BOARD OF PUBLIC WORKS AND SAFETY OF THE -
- CITY"OF RICHMOND, INDIANA OCTOBER 6, 1966 -
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall in said City, Thursday, October 6, 1966 at the hour of 900
o'clock a.m. (est). Mr. Jameson presiding with the following member being present:
Mr. Keller. Mr. Gehr being absent. The following business was had to-wit:
Mr. Keller moved the minutes of the previous meeting be approved without being
read aloud, seconded by Mr. Jameson and on voice vote was carried.
Mr. Keller moved the claims be allowed and paid, seconded by Mr. Jameson and on
voice vote was carried.
Frank Hubbard and E vy Goldner, co-chairmen of the Earlham Homecoming, were in
attendance and requested permission to stage a home-coming parade .November 4, 1966. The
IIIroute to be from the campus to the Tivoli Theatre. Mr. Keller moved the request be
granted and further the Traffic Division co-operate with the committee. This motion
was seconded by Mr.' Jameson and on voice vote was carried.
Mrs. Joe Bolt, 902 Locust Drive, appeardd before the Board to report that the two
junk cars on herpremises will be removed immediately.

Chief Stultz presented the following:

I recommend that the resignation of Allen Duane Baker be accepted.
III Officer Baker turned his equipment, and the attached letter to Asst. Chief Russell,
and has not reported for duty since September 30, 1966.

Mr. Keller moved the resignation of Officer Allen D. Baker be accepted as of September
30, 1966, seconded by Mr. Jameson and. 6n voice vote was carried.

Gentlemen: .,
Ask permission to send 3 officers, Sgt. James Heiger, Sgt. Louie Gibbs & Captain
Geiger to Homicide school, that is going to be held at the University of Cincinnati,
Ohio from November 14 through November 19, 1966.
Tuition for each officer is $50.00. Hotel rooms or room is $114.00 for 6 days.
Board will be approx. $30.00 for each officer. Total dxpenses approx. $354.00.
We have sent other officers to this school,_ and it is a good one. We have more
than enough funds in Instruction account to cover these expenses.

Mr. Keller moved the request be granted, seconded by Mr. Jameson and on voice vote
was carried.
Captain Stout presented a request from the Richmond Senior "Hi-Y" to stage a
parade Thursday, October 20, 1966 starting at 6:00 o'clock p.m. Captain Stout outlined
the route and stated that the Traffic Division will handle all safety factors. Mr.
Keller moved the request be granted, seconded by Mr. Jameson and on voice vote was
carried.
Captain Stout reported that a request has been made by all the residents on the west
side of S.W. 1st Street to restrict parking on the west side of S.A. 1st Street, from
S.W/ "E" Street to S.W. "G" Street during the hours of 8:00 a.m. to 4:00 p.m. The reason
for this request is that students are abusing the right to park vehicles in this area by
throwing debris on the properties and also destroying fences.
Mr. Keller moved the parking of vehicles be prohibited on the west side of S.W.
1st Street from S. W. " E" to S.W. "G" Streets from the hours:lof 8:00 a.m. to 4:00
p.m. and further the Traffic Division install the proper "No Parking" signs in said
area. Mr. Jameson seconded this motion and on voice vote was carried.

'I have a letter from fireman Paul Elliott stating his desire to resign from the
Fire Department as of October 1, 1966.

Mr. Keller moved the Board accept the resignation of Paul Elliott from the Fire
Department as of October 1, 1966, seconded by Mr. Jameson and on voice vote was carried.
Councilman Marino made verbal request by telephone October 6, 1966, at the hour of
9:30 a.m. that some of his constituents would like to have an extensio of the storm
sewer from River Court to the New Paris Pike. This request was referred to the City
Engineer for study and recommendation.
• The Dog Warden reported that the department truck is in need of repair in the
amount of $50.00. The 1966 budget does not have this amount in the repair of equip-
ment.
The City Controller moved that a resolution be prepared for Council's consider-
ation to appropriate the sum of $50.00 from the Dog Warden Budget Account (2-24-241),
Services Contractual, Supplies Other than Office Supplies, to Dog Warden Budget Account
(2-25-25Z), Services Contractual, Repair of Equipment, all within the same classification.
Mr. Keller seconded this motion and on voice vote was carried.
Mr. Keller presented prepared new lease between the Joseph H. Hill Company and the
City of Richmond, Indiana for the real estate that the Little League baseball park is
not situated on. This area is located on the northeast corner of N.W. 13th and Peacock
Road. This lease shall commence April 1, 1967, and continue from year to year thereafter.
Mr. Keller moved the Board sign the lease, seconded by Mr. Jameson and on voice vote
was carried.
There being no further business submitted on motion duly made, seconded and
carried the meeting adjourned.

o'clock a.m. (est). Mr. Jameson presiding. The following members were present: Mr. Gehr
and. Mr. Keller. The following business was had to-wit:

Request permission to have Keith Owen Retz, age 26, appointed to the Richmond,
Indiana Police Department as a probationary officer. .. -
Mr. Retz has passed all the requirements necessary-to become a probationary officer
on the Richmond Police Department.
With the Boardspermission will have the records show that Mr. Retz will be -placed
on the Police Department pay.roll October 16, 1966.

Mr. Keller moved that Keith Owen Retz be appointed as probationary officer to the
Richmond Police Department as of October 16, 1966, seconded by Mr. Gehr and on voice
vote was carried.
