INDIANA, DECEMBER 8, 1966 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Building, Thursday, December 8, 1966 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business wa' had to-wit: Mr. Keller moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Chief Stuttz presented the following which was read aloud: December 8, 1966 Board of Public Works & Safety Richmond, Indiana Gentlemen: Request permission to have officer Charles E. Benner Jr. moved up to rank of regular patrolman, Dec. 16, 1966. Officer Benner was appointed probationary officer December 16, 1965, and has done his best toward learning to do police duties. With the board's permission will have the records show that 116 will be a regular patrolman December 16, 1966. Respectfully, /s/ William K. Stuttz Chief of Police Mr. Gehr moved the Board concur in the recommendation of promoting Charles E. Bener to the rank of a regular patrolman as of December 16, 1966. Mr. Keller seconded this motion and on voice vote was carried. Captain Stout presented the traffic survey made December 6, 1966 between the hours of 8:00 a.m. and 4:00 p.m. at the following intersections: Richmond Avenue and N.W. 1st, N.W. 2nd, N.W. 3rd and N.W. 4th Streets. Captain Stout is of the opinion that the intersection of N.W. 3rd and Richmond Avenue does not warrant the posting of an adult school crossing guard. Mr. Gehr moved the request for a crossing guard at the intersection of Richmond Avenue and N.W. 3rd Street be denied and further the copy of the Traffic Survey be filed for inspection by interested persons. Mr. Keller seconded this motion and on voice vote was carried. Robert Goens, of the Health Department, reported there isn't much cooperation of the merchants in solving the clean up program. Chief Price presented the following which was read aloud: December 7, 1966 Henry Jameson, President Board of Public Works and Safety City of Richmond, Indiana Dear Sir: I recommend that - Bill Neal Jackson, 2505 N.W. 15th Street, City of Richmond Indiana be appointed as a probationary fireman, starting December 16, 1966. Mr. Jackson has satisfactorily passed all requirements to be appointed to the Fire Department. Sincerely, /s/ Malvern Price, Chief Richmond Fire Department City of Richmond,Indiana Mr. Keller moved the Board concur in the recommendation of the Fire Chief for the appointment of Bill Neal Jackson as probationary fireman starting December 16, 1966. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Jameson presented the following letter which was read aloud: December 1, 1966 Mr. Henry Jameson City Controller City Building Richmond, Indiana Dear Sir: As you are aware, there are a number of General Telephone Co. paystations located on municipal property throughout the city. Our normal procedure is to pay a 10 percent commission on the gross revenue on each station. In Richmond, this procedure has not been followed. We would like to begin to pay this commission to the city for the paystations involved. The amount of revenue to the city woulld be relatively substantial as most of these coin teldphones do a good business. I would appreciate your advising me as to whom the monthly commission checks should be paid. We would like to make this effective with our December billing. Sincerely, /s/ W. A. Prosser District Commercial Manager Mr. Jameson stated that he would advise the General Telephone Company that the mothly commission checks should be paid to the City Controller. A letter of request was received from the Wayne County Tuberculosis Association to station a Mobile X-Ray Unit on South 8th Street at Knollenberg's west entrance during the week of December 12th through December 16th. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Mr. Keller presented the following Dedication Agreement; THIS AGREEMENT, Made and entered into this 8th day of December, 1966, by and between Harold Davis and Audrey Davis, husband and wife, of Wayne County,Indiana, herein after referred to as "Grantors", and City of Richmond, Indiana, acting by and though its Board of Public Works and Safety, hereinafter referred to as"Grantee", WITNESSETH: That in consideration of One Dollar (1.00) and other valuable considerations, the receipt whereof is hereby acknowledged, the Grantors do hereby dedicate unto the Grantee for the use of the public as a street or highway, a strip of land now owned by said Grantors, which strip of land hereby dedicated is described as follows: 111 "Being a part of Lot Number Nine (9) in Salter's Greenwood Addition to the City of Richmond, Wayne County, Indiana, in the Northwest Quarter of Section Nine (9), Township Thirteen (13) North, Range One (1) West, and being more particularly described as follows: Beginning at a point on the west line of South Sixteenth Street in said City of Richmond, Indiana, two hundred ninety-one (291) feet north of the southeast corner of Lot Number Sixty-eight (68) Marymount Addition to the City of Richmond, Indiana; thence north, parallel to the east line of said quarter section one hundred fifty-nine (159) feet, more or less, to the south line of South "L" Street; thence eastwardly along the south line of South "L" Street fifty-two (52) feet to the east line of said quarter section; thence south along said quarter section line one hundred fifty-nine (159) feet, more or less; thence west- wardly, parallel to the south line of South "L" Street fifty- two (52) feet to the place of beginning,containing an area of nineteen hundredths (0.19) acres, more or less." all as shown on the plat which is attached hereto, made a part of this Agreement and marked Exhibit "A". In consideration of the fregoing dedication, the Grantee hereby agrees to build and construct, at its own expense, a sidewalk, curb and gutter along the entire west IIIside of the above described strip of land, to be completed by May 15, 1967;and to grade and pave the surface of said street within said time. Grantee further agrees to construct said roadway, sidewalk, curb and gutter in such a manner as not to damage the certain four trees on grantors property located near the west edge of the strip of land above described. Maley, Attorney-at-law. Mr. Keller moved the Board of Works sign the agreement and further the Dedication Agreement be recorded in the Wayne County Recorder's Office. Mr. Gehr seconded this motion and on voice vote was carried. The following letter was received from the Holy Family School Board: November 30, 1966 Mr. Ather J. Reeg, Clerk Board of Public Works and Safety City of Richmond, Indiana 47374 Dear Mr. Reeg: Thank you for your letter of October 21, advising me of the Board's denial of our request to close a portion of Southwest 8th Street as a play area for one hour each school day. We appreciate the Board's concern for the safety of our children. We hope that that same concern for public safety will lead the Board to grant two other requests, which the Holy Family School Board recommended that I forward to you: (1) That the intersection of Southwest A and Southwest 8th Streets be made a four-way stop. Currently only traffic along 8th Streets must stop at this corner, even though there is a not insignificant amount of traffic along Southwest A as well. Since many of our children must cross this intersection on their way to and from school, we believe their safety would be greatly enhanced if both streets were made stop streets. There seems to be some precedent for this: The corner of Southwest A and Southwest 16th Streets, which is located in the same position (approximately) relative to Westview School, is a four-way stop. (2) That "Slow-Children" signs be placed in the alleys running from Southwest 9th to Southwest 7th between West Main and Southwest A Streets; especially that these signs be placed near intersections of these alleys with 9th and 8th street. The alley running eastward from 9th Street leads directly into the school yard, and the alley running westward from 7th Street enters 8th Street directly opposite one of the entrances to our schoolI.yard. We would appreciate the Board's giving these matters attention at its earliest convenienee. We thank you and all members ofthe Board for the time and attention they have given to our requests. - Sincerely, /s/ Gilbert Klose, Chairman Holy Family School Board Mr. Gehr moved the requests be referred to the Traffic Department for study and recommendation, seconded by Mr. Keller and on voice vote was carried. The Clerk presented proof of publication of Notice To Bidders, printed im the Richmond Palladium-Item, a local newspaper of general circulation in the City of Richmond, Indiana, on the dates of November 21-28, 1966. Said notice designated the date of December 8, 1966 at the hour of 10:00 o'clock a.m. the Board of Works would open and read aloud all bids received for furnishing the Street Department with one (1) Front-end Loader (new model) per specifications with trade-in on one (1) 1950 D4 '. Caterpillar Dozer. Mr. Keller examined the proof of publication and found the same to • be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. December 8, 1966 at the hour of 10:00 o'clock a.m.