After a lengthy discussion and careful consideration, Mr. Keller moved tte' above
installations be approved and further Mr. Jameson notify the Light Plant of this
action. Mr. Gehr seconded this motion and on voice vote -was carried.
The Clerk presented proof of publication of Notice to Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana, on the dates of January 3-10, 1967. Said notice stated that sealed proposals
would be received on January 19, 1967 for furnishing the Richmond Police Department
with three (3) 1967 model station wagons with trade-in allowance on two (2) Plymouth
station wagons and one (1) 1965 Dodge station wagon, according to specifications on
file in the office of the Police Department of Richmond, Indiana. Nor. Keller
examined the proof of publication and found the same to be correct and in order and
moved the proof of publication be received and filed. Mr. Gehr seconded this motion �
and on voice vote was carried.
January 19, 1967 at the hour of 10:00 a.m. being the date and time designated
to receive and open proposals received. The following proposals were opened and
read aloud:

Wells Pontiac
Kurdys Chevrolet, Inc.
Mr. Keller moved the bids be referred to Chief Stultz and Mr. Jameson for
tabulation, seconded by Mr. Gehr and on voice vote was carried.
Building Commissioner Calvelage reported to the Board that the property located
at West Elm amd Walnut Drive owned by Mary Sasser is about two-thirds demolished
by the owner. Mr. Calvelage gave an extension of 60 days from this date to complete
the job by the owner.
There being no further business on motion duly made, seconded and carried the
meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY mF THE
CITY OF RICHMOND, INDIANA, JANUARY 26, 1967
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Building, Thursday, January 26, 1967 at the hour of
9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being
present: Mr. Gehr and Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Keller and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
voice vote was carried.
Councilman John Hilligoss and members of the Baxter P.T.A. appeared before the
Board requesting that a crossing guard be hired for aiding school children across
N. W. 3rd and Richmond Avenue. December 1, 1966, the Baxter P.T.A. requested the
placement of an adult guard at said intersection. This request was referred to
Captain Stout for study and recommendation. Captain Stout did on December 6, 1966
make a traffic survey and recommended to the Board of Works on December 8, 1966 that
the request be denied. The Board concurred in the recommendation of Captain Stout.
After hearing Mrs. Patricia Dalbey and Principal Mr. George of Baxter School, who
spoke on the need of a crossing guard, Mr. Keller moved the request be reopened for
further study by the Traffic Division and report badk their findings. Mr. Gehr
seconded this motion and on voice vote was carried.
Mr. Jack Green appeared before the Board in behalf of the Holy Family Church.
Mr. Green stated that there is planned an expansion program to build a new church
`tes:;rof , :he present Holy Family Church. Three properties will be effected. It is
desired that the Board give approval to move the three homes that will be effected
to new sites. The Board granted permission with condition that the Traffic, Division
be contacted as to what routes will be used, the dates that the moving of said houses
will be in effect and also notify the utilities.
Mrs. Ray Heiman, a representative of the Welcome Wagon, appeared before the
Board requsting permission to erect signs on North and South U.S. #27 amd East and
West #40. Mr. Gehr moved the request be granted with provision that the State
Highway gives permission. This motion was seconded by Mr. Keller and on voice
vote was carried.
Chief Stultz presented the following tabulation of bids for three station wagons
that were received January 19, 1967.

Chief Stultz stated that Kurdys' Chevrolet met the specifications and he would
recommend their bid be accepted. Mr. Gehr moved the Board concur in the recommend-
ation of the Chief of Police, seconded by Mr. Keller and on voice vote was carried.
Mayor Cordell stated that arrangements had been made to send three line police
officers and four firemen to the Foreman's School which is being sponsored by Earl-
ham College in the evening classes for 6 - 8 weeks. The police and fireman will be
named at a later date.
The Board will make arrangements to meet with local sub-division developers to
discuss the subject of, providing the posting of various types before a sub-division is .
started.
Mr. Jameson reported that a deficit of $48,644.63 owned by the Civil City to the
Richmond Power and Light for street lighting at the beginning of 1964 has been paid
in full. The budgets for 1965, ,1966 and 1967 were prepared by the Board of Works
to pay $15,000.00 per year to pay off the deficit.
Chief Price presented specifications for a pick-up truck to be used by the
Richmond Fire Department for grass and brush fire fighting apparatus.
Mr. Gehr moved the Board approve the specifications and further that the date of
February 16, 1967 bids will be received and opened. Mr. Keller seconded this motion
and on voice vote was carried.
Chief Price recommended that Eugene Ward be appointed as probationary fireman,
starting February 7, 1967. Mr. Ward has satisfactorily passed all requirements to be
appointed to the Fire Department.
Mr. Gehr moved that the Board concur in the recommendation of Chief Price,
seconded by Mr. Keller and on voice vote was carried.
The Health Inspectors reported that fourteen merchants in the downtown area were
not co-operating in the clean-up drive. Mr. Keller moved that letters be sent to the
fourteen business firms stating that violations of the city trash ordinances must halt
or prosecution will be initiated., Mr. Gehr seconded this motion and on voice vote
was carried. sA
Mrs. Ray Swiney requested permission from the Board to place banner type signs
across U.S. 40 and U.S. 27 calling attention to National Girl Scout Week, March 12-18,
1967. Mr. Gehr moved the request be granted provided permission is approved by the
State Highway Department. Mr. Keller seconded this motion add on voice vote was
carried. The Clerk to notify Mrs. Swiney of the action taken.
There being no further business on motion duly made, seconded and carried the
meeting adjourned.

Fire Chief Price presented the following which was read:

Dear Sir: Re: Leland Ramey
Mr. Ramey's personal physician has recommended that due to physical conditions
that Mr. Ramey be considered for disability pension. This recommendation was made by
letter on January 19, 1967, by Charles V.Sage, M.D.
James R. Guthrie, M.D. , the doctor-for the firemen's pension fund, discussed the
findings with Dr. Sage. Dr. Guthrie's opinion is that Mr. Ramey's condition warrants
his retirement from active duty, due to his disability.
With this report from these medical officers, I recommend that Leland Ramey be
placed on disability pension, effective February 11,1967. Mr. Ramey was appointed to the
Department October 1, 1948, and has fullfilled his duties as a loyal and hard-working
fireman. -
