Gentlemen:
On October 27, 1966, the Board of Public Works and Safety consented that a
permit-be;issued -for the'-remodeling and 'repair of-the-above condemned property.
A permit was issued by the Building Commissioner to Mrs. Satterfield on November
2, 1966, to repair condemned house to code, including wiring, plumbing and general
repair. This permit was issued with the provisions that windows and doors be in=.
stalled by November 19th, 1966, and the house be made livable by February 1, 1967.
Windows and doors on the first floor were installed by specified date, but
there are still no windows on the second floor.
I request that you cause notice to issue to the owner to show why the specifi-
cations of the Building Permit have not been complied with.

Mr. Keller moved that a letter signed. by Mr. Jameson to Mrs. Roberta Satterfield
requesting that she appear before this Body Thursday, February 9, 1967 at the hour of
10:00 o'clock a.m. to show cause why the order of the Building Commissioner hasn't
been complied with. Mr. Gehr seconded this mottion and on voice vote was carried
Mr. Gehr presented the final Assessment Roll No. 1078-1966 and moved its
adoption and further that notice be sent to each property owner, and that a pu is
hearing be held on the date of March 2, 1967 at the hour of 10:00 o'clock a.m. (est).
Mr. Jameson seconded this motion and on voice vote was carried.
The Board recessed at the hour of 11:45 a.m.
The Board reconvened at the hour of 1:00 o'clock p,m.
Mr. Norman Pilgrim, Mr. Clinton and others met with the Board to report on the
progress of the proposed new City Building. -
Chief Stultz presented a letter of attachment setting out charges against
Hollis Lowe, a member of the Richmond Police Department in the capacity of the rank
of a Captain. After considering the charges against Hollis Lowe as set out in the
letter from Chief Stultz to the Board, Mr. Kelder .moved that all the documents filed
by'Chief Stultz be received and filed, and further -the date of February 9, 1967 at the
hour of 10:00 o'clock a.m. (est) be set a-a the date and time for the hearing to be
held in the Mayor's office in the City Building in the City of Richmond, Indiana to
hear charges filed by Chief Stultz of order of insubordination and conduct unbecom-
ing of an officer in refusing to attend the Foremanship Schooling which is being
held at Earlham College. Mr. Gehr seconded this motion and on voice vote was un-
animously carried. ir �6
The Board instructed 6k S— -tag to prepare a letter informing Hollis Lowe
of the date and time of hearing on the charges submitted and further this letter be
delivered in person to Hollis Lowe or leave a copy of the same at the last and usual
place of residence of Hollis Lowe.
There being no further business on motion duly made, seconded and carried the

The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, Thursday, February 9, 1967 at the hour of 9:00
o'clock a.m. (est). Mr. Jameson presiding with the following members being present:

Mr. Gehr moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Jameson and on voice vote was carried.

I acknowledge receipt of your letter of February 2, 1967, which informed me that
the Chief of Police, William K. Stultz, has charged me ,with being guilty of disobedience
of orders and conduct unbecoming an officer in my failure and refusal to attend a
Foremanship school at Earlham College and that a hearing was to be held to determine
whether or not I should be demoted to Patrolman.

It was never my intent or desire to disobey any order. I have discussed this
matter with the Chief in order to persuade him to understand that my attendance
at this school would not be in my best interests nor in the best interests of the
Department. Because of the nature of work that I perform, the various shifts and
hours that I must necessarily work preclude me from spending very much time with my
family; and to attend the school at this time would make it almost impossible for me
to spend any time whatsoever with my family for the next eight weeks.
I have always considered myself to be a loyal and faithful police officer, whether
serving as a patrolman or as a ranking officer. I have at no time ever conducted
myself as to reflect adversely on the Department and it is not my intent at this time.
If it is the considered opinion of the Board that the school proposed is necessary
to my serving as a Captain in the Department, then I herewith voluntarily submit my
resignation as Captain in the Department and return to the rank of patrolman. I
III assure you that I will continue to honestly serve in the capacity of patrolman as I
have for the past eighteen years; and it is my hope that the charges that have been made
will be withdrawn so that my record will remain unblemished for the remainder of my
career in the Department. I do hope that you will understand my position in this
matter and that the entire matter may be closed without any additional public
attention. Your consideration of the above in light of what I have tried to say and
of my background on the Department would be greatly appreciated.

