HomeMy Public PortalAbout11-03-1966 • 137 BOARD OF -PUBLIC WORKS AND SAFETY OF THE - - - CITY OF RICH"IOND, INDIANA, NOVEMBER 3, 1966 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Building Thursday, November 3, 1966 at the hour of 1yp6 o'clock a.m. (est). Mr. Jameson presiding with the following members hieing present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Keller moved the minutes of the previous meeting be amended to insert the amendment in regard to the matter of the condemnation proceedings.of real estate owned by William H. James in the approval of the minutes of October 27, 1966. Mr. Keller moved the minutes of the previous meeting be approved as amended L;; without being read aloud, seconded by Mr.. Gehr and on voice vote was carried. ,Mr. Gehr moved the claims be allowed and paid, seconded.by Mr. Keller and on voice vote was carried. Mr. Ellsworth McGown appeardd before the Board requesting the extension of time from November 12, 1966 to December 1, 1966 to move a house from the corner of North 19th and "J'! Streets to a new location at 1021 North "J" Street. This house will be converted into a garage. Mr. Keller moved the extension of time be granted, seconded by Mr. Gehr and on voice vote was carried. • Bert Russell, Captain of the Detectives, was called into the meeting and given high praise -for the recent apprehension of juveniles that had been damaging parking . meters on the Municipal Parking lots. Mr. Gehr moved that the regular_meeting of the Board be set for Wednesday, November 23, 1966 instead of Thursday, November 24, 1966, which is Thanksgiving Day. Per. Keller seconded this motion and on voice vote was carried. Mr. Jameson reported that the calculating machine in the City Controller's office should be replaced with a new one. Mr. Gehr moved that publication be prepared to receive bids for anew calculating machine for the City Controller's Office according to specifications, and further, thie bids be received Wednesday, November 23, 1966 at the hour of 10:00 a.m. (est). Mr. Keller seconded. this motion and on voice vote was carried. Mr. Burelison, Street Commissioner, requested the preparation of an ordinance to transfer the sum of 6350.00 from Street Department Budget Account No. S-24 (4-42,-425) Sewer Materials, to Street Department Budget Account No. S-28 (5-51) Insurance, The . records show a balance in S-28, Insurance of 040.60 and there currently exists an unpaid claim in the amount of $275.50. Mr. Gehr moved an ordinance be prepared to make the above transfer of money, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented plans, specifications, profile and. estimate of costs to construct a sanitary sewer on Catalpha Drive, west of U.S. #27 North. Mir. Gehr moved. the plans, specifications, profile and estimate of cost be approved, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented Improvement Resolution No. 1078-1966 for the construction of a sanitary sewer on Catalpha Drive, west of U.S. #27 North and moved the adoption of Improvement Resolution No. 1078®1966. Mr. Keller 'seconded this motion and on :voice vote was carried. Mr. Gehr moved that the date of Wednesday, November 23, 1966 at the hour of 10:00 o'clock a.m. (est) be the time and date for a public hearing on I.R. No. 1078-1966, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented plans, specifications, profile and estimate of costs for the construction of a sanitary sewer on North 15th Street, from the manhole on North side of North "H" Street, to a point 325 feet south. Mr. Gehr moved the plans, specifications, profile and estimate of costs be approved, seconded by Mr. Keller .and on voice vote was carried. Mr. Gehr presented Improvement Resolution No. 1080-1966, for the construction of a sanitary sewer- on North 15th Street, from the manhole on North side of North "H" Street, to a point 235 feet south which is to be paid out of the Barrett Assistance , Fund. Mr. Gehr moved the adoption of Improvement Resolution No. 1080-1966 to c onstruct a Sanitary Sewer on North 15th Street, from the manhole on North side of North"H" Street, to a point 235 feet south. Mr. Keller seconded this motion and on voice vote was carried. Mr. Gehr moved that the publication be prepared to receive bids to do the work as provided in Improvement Resolution No. 1080-1966 and further the date of Wednesday, November 23, 1966 at the hour of 10:00 a.m. (est) be the date and time to receive bids. Mr. Keller seconded this motion and on voice vote was carried. Mr. Gehr presented Assessment Roll No. 10.77-1966 for the construction of a Sanitary Sewer beginning at the first alley south of South "C" Street on South 3rd Street and running to South "D" Street, thence west to the interceptor sewer. Mr. Gehr mowed the adoption of Assessment Roll No. 1077-1966 and further the date of Thursday, December 1, 1966 at the hour of 10:00 o'clock a.m. (est) be the date and time for a public hearing. Mr. Keller seconded this motion and on voice vote was • carried. Mr. Cyrus Hollingsworth, Councilman, presented a letter to the Board of the residents an N v Paris Pike complaining of the high crown on New Paris Pike and also the' "Junk" cars in the area owned by Mr. Hines. 128 Mr. Gehr explained that the •high crown on New Paris Pike is a matter for the State Highway and should be referred to the same. After much discussion on the "Junk" car complaint, the Board decided t hat,Mr. Gedvillas should be contacted and be requested to furnish the Clerk with the names and addresses of all owners of land that are in conflict with the zoning ordinance. When the names are supplied, the Clerk was directed to send a letter to each one to appear before the Board to show cause of the violation, on the date of November 10, 1966 at the hour of 10:00 a.m. (est). Total Cost/Mo. • Install 2 - 250 Multiple Mercury Vapor Pendant Type Street Lights on Wood Poles $4.00 -$8.00 • Mr. Gehr moved the two estimates be approved, seconded by Mr. Keller and on voice vote was carried. There being no further business on motion duly made, seconded and carried the meeting adjourned. Mr. Jameson presiding with the following member being present: Mr. Keller. Mr. Gehr being absent. The following business was had to-wit: Mr. Keller moved the minutes of the previous meeting be approved without reading aloud, seconded by Mr. Jameson and on voice vote was carried. - - Mr. Keller moved the claims be allowed and paid, seconded by Mr. Jameson' and on voice vote was carried. Mayor Cordell presented and read the following: November 10, 1966 Edward L. Cordell, Mayor Board of Public Works and Safety City of Richmond, Indian. Gentlemen: It is with deep regret that this letter is being written to you. I am. tendering my resignation as Chief of the Richmond Fire Department in order . to enter private business. Said resignation is to t ake effect at the end of the day, November 15, 1966, at which time I will request that my name be placed on the pension roll. My twenty-five (25) -years of service Vas completed July 17, 1966. Your Honor, I wish to thank you sincerely for the opportunity of serving as Fire Chief. This was a wonderful climax to a very rewarding c areer 'as a fireman. I wish also to take this opportunity to express my appreciation to the fine - , ' Ill gentlemen of the Board of Works and of the Council for the complete cooperation I have received on the recommendations given them-for their anproval. It is gratifying to know that the department from which I am retiring is .a very • fine Fire Department - ,second to none ---and I 'am confident that my successor ,wll,con- tinue to make it better. Again I say thanks to you, Mayor Cordell.
