After much discussion on the "Junk" car complaint, the Board decided that-Mr. Gedvillas should be contacted and be requested to furnish the Clerk with the names and addresses of all owners of land that are in conflict with the zoning ordinance. When the names are supplied, the Clerk was directed to send a letter to each one to appear before the Board to show cause of the violation, on the date of November 10, 1966 at the hour of 10:00 a.m. (est). Mr. Jameson presiding with the following member being present: Mr. Keller. Mr. Gehr being absent. The following business was had to-wit: Mr. Keller moved the minutes of the previous meeting be approved without reading aloud, seconded by Mr. Jameson and on voice vote was carried. Mr. Keller moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Mayor Cordell presented and read the following: - • November 10, 1966 Edward L. Cordell, Mayor Board of Public Works and Safety City of Richmond, Indiana Gentlemen: It is with deep re^ret that this letter is being written to you. I am. tendering my resignation as Chief of the Richmond Fire Department in order to enter private business. Said resignation is tot ake effect at the end of the day, November 15, 1966, at which time I will request that my name be placed on the pension roll. My twenty-five (25) -years of service was completed July 17, 1966. • Your Honor, I wish to thank you sincerely for the opportunity of serving as Fire Chief. This was a wonderful climax to a very rewarding career as a fireman. • I wish also to take this opportunity to express my appreciation to the fine III gentlemen of the Board of Works and of the Council for the complete cooperation I have received on the recommendations given them for their approval. It is gratifying to know that the department from which I am retiring is.a very • fine Fire Department - ,second to none - and Lam confident that my successor Will,con- tinue to make it better. Sincerely, /s/ Ernest Fredricks, Chief “ Richmond Fire Department City of Richmond, Indiana Mayor Cordell stated that it was with much regret that the City was losing such a devoted member of his staff who had served Richmond both as a fireman and as chief for the past 25 years. 19 Mr. Keller moved that the Board go on record of giving a vote of thanks to Chief Fredricks for the many years that he has given to the City in the capacity of a member of the Fire Department and his continuous work of upgrading the Department that is recognized throughout the United States as one to be proud of. Mr. Jameson seconded this motion and on voice vote was carried.' Mayor Cordell appointed Assistant Chief Malvern Price to the tank of Chief as of November 15, 1966. _ Mr. Keller moved the Board concur in the appointment of Assistant Chief Malvern Price as Chief, seconded by Mr. Jameson and on voice vote was carried . ' Chief Fredricks stated that he had received a request from William Meinsen, fireman, for the privilege of moving out of the City limits into the area of the Smith- Esteb Home. Fireman Meinsen has the required length of service to warrant this. request, therefore it is recommended the request be granted. IIIMr. Keller moved the Board concur in the recommendation •of the Chilif, seconded by Mr. Jameson and on voice vote was carried. Chief Stultz presented the following which was read in full: . Board of Public Works & Safety November 4, 1966 Richmond, Indiana • . Gentlemen: Recommend with regret that the Board accept Mr. Clarence Banning's resignation. Mr. Banning has been a crossing guard at So. 13th & E St. since the beginning of • the school year, Sept. 19a. He has always done more than was expected of him. Respectfully, /s/ William K. Stultz • Chief of Police Mayor Cordell and others joined in a ceremony of giving Clarence Banning high praise for-the job well done as a crossing guard since 1964. Richmond, Indiana Gentlemen: - • Request permission to promote Cecil Scott Loper from rank of probationary patrolman to the rank of regular patrolman.. Officer Loper was appointed to the Police department November 16, 1965, as a III• probationary offi cer. He has become a willing and conscious officer. With the Board's permission.will have the records show that Officer Loper was pro- moted to regular patrolman November "16, 1966. Respectfully, /s/ William K. Stultz Chief of Police Mr. Keller moved that Cecil Scott Loper be promoted to the rank of regular patrolman as of November .16, 1966. Mr. Jameson seconded this motion and on voice vote was