For the FY24 budget year, the City of Crestview has implemented new budget software, Cleargov, with the objective of increasing clarity and transparency. DISCUSSION: Staff will present a demonstration of the new budget software including the current draft of the fiscal year 2024 budget. GOALS & OBJECTIVES This item is consistent with the goals in A New View Strategic Plan 2020 as follows; Foundational- these are the areas of focus that make up the necessary foundation of a successful local government. Financial Sustainability- Achieve long term financial sustainability Organizational Capacity, Effectiveness & Efficiency- To efficiently & effectively provide the highest quality of public services Infrastructure- Satisfy current and future infrastructure needs Communication- To engage, inform and educate public and staff Quality of Life- these areas focus on the overall experience when provided by the city. Staff Report CITY COUNCIL MEETING DATE: July 12, 2023 TYPE OF AGENDA ITEM: Action Item TO: Mayor and City Council CC: City Manager, City Clerk, Staff and Attorney FROM: Tim Bolduc, City Manager DATE: 7/10/2023 SUBJECT: FY24 Budget Policy BACKGROUND: On July 6th, 2023, the City Council met for the FY 24 budget retreat. The topics for discussion included projected revenues for FY24, current challenges facing the city, proposed solutions, and council priorities for the upcoming budget year. DISCUSSION: During the budget retreat, the City Council named managing the growth of the city as a top priority. This discussion included prioritizing investments in infrastructure, public safety, and recreation to meet the demands of our growing population. At the July 6th meeting, we obtained consensus on the following items: 1. For FY24, maintain the current millage rate of 6.8466. 2. Implement a $15 minimum wage for all positions and include compression adjustments. 3. Issue a one-time $600 and $300 inflation stipend check for full-time and part-time employees, respectively. This program is funded by the FL Blueproshare rebate. 4. Implement a one-time mid-year PTO leave buy-back program in the 2023 fiscal year. 5. Implement fee changes for utility rates, as attached. 6. Implement the 2023-2028 focus areas and strategic plan goals, as attached. 7. Implement changes to the business tax receipt fee structure, as attached 8. Add new personnel : o 2 Firefighters o 2 Police Officers o Human Resources Generalist o Utility Service Worker o Laborer- BFM o Recreation Assistant o Recreation Aide PT o Deputy Director- Parks and Recreation o PT Building Inspector to FT Building Inspector Additionally, staff will present a list of year-end projects to be funded in FY23, consistent with previous years.
