All as shown by plat of said Hidden Valley Sub-Division, Second Addition
to the City of Richmond, Indiana, in Plat Book 10, page 319, of the records of the
Recorder of Wayne County, Indiana, and on file in the office of the Department of
Public Works and Safety of said City. The property which may be injuriously or
beneficially affected in the said City of Richmond by said proposed vacation is known
and described as that portion of the sanitary sewer easement herein proposed to be
vacated, and the property abutting on the east and west sides of said sanitary sewer
easement owned by Nicholson Builders, Inc.
Adopted this 3rd day of August, 1967.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, AUGUST 10, 1967
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, Thursday, August 10, 1967 at the hour of 9:00
o'clock a.m. (est). Mr. Jameson presiding with the following members being present:
Mr. Gehr and Mr. Keller. The following business was had to-wit:
Mr. Gehr moyed the minutes of the previous meeting be approved without being read
aloud, seconded by Mr. Keller and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice
vote was carried.
Fire Chief Price gave ,a report on the Wayne Hotel fire which happened August 5th,
1967. At no time was the city without adequate fire protection. Map/of the new
firemen received good training on a major fire and use of equipment. No one was in-
jured.
Sergeant Martin presented a request from the Auto License Branch, located at 131
Richmond Avenue, for one parking space to be reserved in front of the branch. The space
would be used by the driver examiner. Mr. Keller moved the request be granted, seconded
by Mr. Gehr and on voice vote was carried.
The Board authorized the Traffic Division to submit plans to the Indiana State
. Highway Department for the type of :flasher lights that is deemed the best for installa-
tion as a safety device for school children crossing U.S. #27 north near the Crestdale
School area.
The Board approved the request of the Traffic Division of restricting parking on the
east side of South 23rd Street a distance of 63 feet south of East Main Street to permit
a better flow of traffic.
Mr. George Tripp, representing the Wayne County Historical Museum, requested that \
North "A" Street between North llth and 12th Streets be closed to traffic, one addition-
al lane, between the hours of 1:00 p.m. and 5:00 p.m. September 10th for the Pioneer
Days of the Wayne County Historical Museum. It was also requested that the east side
of North 11th Street and west side of North 12th Street bel.closed to traffic during
the hours set out. Mr. Keller Toyed the fequest be granted and further the proper
barricades be erected under the supervision of the Traffic Division. Mr. Gehr seconded
this motion and on voice vote was carried.
Mr. Gehr moved the adoption of Improvement Resolution No. 1083-1967, s@consed by
Mr. Keller and on voice vote was carried.
IMPROVEMENT RESOLUTION NO. 1083-1967
BE IT RESOLVED by the Board of Public Works and. Spfety. of. the City
of Richmond, Indiana, that it is deemed necessary to construct curb,
gutters and sidewalk on the east side of Southwest 13th Street approximat-
ely 800 feet south of West Main Street all in accordance with plans and
specification on file in the Office of the City Engineer.
BE IT FURTHER RESOLVED that the costs of said project be provided by
Resolution No. 19-1967 which was adopted by the Common Council August 7,
1967.
ADOPTED by the Board of Public Works and Safety of the City of
Richmond, Indiana this 10th day of August, 1967.

The Clerk presented proof of publication of Notice To Bidders printed in
the Richmond Palladium a newspaper of general circulation in the City of Richmondgl,
Indiana on the dates of July 17-24, 1967. Said notice designated that sealed
bids would be received and opened on the 3rd day of August, 1967 for the improvement
of alley as provided in Improvement Resolution No. 1082-1967. Mr. Keller examined the
proof of publication and found the same to be correct and in order and moved the proof
of publication be filed, seconded by Mr. Gehr and on voice vote waa carried.
August 3, 1967 at the hour of 10:00 o'clock a.m. (est) being the date and time
toopen the bids received and read them aloud. The following bid was opened and
read aloud:
Julius Gerken $2,158.00
Engineer's Estimate 2,158.17
Mr. Gehr moved the bid be accepted, seconded by Mr. Keller and on voice vote
II was carried.
The Clerk presented proof of publication of Notice To Bidders published in the
Richmond Palladium-Item a newspaper of general circulation in the City of Richmond,
Indiana on the dates of July 17-24, 1967. Said notice designated that sealed binds
would be received on the 3rd day of August, 1967 for furnishing labor and material
for the N. W. 5th Street Widening and Resurfacing Project. Mr. Keller examined the
proof of publication and found the same to be correct and in order and moved the
proof of publication be filed, seconded by Mr. Gehr and on voice vote was carried.
August 3,_ 1967 at the hour of 10:00 o'clock a.m. (est) being the date and time
designated to open and read aloud all bids rdceived. The following bid was opened
and read aloud:
Magaw Construction Company $67,977.00
Engineers' Estimate 68,630.00
Mr. Gehr moved the bid of the Magaw Construction Company be accepted, seconded
• by Mr. Keller and on voice vote was carried.
Mr. Keller reported that the appraisers appointed by the Wayne Circuit Court
Judge to appraise the land for the City Building owned by the Richmond Community
Schools and the parcel of ground in front of the Richmond Senior High School,
were both appraised for the same alpount for each. The figure being $34,750.00.
Mr. Keller moved the exchange of ownership of real estate be made subject to
the confirmation of Council. Mr. Gehr seconded this motion and on voice vote
was carried.
Sergeant Martin reported that he had talked to Mr. Pardo about lowering his
proposal in the amount of $950.00 for painting stalls. for off-street and on-street
parking. Mr. Pardo stated that this was his firm bid. Mr. Keller moved the proposal
III of Mr. Pardo in the sum of $950.00 be accepted, seconded by Mr. Jameson and on voice
vote was carried.
Park Superintendent, Don McBride, reported that there is need of curb, gutter
and sidewalk plus catch basins along the east side of S.W. 13th Street. The recent
rains have created a problem of water draining off the street onto the ground around
the new swimming pool. Mr. Gehr reported that it would take 818 feet of curb and
gutter, 300 feet of sidewalk and two catch basins to solve the problem. Mr. Keller
moved that a resolution be prepared for Council's consideration to construct a curb,
gutter and sidewalk on S. W. 13th Street. Mr. Gehr seconded this motion and on voice
vote was carried.
The Nicholson Builders, Inc. through their attorney, Mr. George Reller, presented
a petition to vacate two (2) feet along the entire east side of twenty-five (25)
foot sanitary sewer easement strip across lot sixteen (16) Hidden Valley Sub-division,
second addition to City of Richmond, Indiana. Mr. Keller moved the petition be
received and filed, seconded by Mr. Gehr and on voice vote was carried.
Mr. Keller moved the adoption of Declaratory Resolution No. 3-1967, "seconded by
Mr. Gehr and on voice vote was carried.

