzel Construction Company, Indianapolis, Indiana
Ralph Reed and Son
DeBolt Construction Company, Inc.
Mr. Gehr moved all bids be referred to the Henry B. Steeg and Associates,
Inc. , to be tabulated for rcommendation. Mr. Jameson seconded this motion and on
voice vote was carried.
There being no further business, on motion duly made, seconded and carried
the meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 26, 1967
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, October 26, 1967 at the hour of 9:00 o'clock
a.m. (est). Mr. Jameson presiding with the following members being present: Mr.
Gehr and Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the regular meeting of October 19, 1967 and the
minutes of the special meeting of October 23, 1967 be approved without being read
aloud. Mr. Jameson seconded this motion and on voice vote was carried.
Mr. Gehr moved the claims be approved and paid, seconded by Mr. Jameson and on
voice vote was carried.
Mr. Ivan Ray, 3118 Dorothy Lane, appeared before the Board stating that he was
interested to know if the Board had any jurisdiction over the rates that the Taxi
Cabs charged. He brought out an example that the rate of fare had increased from
a point in the Holsapple 'Addition to the Belden Manufacturing Company. The
increase was from $1.25 to $2.00. Mr. Keller stated that the answer is that there
is a minimum set out of 504, but there isn't a maximum rate. Therefore, the city
has no jurisdiction over what the maximum rate shall be. The Board ordered the Fdpfof
to make inspection of all Taxi Cabs for the rate card being properly posted in eachlcaeb.

The Board approved Captains E. Clark and Matheny to attend seminar on investig-
ation of homicide during the week of November 13th through November 18th, 1967.
The Board approved the recommendation of the Fire Chief to advance James A. Sticco
to the rank of regular fireman, effective October 23, 1967.
The Board approved the request of the Richmond Y's Mens Club to use the city
owned property on N. W. llth Street for storage of Christmas trees.
Chief Stultz presented the tabulation of the bids received for the new ambulance.

Vivian Buick, Inc. $7,138.00
Warfield Oil Company, Inc. $7,824.00
The following letter was read:

Gentlemen:
I have examined the bids you have received for the purchasing of an Ambulance
for the city of Richmond and it is my opinion that the Kurdys Chevrolet bid would be
my choice. However, I would get the model with the raised roof, enabling you to haul
four stretcher patients. It is my understanding this cost $800.00 more.

Mr. Jameson reported that he had been advised that the model with the raised roof
was included in the bid submitted by Kurdys. •
Mr. Gehr moved the bid of Kurd's, Inc. be accepted with provision that Common Council
appropriate the amount of money to make the purchase. Mr. Keller seconded this motion
and on voice vote was carried.
The Board re-opened study of the need of an automatic traffic signal at the inter-
section of the Elks Road and East Main Street. The Indiana State Highway has made
surveys and denied the request of the city for a traffic signal for reason that the
traffic isn't heavy enough to warrant a signal according to their standards. The
Board in discussion brought out the increased traffic due to more housing in the area
of the Country Hills addition, the increased number of visitmrs to the Hays Arboretum
and also the opening of the new school in the Glen Hills Addition. ' Mr. Keller stated
that for the best interest and safety of the residents of the area of the Elks Road
he moved that Mr. Gehr and a representative of the Traffic Division meet with the
Indiana State Highway Department to discuss the immediate need of an automatic
traffic signal at said intersection, and further if the Indian Highway Department
files no objections, the city to provide labor and materials for the installation
of an automatic traffic signal all in accordance with the standards of the Highway
Department and the cost to be paid by the City of Richmond, Indiana. Mr. Gehr
seconded this motion and on voice was carried.
Mr. Gehr moved the following street lighting installation be approved, seconded by
Mr. Keller and on voice vote was carried.

Mr. Gehr presented plans and specifications to improve the Storm Water Drainage
at the intersection of Elks Road and Pinehurst Drive. The Richmond Community Schools
agreed to pay 25% of the total cost, the Whitewater Reality Company agreed to pay 25%
of the total costs and City of Richmond agreed to pay 50% of the total costs. Mr. Keller
moved the plans and specifications be approved, seconded by Mr. Gehr and on voice vote
wad carried. _
Mr. Gehr moved the adoption of Improvement Resolution No. 1086-1967, to improve
the Storm Water Drainage at the intersection of Elks Road and Pinehurtt Drive, Mr.
teller seconded this motion and on voice vote was carried.
There being no further business presented on motion duly made, seconded and
carried the meeting adjourned.
