Florida Statute 286.0105. Notices of meetings and hearings must advise that a record is required to appeal. Each board, commission, or agency of this state or of any political subdivision thereof shall include in the notice of any meeting or hearing, if notice of the meeting or hearing is required, of such board, commission, or agency, conspicuously on such notice, the advice that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. Staff Report CITY COUNCIL MEETING DATE: July 24, 2023 TYPE OF AGENDA ITEM: Action Item TO: Mayor and City Council CC: City Manager, City Clerk, Staff and Attorney FROM: Tim Bolduc, City Manager DATE: 7/19/2023 SUBJECT: Proposed Millage Rate & Tentative Hearing BACKGROUND: On July 1st, the property appraiser certifies the taxable value on Certification of Taxable Value (Form DR-420) and delivers it to each taxing authority in his or her jurisdiction. Within 35 days of certification of value, (no later than August 4th) each taxing authority certifies the completed DR-420 and DR-420MM-P (Maximum Millage Preliminary) and returns them to the property appraiser. The City of Crestview as the taxing authority informs the property appraiser of the following: •Prior year millage rate •Current year proposed millage rate •Current year rolled-back rate •The date, time, and meeting place of the tentative budget hearing DISCUSSION: • The prior year millage rate was 6.8466. • The current year's proposed millage rate is 6.8466. This is more than the rollback rate by 9.56%. • The current year's roll back rate is 6.2489. • The tentative hearing date is September 12, 2023 at 5:15 p.m. in the Crestview City Hall Council Chambers at 198 N. Wilson St. Crestview, FL 32536. GOALS & OBJECTIVES This item is consistent with the goals in A New View Strategic Plan 2020 as follows; Foundational- these are the areas of focus that make up the necessary foundation of a successful local government. Financial Sustainability- Achieve long term financial sustainability Organizational Capacity, Effectiveness & Efficiency- To efficiently & effectively provide the highest quality of public services Infrastructure- Satisfy current and future infrastructure needs Communication- To engage, inform and educate public and staff Quality of Life- these areas focus on the overall experience when provided by the city. Community Character- Promote desirable growth with a hometown atmosphere Page 2 of 3 Safety- Ensure the continuous safety of citizens and visitors Mobility- Provide safe, efficient and accessible means for mobility Opportunity- Promote an environment that encourages economic and educational opportunity Play- Expand recreational and entertainment activities within the City Community Culture- Develop a specific identity for Crestview FINANCIAL IMPACT Any increase in revenues will be determined by the property values. RECOMMENDED ACTION Staff respectfully requests a motion and approval to set the proposed millage rate at 6.8466 and approve the tentative hearing on September 12, 2023 at 5:15 p.m. in the Council Chambers.