Mr. Keller moved this letter be made a record of this meeting and further the
Board accept the voluntary demotion from the rank of a Captain to that of a patrolman
on the Police Force. Mr. Gehr seconded this motion and on voice vote was carried.
Chief Stultz presented the following letter which was read aloud:

Gentlemen:
With the Boards permission will promote Sgt. detective Lewis Doren, Sgt.
Detective Donald Strahan to rank of lieutenants, and officers Troy Woolf, Donovan
Blose, Robert Coons, Charles Chris, and Ronald Chesnut to rank of.Corporal.
The lieutenants will stay in the detective division, will be in charge of
III laboratory and poloygraph operations, any and all other police work that they are
detailed to do, and know to do. Shall help coordinate all activities in conjunction
with the division they are working with, and all other divisions in the department.
Will have the power to recommend suspensions.
At this time officers Blose & Chris will be on Capt. Clark's trick, Officer
Woolf will be on Capt. Matheny's trick,and officer Chesnut will be on Capt Geiger's
trick. Officer Coons is working in traffic under Capt. Stout.
With the Boards permission will have the records show the promotion will be
effective Sunday, February 12, 1967. This is the start of new pay period.

Mr. Gehr moved the Board concur in the recommendation of the Chief, seconded by
Mr. Keller and on voice vote was carried.

Captain Stout reported that the Traffic Department had made a survey of the vehicle
traffic at the intersection of Richmond Avenue and N. W. 3rd Streets. This survey
coincided with the one taken a year ago. Captain Stout stated the Traffic Department
has no objections of placing an adult crossing guard at this intersection. The Board
should emphasize the importance of teaching the children to use this crossing. After
careful study and consideration, Mr. Gehr moved that a reliable adult be employed as a
crossing guard at the intersection of Richmond Avenue and Northwest 3rd Street. Mr.
Keller seconded this motion and on voice vote was carried.

Dear Mr. Jameson:
The Traffic Division has received several complaints from residents residing on
South 6th Street. from South "E" Street to South "H" Street about the present traffic
congestion that now 'exists 'within the' two 'block area. They are complaining about the
present two-way traffic that is now being permitted. This street from the points
mentioned above is only 22 feet wide. It take 7 feet of roadway to park a vehicle at the
curb. This leaves only 15 feet of roadway for two-way traffic. This is not enough
roadway for the safe and free flow of traffic. Vehicles are meeting headon and if there
is no curb room to pull over on the west side of the street to permit passing one or the
other motorists have to back up and find an open place at,the curb. At times motorists
are forced to pull over to the curb some distance away if they see a vehicle approach-
ing to permit passing. Some years ago the fire dept. was called to the area and the
fire truck was blocked by vehicles not being able to yield out of the way of the truck
and the truck was blocked. After this incident parking was eliminated on the east
side of the street to ease the situation. This parking ban helped the problem but it
did not solve it all together and we still have a bad traffic problem. We do not want
to take parking off the west side of the street as this would create serious parking
problenj for all residents on both sides of the street. The only solution we have
to solve the problem is to make South 6th Street from South "E" Street to South "H" .
Street a one-way street. The street widens at South "H" Street and two-way traffic
can be maintained from this point south.
On February 3rd and 4th, 1967 Sgt. Martin of the Traffic Division canvassed the
area and talked with 55 people out of the 56 familits living on both sides of the
area in question and all were in favor of a one-way street south-bound.. Therefore we
are recommending to the Board of Public Works and Safety that to assure the safe and
free flow of traffic on South 6th Street from South "E" Street to South "H" Street
that this portion of the street be made a one-way street. If approved, the appropriate
signs^ will be posted indicating a one-way street. A copy of the survey made by the
Traffic Division is attached and each affected resident has signed his or her name for
approval.

