BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 25, 1967
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, May 25th, 1967, at the hour of 9:00 o'clock
a.m. (est). Mr. Jameson presiding with the following member being present: Mr.
Gehr. Absent, Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Jameson and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on
voice vote was carried.
A petition was presented from Councilman Marino signed by John Ellis and 28
others requesting the installation of Mercury-Type street lights on North "J"
Street from North 10th Street to North 12th Street. This petition was referred to
the street lighting committee for study and recommendation.
Mr.. Burelison presented specifications for a new pick-up truck with trade-in
of a 1957 Chevrolet truck. Mr. Gehr moved the specifications be accepted and further
the Clerk prepare the advertising to receive bids June 15, 1967 at 10:00 a.m. (est)..
Mr. Jameson seconded this motion and on voice vote was carried.
Captain Stout reported that the Board should consider the annual preventative
maintenance check of all automatic traffic signal lights. Mr. Gehr moved the annual
check be made and further the Richmond Power and Light be advised of this action.
Mr. Jameson seconded this motion and on voice vote was carried.

Dear Mr. Jameson:
The Traffic Division is recommending to the board that the parking of all vehicles
be banned on the west side of South 23rd Street from East Main Street south to South
"E" Street for obvious safety reasons. The street is only thirty feet wide, curb to
curb and it takes seven feet of roadway to park a vehicle. When vehicles are permitted
to park on both sides of the street which is now permitted, this leaves only sixteen
felt of roadway or two eight foot lanes to maintain two-way traffic. This is not a
sufficient amount of roadway to provide for a safe and a smooth flow of traffic.
Sgt. Martin surveyed the area and talked to all but one property owner, which was
a total of sixty owners and renters and they were advised as to why the Division was
making the recommendation and one renter and one property owner objected to the
recommendation out of the sixty families contacted. Mr. Webb, principal of Test
School was contacted and he was 100% in favor of removing the parking alongside the
school proper.

Dear Mr. Jameson:
The Traffic-Division is recommending to the board that all-pa-rki:ng. be..,banned ,on—.
the east side of South 22nd Street from East Main Street south to and ending at South
"A" Street for obvious safety. reasons. The street is only 29 feet wide from curb to
curb and it takes seven feet to park a car. When parking is permitted on both sides
of the street which is now .permitted, this leaves only fifteen feet of roadway left
for two-way traffic or two seven and one half foot traffic lanes. This is not a
sufficient amount of roadway to provide for a safe and. a smooth flow of traffic. Sgt.
Martin surveyed the area and contacted all fifteen families, owners and renters that
live within the one block area and none of the people objected to the proposed parking
ban. Mr. Webb, principal of Test Junior High School was 100% for the parking ban.

We are not recommending that parking be banned on the east side of the 100 block of
South 22nd Street at this time as we feel that this area should be left open for
school functions at the Test School.

Mr. Gehr moved the recommendation be approved and further the area have the proper
signs erected, seconded by Mr. Jameson and on voice vote was carried.
Captain Stout presented a sketch of a plain to locate a "bus" stop which will be
75 feet in length west 'of the driveway which goes into the Belden Parking lot and also
the signs that are necessary. Mr. Gehr moved the plan be approved and the erection of
the signs, seconded by Mr. Jameson and on voice vote was carried.

The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, Thursday, June 1st, 1967 at the hour of 9:00
o'clock a.m. (est). Mr. Jameson presiding with the following members being present:
Mr. Gehr and Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Keller and on voice vote was .carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
voice vote was carried.
Mrs. Jenne F. Ellis, Executive Secretary of Wayne County Tuberculoais Association,
by letter requested •permission to park the State Board of Health Chestmobile Survey
Unit on South 8th Street at Knollenbergs west entrance from 11:00 a.m. Monday, June
12, through Wednesday noon, June 14, 1967. Mr. Gehr moved the request be granted,
seconded by Mr. Keller and on voice vote was carried.
Fire Chief Price recommended that a fire hydrant be installed on Southwest 21st
Street, near Southwest "F" Street to serve as fire protection. Mr. Gehr moved the
Board concur in the recommendation and further the Richmond Water Works be notified
6f this action. Mr. Keller seconded the motion and on voice vote was carried.
Mr. Keller explained the need for additional consulting services for the City
Attorney and requested that the sum of $3,500.00 be transferred to meet this emergency_.
Mr. Jameson recommended that the sum of $3,500.00 be transferred by ordinance form,
Department of Law Budget Account No. I-2 (1-11-112) Services Personal, Salary Deputy
City Attorney to Department of Law Budget Account No. I-8 (2-26-262) Services Con-
tractual, Consulting Services. Mr. Keller moved that an ordinance be prepared for
Common Council's consideration to make the above recommended transfer, seconded by
Mr. Gehr and on voice vote was carried. • ° -
A petition was presented in the matter of Nicholson Builders, Inc. and Richard A
Baer Jr. and Joan Riddell Baer, Husband and Wife, requesting to vacate ten (10) foot
Easement strip along the south side of lot `ninetten (19) Hidden Valley Sub-Division
Second Addition to the City of Richmond, Indiana. Mr. Nicholson also presented releases
of all easement rights from the Richmond Power and Light Plant; Richmond Water Works
Corporation; Richmond Gas Corporation and General Telephone Company of Indiana, Inc.
Mr. Keller examined the petition and releases and found the same to be in order and
moved the petitYon and releases be received and filed, seconded by Mr. Gehr and on
voice vote was carried.
