HomeMy Public PortalAbout12-15-1966 JL 5 1t Mr. Jameson stated that the Board of Public Works had made a careful 'analysis of the six competitive bids that were received September 15, 1966. It is the desire of the Board to furnish the City of Richmond, Indiana the best initial franchise for the City and ti-e lowest monthly charge to the subscribers. After careful consideration and study, the Boardof Public Works and Safety recommends" the proposal of the Clearview Cable of Richmond, Indiana as being the choice. This company shows that it has both substantial financial and technical qualifications. The President of the Board of Works stated that any of the applicants present would be heard at this time. All present who desired to speak were heard. The President then announced that a public hearing would be tentatively set December 28, 1966'. After the hearing an ordinance will be prepared for Common Council's consideration to give final approval to the firm for a franchise before the Board of Public Works and Safety can sign any contract agreement. Mr. Keller moved the Board of Public Works and Safety go on record as of this date of approving the Clearview Cable of Richmond, Indiana as being the applicant recommended for a non-exclusive franchise for C.A.T.V. for the City of RRichmond, Indiana and further the date of December 28, 1966 at the hour of 10:-00 o'clock a.m '(est) be the date and time for a public hearing that is prescribed by law. Mr. Gehr seconded this motion and on voice vote was carried. There being no further business on motion duly made, seconded and carried the meeting adjourned. Reeg, Cl k **************x x x x x****x x x*x x x x******** #H;**x x x x***************X-4HHH*******x x x x BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 15, 1966 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Building, Thursday, December 15, 1966 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being` present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being III read aloud, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Don McBride, Park Superintendent, appeared before the Board to show hanger- type flower box that could be attached to the light poles. The hanger is constructed of aluminum and is very sturdy and attractive and could be used to help beautify the downtown area when filled with flowers or shrubs. Mr. Gehr moved that twenty four of these hangers at the price of $4.75 be purchased and placed at the intersections of Main Street between 5th and 10th Streets as an experimental project, provided the Light Plant gives consent for the use of the light poles. Mr. Keller seconded this motion and on voice vote was carried. Tom Atkinson, Dairy Inspector, made a request that a resolution be prepared for Council's consideration to transfer the sum of approximately $7,500.O0.that now exists in the Dairy Fund which are fees collected by the City of Richmond and deposited in the Dairy Fund. Mr. Atkinson requested this money be transferred to the Wayne County Health Department. Mr. Keller moved the request be denied, seconded by Mr. Gehr and . on voice vote was carried. - Mr. Keller moved that the applicants for a license to operate a Rooming House as provided in the New Housing Code be advised that the applications will be received, but the date of April 1, 1967 would be the date that the license would be granted. The reason given for this action is that it will require this amount of time to make the proper inspection before a license could be issued. Mr. Gehr seconded this motion and on voice vote was carried. The Clerk presented proof of publication of Notice To Bidders printed in the Richmond- Palladium-Item, a local newspaper of general circulation, on the dates of November 20 and December 7, 1966. Said notice designated that the Board of Public Works and Safety would receive and open sealed proposals on the date of December 15, 1966 at the hour of 10:00 o'clock a.m. , for the construction of a Sanitary Sewer in Catalpa Drive, west of U.S. No. 27 North. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. December 15, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time to open and read aloud all bids received. The following bids were opened and read aloud: A and D Excavating Company, Inc. , Richmond, Indiana $10,302.26 Mike Delucio and Son, Richmond, Indiana 9,643.20 DeBolt Concete Company, Richmond, Indiana 10,090.00 City Engineer's Estimate 10,008.15 IL 5-2 Mr. Gehr checked the figures of the only bid received that was under the Engineer's estimate which was the bid of the Mike Delucio and Son in the amount of $9,643.20 and moved the Board sign the Terms of Acceptance of this bid. Mr. Keller seconded this motion and on voice vote was carried. Mr. Gehr presented specifications for the purchase of a new 1967 4-door sedan to be used by the City Engineer Department with a trade-in allowance on a 1962 4-door Chevrolet. • Mr. Keller moved the Clerk prepare the advertising to receive bids for a new car for the Engineering Department as per specifications submitted and further the date of January 12, 1967 at the hour of 10:00 o'clock bids would be opened and read aloud. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Geir presented the following tabulation of bids received for furnishing the Street Department with a Front End Loader; the bids considered were those that bid on the Diesel Engine which was quoted in all bids received. Bidder Net Price Rudd Equipment Company $13,085.00 Indiana Equipment Company 13,963.00 MacAllister Machinery Company 15,600.00 Deeds Equipment Company 15,500.00 Reed-Holcomb Company 19,995.00 Panke Machinery Company 15,720.00 Mr. Burelison reported that the equipment that the Indiana Equipment Company would furnish is much heavier and larger than the equipment of the Rudd Equipment Company, and would better serve the department. He also stated that he had made visits to other places where the Indiana Equipment had furnished their machine and found that the performance in each case was excellent and would recommend the bid of the Indiana Equipment Company as submitted. Mr. Gehr moved the bid of the Indiana Equip- ment Company in the net sum of $13,963.00, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved that the Board of Public Works sign an Agreement between the City of Richmond, Indiana and Mr. Harold E. Bevender, a developer. This agreement involves the developer, Mr. Bevender to construct a Sanitary Sewer along National Road West, between West 20th and 22nd Streets. The City Engineer will prepare an assessment roll for each lot involved. The developer will assume the cost of the entire project and as each new home attaches to the sewer a charge as appears on the assessment roll will have to be paid to the developer. This procedure can be found UNDER PRIVATE CONTRACT, 15 yearlaw, as given in Burns Statutes Chapter 182, 1955. Mr. Keller seconded the motion to sign the agreement and on voice vote was carried. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business wad had to-wit: Mr. Keller read the minutes of the previous meeting in full and moved the same be approved as read. This motion was seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Mayor Cordell announced there will be committees appointed to study the updating of the present Building Code of Richmond, Indiana. The following correspondence was read: - December 22, 1966 111 Board of Public Works & Safety Richmond, Indiana Gentlemen: Request permission to have George Raper Brouse Jr. , age 29, appointed to the Richmond Indiana Police department as a probationary officer. Mr. Brouse has passed all of the requirements necessary to become a probationary officer on the Richmond Police department.
