recommend their bid be accepted. Mr. Gehr moved the Board concur in the recommend-
ation of the Chief of Police, seconded by Mr. Keller and on voice vote was carried.
Mayor Cordell stated that arrangements had been made to send three line police
officers and four firemen to the Foreman's School which is being sponsored by Earl-
ham College in the evening classes for 6 - 8 weeks. The police and fireman will be
named at a later date.
The Board will make arrangements to meet with local sub-division developers to
discuss the subject of, providing the posting of various types before a sub-division is .
started.
Mr. Jameson reported that a deficit of $48,644.63 owned by the Civil City to the
Richmond Power and Light for street lighting at the beginning of 1964 has been paid
in full. The budgets for 1965, 1966 and 1967 were prepared by the Board of Works
to pay $15,000.00 per year to pay off the deficit.
Chief Price presented ,specifications for a pick-up truck to be used by the
Richmond Fire Department for grass and brush fire fighting apparatus.
Mr. Gehr moved the Board approve the specifications and further that the date of
February 16, 1967 bids will be received and opened. Mr. Keller seconded this motion
and on voice vote was carried.
Chief Price recommended that Eugene Ward be appointed as probationary fireman,
starting February 7, 1967. Mr. Ward has satisfactorily passed all requirements to be
appointed to the Fire Department.
Mr. Gehr moved that the Board concur in the recommendation of Chief Price,
seconded by Mr. Keller and on voice vote was carried.
The Health Inspectors reported that fourteen merchants in the downtown area were
not co-operating in the clean-up drive. Mr. Keller moved that letters be sent to the
fourteen business firms stating that violations of the city trash ordinances must halt
or prosecution will be initiated.0 Mr. Gehr seconded this motion and on voice vote
was carried.
Mrs. Ray Swiney requested permission from the Board to place banner type signs
across U.S. 40 and U.S. 27 calling attention to National Girl Scout Week, March 12-18,
1967. Mr. Gehr moved the request be granted provided permission is approved by the
State Highway Department. Mr. Keller seconded this motion add on voice vote was
carried. The Clerk to notify Mrs. Swiney of the action taken.

meeting adjourned.

Dear Sir: Re: Leland Ramey
Mr. Ramey's personal physician has recommended that due to physical conditions
that Mr. Ramey be considered for disability pension. This recommendation was made by
letter on January 19, 1967, by Charles V.Sage, M.D.
James R. Guthrie, M.D. , the doctor..-for the firemen's pension fund, discussed the
findings with Dr. Sage. Dr. Guthrie's opinion is that Mr. Ramey's condition warrants
his retirement from active duty, due to his disability.
With this report from these medical officers, I recommend that Leland Ramey be
placed on disability pension, effective February 11,1967. Mr. Ramey was appointed to the
Department October 1, 1948, and has fullfilled his duties as a loyal and hard-working
fireman. -

Gentlemen:
On October 27, 1966, the Board of Public Works and Safety consented that a
permit- be'issued••for the remodeling and repair of-the-above condemned property.
A permit was issued by the Building Commissioner to Mrs. Satterfield on November
2, 1966, to repair condemned house to code, including wiring, plumbing and general
repair. This permit was issued with the provisions that windows and doors be in=
stalled by November 19th, 1966, and the house be made livable by February 1, 1967.
Windows and doors on the first floor were installed by specified date, but
there are still no windows on the second floor.
I request that you•cause notice to issue to the owner to show why the specifi-
cations of the Building Permit have not been complied with.

requesting that she appear before this Body Thursday, February 9, 1967 at the hour of
10:00 o'clock a.m. to show cause why the order of the Building Commissioner hasn't
been complied with. Mr. Gehr seconded this mottion and on voice vote was carried
Mr. Gehr presented the final Assessment Roll No. 1078-1966 and moved its
adoption and further that notice be sent to each property owner, and that a pu is
hearing be held on the date of March 2, 1967 at the hour of 10:00 o'clock a.m. (est).
Mr. Jameson seconded this motion and on voice vote was carried.

The Board reconvened at the hour of 1:00 o'clock p,m.
Mr. Norman Pilgrim, Mr. Clinton and others met with the Board to report on the
progress of the proposed new City Building.
Chief Stultz presented a letter of attachment setting out charges against
Hollis Lowe, a member of the Richmond Police Department in the capacity of the rank
of a Captain. After considering the charges against Hollis Lowe as set out in the
letter from Chief Stultz to the Board, Mr. Kel'er .moved that all the documents filed
by Chief Stultz be received and filed, and further the date of February 9, 1967 at the
hour of 10:00 o'clock a.m. (est) be set as the date and time for the hearing to be
held in the Mayor's office in the City Building in the City of Richmond, Indiana to
hear charges filed by Chief Stultz of order of insubordination and conduct unbecom-
ing' of an officer in refusing to attend the Foremanship Schooling which is being
held at Earlham College. Mr. Gehr seconded this motion and on voice vote was un-

The Board instructed Gitief Stulte to prepare a letter informing Hollis Lowe
of the date and time of hearing on the charges submitted and further this letter be
delivered in person to Hollis Lowe or leave a copy of the same at the last and usual

the Chief of Police, William K. Stultz, has charged me with being guilty of disobedience
of orders and conduct unbecoming an officer in my failure and refusal to attend a
Foremanship school at Earlham College and that a hearing was to be held to determine
whether or not I should be demoted to Patrolman.

Mr. Gehr moved the Board concur in the recommendation of the Fire Chief,
seconded by Mr. Keller and on voice vote was carried.
Chief Price advised the Board that #2 Pumper which was damaged at the inter-
section of North 5th and "A" Streets can be used in emergency. The body still is
in need of repair.
A notice of injury claim against the City was filed:

INJURIES SUFFERED: Swollen knee, and probably a cartilage torn, scars to the leg
and knee.

Tuition & Etc. is $150.00. The department has money in the instruction account to
cover the costs.

Mr. Gehr moved the three line officers be enrolled in Earlham College Foremanship
Program, seconded by Mr. Keller and on voice vote was carried.
The Clerk presented proof of publication of Notice To Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana on the dates of January 16-23, 1967. Said notice designated that the Board
of Public Works and Safety would on the date of February 2, 1967 at the hour of
10:00 o'clock a.m. (est) open and read aloud bids received for removal of trees in
City of Richmond. Mr. Keller examined the proof of publication and found the same
to be correct and in order and moved the same be received and filed. Mr. Gehr
seconded this motion and on voice vote was carried.
February 2, 1967 at the hour of 10:00 o'clock a.m. (est) designated as the date
and time to open and read aloud the following bids received:
Foister Miracle $12.00 per tree
Beaver Tree Service 40.00 " "
Don McBride, Park Superintendent, was present. The Board asked if Mr. Miracle
had performed according to specifications required the past few years that he has
held the contract for tree removal. McBride stated that Mr. Miracle had performed
according to specifications and would recommend his bid be accepted. Mr. Gehr moved
the bid of Foister Miracle be accepted and further a contract be prepared for
signatures of the Board of Works and Mr. Miracle. Mr. Keller seconded this motion and
on voice vote was carried.
Building Commissioner Calvelage presented the following which was read aloud:
