Civil Engineering Site and Subdivision Design Environmental Permitting Land Use Planning TASK ORDER 2023-01 THIS TASK ORDER IS ISSUED PURSUANT TO THE STANDARD MASTER AGREEMENT FOR PROFESSIONAL SERVICES DATED MAY 11, 2021 (AGREEMENT), FOR THE CITY OF CRESTVIEW, FLORIDA, WHICH IS INCORPORATED HEREIN BY THIS REFERENCE, WITH RESPECT TO Professional Engineering and Consulting Services for Design and Permitting of a Roundabout along Mirage Avenue Article A. Purpose The City of Crestview (CLIENT) has seen significant population growth and commercial development/redevelopment in recent years and that growth has led to an increase in traffic. This increase in traffic has created the need to improve access management along the main thoroughfares in the City, specifically along Mirage Avenue between Crosson Street and State Road (SR) 85 (S. Ferdon Boulevard). This is in an area of high intensity commercial development and will provide access to the new Crestview Commons development which will be completed soon and will generate yet another increase in traffic for this corridor. The traffic entering these high intensity commercial developments, combined with the proximity to SR 85 creates grid lock at the signalized intersection nearest to the SR 85/Interstate 10 (1-10) interchange. Article B. Scope of Services Introduction The CLIENT has identified a parcel of land located at the southwest comer of Malibu Street and Mirage Avenue as a potential site to enable this project and improve access management for the area. The purpose of Task Order 2023- 01 is to authorize Alday-Howell Engineering, Inc. (AHE) to proceed with the professional engineering and consulting services for design, permitting and bidding of a new roundabout intersection and traffic improvement along Mirage Avenue. In order to complete this task, Malibu Street must be realigned so it matches up with Crosson Street and a roundabout will be constructed at the three-way intersection of Mirage Avenue and these two side streets. The traffic separator will be placed between the roundabout and the SR 85/Mirage Avenue intersection. The construction of this project will utilize the existing right of way in the area, but it will also require right of way acquisition. The limits of this acquisition will be evaluated as part of this scope. Task 1— Data Collection and Site investigations Site -specific investigations will be required to obtain the field data needed to evaluate site characteristics, design requirements, and potential impacts of realigning and constructing new roadways. The site -specific investigations, which will be completed as part of this task, include a general assessment of site characteristics, and a hydrogeologic investigation. Task 1.1— Design Survey The design survey for this project will be conducted by Southeastern Surveying and Mapping Corporation (SSMC). It will include a full Digital Terrain Model (DTM) of the existing conditions to include the area within the existing right of way for the project limits. The DTM will also cover the area outside the right of way that is anticipated to be acquired Maiiina Address Post Office Box 494 Marianna, FL 32447 Marianna Office 3017 Highway 71 North Marianna, FL 32446 infoc aidavhowell.com Ph: (850) 526-2040 Fax: (850) 526-4740 Crestview Office 4100 S. SSMC shall develop and provide the Primary and Secondary Horizontal and Vertical control as part of the design survey. Task 1.2 —Utility Designations This subtask includes locating all utilities within the project limits by contacting Sunshine 811. As -built documentation shall be requested from each utility owner for verification of complete designation, and a field review will be conducted to ensure that field designated data is included on the Conceptual Plan detailed in Task 2 below. Task 1.3 — Geotechnical Exploration The geotechnical explorations and analysis for this project will be conducted by a subconsultant Environmental and Geotechnical Specialist, Inc. This subtask includes mobilization to the site and preparing a Geotechnical report. EGS will conduct lab tests to include particle size analysis every 5 feet (9 tests), Plastic limit and liquid limit every 20 feet (2 tests), and Organic test every 20 Feet (2 tests). The field investigation will include mobilization and the following borings: • Roadway: Install 5-5 foot Hand Augers (25 Feet) • SWMF: Install 1-20 foot SPT Borings and 1-10 foot Cased Hole Piezometer (20 feet 11 Cased Hole) Report will include the following: Subsurface materials encountered, Measured groundwater and estimated "normal" seasonal high groundwater, geotechnical design parameters for the proposed SWMF (Horizontal and Vertical Permeability, Saturation, Confining Layer Elevation, SHGW, Porosity, subgrade preparation), and Geotechnical recommendations for roadway (over -excavation, subgrade preparation). Task 1.4 — Environmental Investigation This subtask will include wetland delineation for the project area to be picked up by the survey crews. AHE will subcontract with Environmental and Geotechnical Specialists, Inc. (EGS) to perform these field investigations for the traffic project. Task 2 — Conceptual (30%) Plan and Engineer's Opinion of Probable Construction Cost The intended outcome of this task will be to obtain preliminary design approval from the CLIENT of the traffic improvement project. A conceptual plan will be developed using the 2018 Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways (2018 Florida Greenbook), showing the geometry of the improvements and the anticipated limits of construction. An Engineer's Opinion of Probable Construction Cost (EOPCC) will be prepared in conjunction with this conceptual plan for the CLIENT's review and comment. AHE will conduct a preliminary design review meeting to review comments and obtain any additional questions that should be addressed in the final construction plans and specifications. Under this Task, AHE will deliver the following items: • Conceptual Plans for roadway realignment project. Two (2) hard copies and one (1) PDF copy will be submitted. • Engineer's Opinion of Probable Construction Cost Task 3 — Conceptual Permit Application The intended outcome of this task will be to obtain conceptual approval from FDOT and FDEP of the planned work by the CLIENT. We anticipate that this project will require an individual ERP permit. Upon acceptance by the state agencies, this conceptual approval will be used to develop a detailed design for construction permitting. The team will coordinate with the regulatory agencies to attempt to obtain a reviewed exemption or general ERP; however, if the regulatory agencies determine that an individual ERP is required the team will prepare a supplemental amendment in the amount of the permit application fees. City of Crestview - Task Order 2023-01 Page 2 of 5 Task 4 — Detailed Plans and Specifications Upon completion of the Conceptual Approval phases, AHE will provide design services to develop construction plans and detailed technical specifications for the roundabout project utilizing the 2018 Florida Greenbook. AHE will prepare the following submittals and transmit to the CLIENT for review and comment: Subtask 4.1 - 60% Plans Submittal The 60% submittal package will provide detailed component drawings that include Roadway, Signing and Pavement Markings, Drainage, Signalization (as needed), Survey Control, Maintenance of Traffic, and a list of pay items to be used for the project. Subtask 4.2 - Utility Coordination Utility Coordination for this project will be conducted by AHE. This coordination will include field meetings with individual utility owners, a utility design meeting, reviewing markups and work schedules, and conducting an in-house utility constructability review. Subtask 4.3 - 90% Plans Submittal The 90% submittal package will provide detailed component drawings that include Roadway, Signing and Pavement Markings, Drainage, Signalization (as needed), Survey Control, Maintenance of Traffic, and Summary of Quantities.