(est) being the date and time designated in sad notice to open and read aloud all bids received. The following bids were received and read aloud: Rudd Construction Equipment Co. , Inc. , Indianapolis, Indiana Mcllister Machinery Co. , Indianapolis, Indiana Indiana Equipment Co. , Indianapolis, Indiana Panke Machinery Co. , Indianapolis, Indiana Reid-Holcomb, Indianapolis, Indiana Deeds Equipment Co. , Lawrence, Indiana Mr. Keller moved all the bids be referred to Mr. Burelison and Mr. Gehr for tabulation and recommendation, seconded by Mr. Gehr and on voice vote was carried. The Board next considered the matter of making a choice for a non-exclusive. - Community Antenna Television System franchise to serve the City of Richmond, Indiana. All applicants 'were given notice by letter from Mr. Jameson that the Board of Works I would meet in the City Building on December 8, 1966 at the hour of 10:00 o'clock to make the announcement of the choRRe of applicant. Mr. Jameson stated that the Board of Public Works had made a careful analysis of the six competitive bids that were received September 15, 1966. It is the desire of the Board to furnish the City of Richmond, Indian the best initial franchise for the City and t1-e lowest monthly charge to the subscribers. After careful consideration and study, the Boardof Public Works" and Safety recommends" the proposal of the Clearview Cable of Richmond, Indiana as being the choice. This company shows that it has both substantial financial and technical qualifications. The President of the Board of Works stated that any of the applicants present would be heard at this time. All present who desired to speak were heard. The President then announced that a public hearing would be tentatively set December 28, 1966. After the hearing an ordinance will be prepared for Common Council's consideration to give final approval to the firm for a franchise before the Board of Public Works and Safety can sign any contract agreement. Mr. Keller moved the Board of Public Works and Safety go on record as of this date of approving the Clearview Cabe of Richmond, Indiana as being the applicant recommended for a non-exclusive franchise for C.A.T.V. for,�t1e City of ichmond, Indiana and further the date of December 28, 1966 at the- hour of 1D:-0© o'clock a;MT'(est) be the date and time for a public hearing that is prescribed by law. Mr. Gehr seconded this motion and on voice vote was carried. There being no further business on motion duly made, seconded and carried the meeting adjourned. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Don McBride, Park Superintendent, appeared before the Board to show hanger- type flower 1-ex that could be attached to the light poles. The hanger is constructed of aluminum and is very sturdy and attractive and could be used to help beautify the downtown area when filled with flowers or shrubs. Mr. Gehr moved that twenty four of these hangers at the price of $4.75 be purchased and placed at the intersections of Main Street between 5th and 10th Streets as an experimental project, provided the Light Plant gives consent for the use of the light poles. Mr. Keller seconded this motion and on voice vote was carried. Tom Atkinson, Dairy Inspector, made a request that a resolution be prepared for Council's consideration to transfer the sum of approximately $7,500.00 that now exists in the Dairy Fund which are fees collected by the City of Richmond and deposited in the Dairy Fund. Mr. Atkinson requested this money be transferred to the Wayne County Health Department. Mr. Keller moved the request be denied, seconded by Mr. Gehr and . on voice vote was carried. - Mr. Keller moved that the applicants for a license to operate a Rooming House as provided in the New Housing Code be advised that the applications will be received, but the date of April 1, 1967 would be the date that the license would be granted. The reason given for this action is that it will require this amount of time to make the proper inspection before a license could be issued. Mr. Gehr seconded this motion and on voice vote was carried. The Clerk presented proof of publication of Notice To Bidders printed in the Richmond,Palladium-Item, a- local newspaper of general circulation, on the dates of November 20 and December 7, 1966. Said notice designated that the Board of Public Works and Safety would receive and open sealed proposals on the date of December 15, 1966 at the hour of 10:00 o'clock a.m. , for the construction of a Sanitary Sewer in Catalpa Drive, west of U.S. No. 27 North. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. December 15, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time to open and read aloud all bids received.
