Hurd, 1220 North "H" Street, Joseph and or Lorraine Payne, 238-South 13th Street; William Harvey James, 1213 North "G" Street , and John A. Black, 1638 Oakland Avenue. - Mr. Keller moved that a hearing date be set by the Building Commissioner request- ing -the individuals that are owners of f.he above buildings to appear before this Board to show cause why the order of condemnation hasn't been conformed with, and. further that a letter be delivered in person and also a registered letter be sent that sets out the date and time of the hearing. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Gehr brought to the attention of the Board that Dolly and Bronston Leavell had been over charged $72.7)4 on Assessment Roll No. 1061-1963, for construction of a • Sanitary Sewer in Porterfield Avenue. Mr. Gehr moved the sum of $72.74 be charged to the City's share of the construction of the sewer. This motion was seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the Board sign the Contract for Engineering services for Street Improvements and related Surface Water Drainage facilities by and between the City of Richmond, Indiana and the Henry B. Steeg and Associates. Mr. Keller seconded this motion and on voice vote was carried. Mr.Christman Dog Warden, requested that a resolution be prepared for Council's consideration to transfer $55.00 from the Dog Warden Budget Account No. 0-5 (3-32-321) Gasoline, ' to Dog Warden Budget Account No. 0-7 (3-32-323) Tires and Tubes. The truck used by the Dog garden is in need of two new tires and tubes. Mr. Jameson moved the resolution be prepared for Council'-s consideration to make the above transfer, seconded by Mr. Gehr and on voice vote was carried. Mr. Jameson presiding with the following members being present: Mr. Gehr and .Mr. Keller. The following business was had, to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. - The League of Women Voter's requested permission to locate a booth in front of the G. H. Knollenburg Store October 21, between the hours of 9:00 AW. to 9:00 P.M. This booth to be used to hand out Non-Partisan Election Information for the election to be held on November 8, 1966. Mr. Keller moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Captain Stout reported that the Traffic Division had made a study of the request from the Palladium-Publishing Corporation for one additional parking space and recommend- ed. the request be denied. Mr. Keller moved the Board concur in the recommendation and further that a letter be sent to the Palladium advising them of this action. This motion was seconded by Mr. Gehr and on voice vote was carried. Captain Stout reported that the Traffic Division had made a study of the request from the Holy Family School Board to close S.W. 8th, from West Main Street to Southwest "A" Street, from 12:00 noon until 1:00 p.m. each school day. Captain Stout recommended the request be denied. Mr.- Gehr moved the Board' concur in the recommendation 'of Captain Stout and further a letter be sent to the Holy Family School Board and also to Mr. Clifford Dickmanr:=of this action. This motion was seconded by Mr. Keller and on voice vote was carried. Chief Stultz requested permission to send Officers David Carter and Howard• Rai ley to a Drunk-O-Meter school to be held at I.U. Medical Center, Indianapolis on the dates October 31st through November 5th, 1966. ' The total cost to be approximately $180.00. Nr. Keller moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Chief Fredricks reported that the building on North 15th Street, between North G and H Streets had been burned to the ground by the Fire Department. Chief Fredricks reported that the American Insurance Association reported that the proposed quarters for the new Engine Company No. 7 near the junction of Hayes., Road and National Road is good, and a company in this area would become more important as growth and annexation took place to the east. , Chief Fredricks recommended the appointment of James-Allen Sticco as probationary fireman as of October 23, 1966. Mr. Sticco has passed all the requirements to be appoint- ed. Mr. Keller moved that James Allen Sticco be appointed as probationary fireman as of October 23, 1966, seconded by Mr. Gehr and on voice vote was carried. 35 The Board next considered the matter of the condemnation order of the Commissioner of Buildings relative to certain real estate owned by Joseph and Lorraine Payne, 1028 North "H" Street, for property located at 238 South 13th Street. The owner failed to appear and the Board heard August H.Calvelage, Commissioner of Buildings, concerning the condemnation. Upon motion by Mr. Keller, seconded by _ Mr. Gehr the Board unanimously affirmed the order of the Commissioner, condemning the structure located on said real estate. Mrs. Roberta J. Satterfield, owner of the property located at 1220 North "G" Street, appeared before the Board as requested by the Board. Mr. Satterfield was given until this time to show estimates of the costs to remodel the structures located on said real estate for human habitation. Mrs. Satterfield was not prepared to give this information. The Board consented to give one more week for the Satterfield's to produce the estimates of costs that would be required to remodel the structure for human habitation. Mr. Gehr moved that the W.G. R. Realty Company be granted permission to cut the • curb located at 11428 North 'IA" Street for a driveway. Mr. Keller seconded this motion and on voice vote was carried. Mr. Gehr recommended that the residents that want a Sanitary Sewer extended from the area of North 12th and New Paris Pike should circulate a petition requesting the construction of a Sanitary Sewer. Mr. Jameson reported that the State of Indiana Tax Commissioner has approved the transfer of funds that was provided_ in Ordinance No. 2224-1966., "AN ORDINANCE TO A APPROPRIATE $280,000.00 FROM THE CUMULATIVE BUILDIIB FUND FOR PURCHASE OF LAND ON WHICH TO CONSTRUCT A NEG! MUNICIPAL BUILDING". Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed,and paid, seconded by Mr. Jameson and on voice vote was carried. Mayor Cordell stated that Trick or Treat night will be scheduled for Friday, October 28, 1966. All children are urged to stay in their own neighborhood. The Civil Defense will aid in patroling the city to assist the Police Department. Captain Bert Ke -ler of the Police Department presented the following: Chief of Police, Bill Stultz October 11, 1966 City_- Building Richmond, Indiana Dear Sir: Enclosed please find application for Orville F. Clark to work for Earlham College as a member of the Earlham Police Department. If this meets with your approval, we request that Orville Clark be sworn in as a special Earlham policeman. Clark has been checked out by the Richmond Indiana Police Dept. We have found he is a citizen in good standing in this community. There is no objections to Mr. Clark being appointed as a special Earlham College policeman, as far as the Richmond Police department is concerned. Respectfully, /s/ William K.
