Mr. Gehr checked the figures of the only bid received that was under the
Engineer's estimate which was the bid of the Mike Delucio and Son in the amount of
$9,643.20 and moved the Board sign the Terms of Acceptance of this bid. Mr. Keller
seconded this motion and on voice vote was carried.
Mr. Gehr presented specifications for the purchase of a new 1967 4-door sedan to
be used by the City Engineer Department with a trade-in allowance on a 1962 4-door
Chevrolet.
Mr. Keller moved the Clerk prepare the advertising to receive bids for a new car
for the Engineering Department as per specifications submitted and further the date
of January 12, 1967 at the hour of 10:00 o'clock bids would be opened and read aloud.
Mr. Gehr seconded this motion and on voice vote was carried.
Mr. Gehhr presented the following tabulation of bids received for furnishing the
Street Department with a Front End Loader; the bids considered were those that bid on •
the Diesel Engine which was quoted in all bids received.

Mr. Burelison reported that the equipment that the Indiana Equipment Company
would furnish is much heavier and larger than the equipment of the Rudd Equipment
Company, and would better serve the department. He also stated that he had made visits
to other places where the Indiana Equipment had furnished their machine and found
that the performance in each case was excellent and would recommend the bid of the
Indiana Equipment Company as submitted. Mr. Gehr moved the bid of the Indiana Equip-
ment Company in the net sum of $13,963.00, seconded by Mr. Keller and on voice vote
was carried.
Mr. Gehr moved that the Board of Public Works sign an Agreement between the
City of Richmond, Indiana and Mr. Harold E. Bevender, a developer. This agreement
involves the developer, Mr. Bevender to construct a Sanitary Sewer along National
Road West, between West 20th and 22nd Streets. The City Engineer will prepare an
assessment roll for each lot involved. The developer will assume the cost of the
entire project and as each new home attaches to the sewer a charge as appears on the
assessment roll will have to be paid to the developer. This procedure can be found
UNDER PRIVATE CONTRACT, 15 year law, as given in Burns,- Statutes Chapter 182, 1955.
Mr. Keller seconded the motion to sign the agreement and on voice vote was carried.
There being no further business on motion duly made, seconded and carried the
meeting adjourned.

BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 22, 1966

The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Building, Thursday, December 22, 1966 at the hour of 9:00 o'clock
a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr
and Mr. Keller. The following business wad had to-wit:
Mr. Keller read the minutes of the previous meeting in full and moved the same
be approved as read. This motion was seconded by Mr. Gehr and on voice vote was
carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
voice vote was carried.
Mayor Cordell announced there will be committees appointed to study the updating
of the present Building Code of Richmond, Indiana.
The following correspondence was read:

Gentlemen:
Request permission to have George Raper Brouse Jr. , age 29, appointed to the
Richmond Indiana Police department as a probationary officer.
Mr. Brouse has passed all of the requirements necessary to become a probationary
officer on the Richmond Police department.
With the Boards permission will have the records show that Mr. Brouse will be
placed on the Police department pay roll January 1, 1967.

Mr. Keller moved the recommendation of the Chief be approved, seconded by Mr.
Gehr and on voice vote was carried.

Mr. Keller announced that he had on file options on the properties that are
to be executed for purchase for the land for a new City Building and requested
authority from this body to exercise the same. Mr. Gehr moved the request be
granted, seconded by Mr. Jameson and on voice vote was carried.
The Clerk presented proof of publication of Notice To Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana, on the dates of December 5-12, 1966. Said notice stated that sealed proposals
would be received and opened on the date of December 22, 1966 for furnishing the
Police Department with three Station Wagons, three two-door sedans, with trade-in
allowances on one 1965 Plymouth Station Wagon, one 1965 Dodge Station Wagon, one
1965 Plymouth Station Wagon, one 1965 2-door Ford Sedan, one 1965 2-door Ford Sedan
and one 1964 2-door Chevrolet Sedan, all in accordance with specifications on file.
III Mr. Keller examined the proof of publication and found the same to be correct and in
order and moved the proof of publication be received and filed. Mr. Gehr seconded this
motion and on voice vote was carried.
December 22, 1966 at the hour of 10:00 o'clock a.m. being the date and time to
open and read aloud all proposals received. The following proposals were opened and
read aloud:

Raper Dodge Sales
Kurdy's Chevrolet, Inc.
Mr. Gehr moved the proposals be referred to the Chief of Police and Mr. Jameson
for study and recommendation, seconded by Mr. Keller and on voice vote was carried.
The Clerk presented proof of publication of Notice To Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana, on the dates of December 5-12,1966. Said notice stated that sealed proposals
would be received on December 22, 1966 for furnishing labor and material for the
construction of a Sanitary Sewer on North 15th Street, from the manhole on North side
of North "H" Street to a point 235 feet South as provided in Improvement Resolution
No. 1080-1966. Mr. Keller examined the proof of publication and found the same to
be correct and in order and moved the proof of publication be received and filed.
Mr. Gehr seconded this motion and on voice vote was carried.
December 22, 1966 at then.nhour of 10:00 o'clock a.m. being the date and time
designated to receive and open proposals received. The following proposals were
opened and read aloud:

Mr. Gehr examined the bids and found that the bid of Mike DeLucio and Son to be
the lowest bid received and in order. Mr. Gehr moved the Board sign the Terms of
Acceptance of the bid of Mike DeLucio and Son in the amount of $1,633.00, seconded
by Mr. Keller and on voice vote was carried.
Captain Stout reported that the Traffic Division had made a survey of the
request of the Holy Fa ily School Board for the installation of the proper signs to
enforce making Soutgi, and "A" Streets a 4-way stop and also the placement of
"Slow Children" signs in the alley running from S.W. 9th Street to S.W. 7th Street.
Capta3S rq?commended that Southwest 8th and "A" Streets be made a 4-way stop. He
also reported the "Slow Children" signs had been placed in the area requested.
Mr. Zeller moved the Board concur in the recommendation of Captain Stout of
making S. W. 8th and "A" Streets a 4-way stop and further the proper signs be
erected for the enforcement. This motion was seconded by Mr. Gehr and on voice vote
was carried.
The Board requested Mr. Keller to prepare the agreements for fire protection
between the City of Richmond, Indiana and Spring Grove and Wayne Township.
Mr. Robert Goens reported that there were several merchants in the downtown
area who are not co-operating with the clean-up program. The Board advised Mr. Goens
to call on the violators again and if there isn't any co-operation given, steps will
be taken as provided in the ordinance to bring the offenders. into court, to show cause
why the orders haven't been complieiwith. Mr. Keller requested that a study be made
of the City's responsibility of gathering the trash. It was thought that there might
be some updating in the method of collecting trash.
Mr. Thomas Milligan, Attorney for the property of Julia Rhodes, 313 South 9th
IrStreet, which was ordered condemned, appeared before the Board requesting an extension
of 30 days on the order to demolish said property. This property is in the provess
of being sold to Mr. Bud Cox. Mr. Keller moved the request of the 30 day extension
be granted, seconded by Mr. Gehr and on voice vote was carried.
Mr. Thomas Milligan, Attorney for the property of Wesley Howard andWilliam James,
which was ordered condemned, appeared before the Board requesting an extension of 60 days
on the order to demolish said property. This property is in the process of being sold
to a reputable buyer. Mr. Keller moved the request of 60 days be granted, seconded by
Mr. Gehr and on voice vote was carried.
There being no further business on motion duly made, seconded and carried the
meeting adjourned.