Declaratory Resolution No. 3-1967.
Resolved, by the Board of Public Works and Safety of the City of Richmond, in
the State of Indiana, that it is desired and deemed necessary to vacate two (2)
feet along the entire east side of the twenty-five (25) foot sanitary sewer easement
across lot sixteen (16) Hidden Valley Sub-Disrirsidn, Second Addition to the City
of Richmond, Wayne County, Indiana, which easement strip proposed to be vacated
is more particularly described as follows; to-wit:
Begtnn ;'ng at a point in the north line of lot sixteen (16) Hidden
Valley Sub-Division, Second Addition to the City of Richmond, Indiana,
which point is seventy-one and 45/100 (71.45) feet north 88 degrees 11
minutes east of the northwest corner of said lot sixteen (16); thence
north 88 degrees 11 minutes east along the north line of said lot two
- (2) feet; thence south 1 degree 29 minutes west one hundred sixty-nine
and 63/100 (169.63) feet to the south line of said lot sixteen (16);
thence southwestwardly along a curve to the right in the south line
of said lot two and 5/100 (2.05) feet; thence north 1 degree 29 minutees
east one hundred seventy and 40/100 (170.40) feet to the place of

o'clock a,m. (est). Mr. Jameson presiding with the following members being present:
Mr. Gehr and Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Jameson and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on
voice vote was carried.
Mrs. John A. Angi. , 1347 Hunt Street, appeared before the Board to discuss the
Ice Cream Trucks on the streets. She is of the opinion that if the trucks would sell
their wares in the alleys instead of the streets the children would be less exposed
to being hit by motorists. After much discussion, the matter was referred to the
Traffic Department for study and recommendation.
A petition signed by George Ashley and others requesting the vacation of a 12
foot alley running east from Brown Drive (26thStreet) for 115 feet was referred to
the Plan Commission for their study and recommendation.
Chief Stultz presented the following which were read aloud:

police department as of this date August 12, 1967.

Gentlemen:
Recommend that the resignation of officer John Thomas Wyatt be accepted.
Mr. Wyatt came in Saturday August 12, 1967, and stated he did not want to be a
policeman. That he was undecided about what he was going to do. He hasn't been to
work since.

Mr. Gehr moved the Board accept the resignation of John Thomas Wyatt, seconded by
Mr. Keller and on voice vote was carried.
The Gateway Builders, Inc. presented a petition for street signs to be located at
S.W. 20th and S.W. "E" Streets; S.W. 20th and S.W. "D" Streets; S.W. 19th and S.W. "D"
Streets; S.W. 18th and S.W. "D" Streets, all within the Pine Manor Estates.
Mr. Gehr moved the request be granted and further the Traffic Division be
notified of this action, seconded by Mr. Keller and on voice vote was carried.
The Gateway Builders, Inc. request for street lighting in the Pine Manor Estates
was referred to Mr. Jameson.
The Board granted an extension of time for Joe Tally to move a trailer from 735
North 18th Street. The final date extended was September 15, 1967.
The Office of Economic Opportunity requested permission to block off North "G"
Street between North 10th and North llth Streets Monday, August 21, 1967 between the
hours of 1:00 p.m. and 4:00 p.m. for activities planned on this day. The Board
approved the request.