carried. Chief Stultz presented a request from the Phi Chi Epsilon Sorority to place an army truck on .East Main Street to start the project of Merry Xmas on the dates of November • 14, 18 and 19 from noon until 5:00 p.m. Chief Stultz recommended that the permission. , be granted and the location be in the 700 block of East Main Street. Mr. Keller moved the request be granted, seconded by Mr. Jameson and on voice vote was carried. • The following was presented and read aloud: Eugene T. Williams D.D. S. Cordell, Mayor Richmond, Indiana 47374 City Building Richmond, Indiana November 9, 1966 Dear Sirs: I write on behalf of the Richmond Y' s Men's Club to request that we be permitted, again this year, to use the City owned property on South West llth Street next to the Police Radio Station for the sale of Christmas Trees as we have for the past few years: IIIWe should also like, to have permission to use the fenced area around the radio tower ' for storage of trees as we have done in the past. Your cooperation on this matter in the past has been most helpful to us, and we look forward to a similar relationship for this year. Most Respectfully, /s/ Eugene- T. Williams, D.D.S. Chairman Y's Men's Christmas Tree Project Mr. Kellar moved the request be granted, seconded by Mr. Jameson and on voice vote was carried. Mr. Charles Placke, Vice Chairman of the Y's Men Christmas Tree Project, appeared before the Board and requested permission to locate a 12 ' x 10' portable building in the area south of the Police Radio Station. This building to house and store equipment that is necessary for the Xmas Tree project. It was also requested that permission be given to construct a gate at the expense of the Y's Men Cluh in the Southwest corner of the present enclosure;. . Both-of these requests were referred to Chief Stultz to make studY and recommendation. I ( Mike DeLucio and Son sent the following to the Board: 11-3-66 Huber Grader and Operator Clearing Snow on U.S. 40 and I.R. 70 (NO CHARGE) Mr. Keller moved that a letter of thanks be sent to Mike- DeLucio and Son express- ing gratitude for assisting the City dig out of the recent snowstorm and not charging for the same. Mr. Jameson seconded this motion and on voice vote was carried. Mr. Gedvillas filed the report of his findings on Junk Cars in the City. His report and pictures attached shows that the following people are in violation of the zoning ordinance: Roy Cates, Herbert Stern, George Byrd, Bruce Houchin, Jack Edelman, Elmer Stanton, Roy Caplinger, Phillip Berman.) and Kenneth Street. After much discussion the Board set the date of November 17, 1966 at the hour of 10:00 a.m. to have each of the above to appear before the Board. Mr. Gedvillas is to submit all the information necessary for the Board to explain why they are in violation of the zoning ordinance. Mre-Jameson-p-r-e-siding---wi-th the--fol-lowi-ng--_membe.rs-being-=present ---Mr-.--Gehr, Mr. Jameson presiding -with the following members being present: Mr. Getr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without reading aloud, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Mayor Cordell. reported that 'Mr. Magaw had resigned as manager of the Richmond • Airport and Mr•. Joe Smith had been appointed as manager. All of the equipment at the Airport has been checked for the coming winter season. Mr. Gehr presented a request from the Robbins Associates to cut the curb at 113 South 7th Street for a drive-way and moved said request be approved. Mr. Keller second- ed this motion and on voice vote was carried. Chief Stultz presented a report on the man hours and miles traveled by the Auxiliary Police Department. The Auxiliary Police are a group of volunteers that give their time and vehicles to assist the Richmond Police Department in emergency activities without being compensated. Chief Stultz said this group of men are devoted to their work and their help during the Halloween season aided very much to keep vandalism at a very low figure. After much discussion, Mr. Keller moved that a resolution be prepared for Councils consideration to transfer $2,000.00 from the Police Department Budget Account No. L-1, Payrolls, to Police Department Account No. L-la, Extra Help with stipulation that this amount of money be administered under the supervision of the Head of the Auxiliary Police. Mr. Gehr seconded this motion and on voice vote was carried. The Clerk announced that Malvern Price had been duly sworn in as Chief of the Fire Department.