The Traffic Division of the Richmond, Ind. Police Dept. is of the opinion that due
to the narrow width of South 6th Street from South "E" Street south to South "H" Street
that this street should be made a one-way street south bound fromthe above points
mentioned. This street is 22 feet wide. Parking is permitted on the west side of the
street at this time and will be permitted if the street is converted to a one-way street.
The traffic division has received complaints from time to time complaining about not
being able to pass on-coming vehicles unless there is curb room available to pull over
and yield. This is not always available. The traffic division is conducting a survey
of the people that will or would be affected by the proposed change and they are being
asked what their opinion is of the recommendation by the traffic division. The results
of the survey are listed below.
The survey showed that 55 out of possible 56 residents that would be affected..
The one person that didn't sign is confined to the hospital. The 55 persons signed
their names being in favor of South 6th Street from South "E" to South "HY Street
one-way southbound. Mr. Gehr moved the Board go on record of approving South 6th
Street, from South "E" Street to South "H" Street one-way in a southbound direction,
and further an ordinance be prepared for Council's consideration. Mr. Keller seanded
this motion and on voice vote was carried.
Captain Stout reported that the Traffic Department is preparing preliminary plans
to eliminate the traffic hazard that exists at the intersection of North )th and "D"
Streets, which will be submitted to the Board in the near future. q"
The Traffic Department requested that consideration be given by the Board to give
support to a bill that is before the 1967 Legislature and recommended by the Bureau of
Motor Vehicles that would affect owners of motorcycles. If Legislature fails to pass
this bill,- the City should take action by ordinance to give relief to the nuisance
which is caused by operators of motorcycles in the city.

III Mr. Gehr moved Estimate No. 3363 be approved, and further the City Controller
notify the Richmond Power and Light Plant of this action. Mr. Keller seconded
the motion and on voice vote was carried.
Mr. Jameson reported that through a misunderstanding, the required letter
to Mrs. Roberta Satterfield in regards to appearance before this Board to show
cause why the order of Building Commissioner had not been complied with, had
not been sent. Mr. Jameson will see that the required letter will be sent
requesting the appearance of Mrs. Satterfield on the date of February 16,
1967 at 10:00 a.m.

Police cruiser #102 (Dodge-station wagon) requires a repair due to motor failure.
The repair of equipment account 2-25-252 (L-8) has a balance as of this date of
$232.05, remaining from. an appropriation of $1,000. According to the Police garage
mechanic the above balance or more will be required to put this ambulance in shape.
Attached is a list of disbursements from this account, saving the above mention-
ed balance still in the account as of February 16,`, 1967, which is a month and one-
half since January 1, which exhausts the account for the year.
Request an additional appropriation of $2,000, for repair of equipment account
2-25-252 (L-8). It is estimated that this amount might possibly keep all equipment
in good repair.

Mr. Gehr moved the request be approved and further an ordinance be prepared for
Council's consideration to make the transfer of $2,000.00 from General Cash Operating
Fund to Police Budget Account NO. L-8 (2-25-252) Repair of Equipment. Mr. Keller
III seconded this motion and on voice vote was carried.
Chief Stultz requested permission to purchase two new cars for the Police
Department and trade-in units Nos. 104 and 108. Mr. Gehr moved the request be granted
and further the advertising be prepared to receive bids March 9, 1967. Mr. Keller
seconded this motion and on voice vote was carried.
Chief Price recommended that Jerry Cotter be advanced from probationary fireman
to the rank of regular fireman as of February 16, 1967. Mr. Keller moved the Board
concur in the recommendation of the Fire Chief, seconded by Mr. Gehr and on voice
vote was carried.
Chief Price requested permission to attend Fire Instructor's Conference in
Memphis, Tenn. March 20th through March 24th, 1967. Mr. Keller moved the Board
grant permission to Chief Price, seconded by Mr. Gehr and on voice vote was carried.
