Russell, Chief of Detectives of the Richmond Police Department, oresented the following letter in behalf .of Chief Stultz who was not present. The following letter was presented and read aloud: September 15, 1966 Board of Public Works and Safety Richmond, Indiana • Gentlemen: Request permission to have Denzel Williams, age 25, appointed to the Richmond, Indiana, Police Department as a probationary officer. Mr. Williams has passed all the requirements necessary to become a probationary officer on the Richmond Police Department. With the Board' s permission will have the records show that Mr. Williams will be placed on the Police Department payroll October 1, 1966. Respectfully, • /s/ Bert B. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be approved without being read aloud, seconded -by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented Assessment Roll No. 1073-1966 for the improvement of the alley between Lincoln and Pearl Streets from N.W. 3rd to N.W. lath Streets by con- struction the full width of said alley with concrete. Mr. Gehr moved the adoption of Assessment Roll No. 1073-1966, and further the date of October 13, 1966 at the hour of 10:00 a.m. (est) be the date and time for a public hearing. Mr. Keller seconded this motion and on voice vote was carried. Mr. Robert Goens presented a form letter that had been prepared as requested by the Board of Works to be distributed to all commercial establishments in an effort to keep the city clean of garbage and refuse. Mr. Keller examined the form letter and moved the Board approve the same to be delivered to all commercial establishments, seconded by Mr. Gehr and on voice vote was carried. Mr. Goens stated that the Sanitary Department will assist him in making the deliveries of these forms. September 29, 1966 Board of Public Works and Safety Richmond, Indiana Gentle men: I hereby request permission for the Board of Public Works and Safety to promote David Carter from the rank of probationary patrolman to the rank of regular patrolman, due to his completion of one year as probationary officer as of October 1, 1965 until October 1, 1966. _ The above officer has completed all requirements satisfactorily. Russell III Mr. Keller moved the recommendation of the advancement of David Carter from the rank of probationary patrolman to the rank of regular patrolman as of October 1, 1966, seconded by Mr. Gehr and on voice vote was carried. Mr.. Jameson read aloud the following: September 27, 1966 Henry Jameson,, President Board of Public Works and Safety City of Richmond, Indiana - Dear Mr. Jameson: - We have a request from Gateway Builders for two (2) hydrants to be installed in the • Pine Manor subdivision. - I have checked this area and find the request reasonable. Therefore, I recommend to the Board that hydrants be installed at SW 18th and SW 19th and D Streets. Respectfully, /s/ Ernest Fredricks, Chief Richmond Fire Department City of Richmond, Indiana Mr. Keller moved the Board concur in the recommendation of the Fire Chief for the installation of the fire hydrants and further the Clerk notify the Richmond Water Works to make the installations, seconded by Mr. Gehr and on voice vote was carried. Captain eStout presented a request from the Richmond Arts Committee to hold an annual Festival on Monday, October 3, 1966 on East Main Street, from 6th to lOth•Streets between the hours of 6:00 P.M. to 9:00 P.M. Captain Stout stated that the Traffic IIIDivision has worked out all details that are necessary for safety purposes. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Captain Stout reported that Northwest "V" Street is being used and there are some dangerous safety problems involved by not being properly posted with stop signs, yield signs and speed signs. Stout outlined what signs will be needed when the road is com- pleted. Mr. Gehr moved the Traffic Division install all the signs necessary to-promote safety on Northwest "V" Street. This motion was seconded by Mr. Keller and on voice vote was carried. Captain Stout reported his investigation of the request submitted by Mr. and Mrs. Donald Thomas, 1401 S.W. 5th.Street for a 4-way stop at the intersection of S.W. 5th and "D" Street. Captain Stout recommended the request be denied. Mr. Gehr moved the Board concur in the recommendation of the Traffic Division, seconded by Mr. Keller and on voice vote was carried. Captain Stout reported a request from the local J.C. 's to stage a "get out the vote" _parade to be held October 21, 1966. Captain Stout said that his department had made an analysis of the route that will be taken and everything can be worked out as far as traffic safety is concerned. Mr. Gehr moved the request for the parade be granted, seconded by Mr. Keller and on voice vote was carried. Mr. Samuel J. Perrino appeared before the Board requesting permission to obtain a building permit to remodel a building located at 817 North 15th Street, which has been condemned. Mr. Perrino presented his plans to remodel this building that would be satisfactory for human habitation. Mr. Keller said the Board should take this under advisement until October 6, .1966. The Board voted unanimous in favor of taking this matter under. advisement. Mrs. Richard V. Mikesell and Miss Elmira Kempton, representing the Heritage Club, IIIwere in attendance and presented the plan of said Heritage Club to place a 13" x 16" bronze plaque in front of the home of the old John Smith site which is located on South "B" Street between South 2nd and 3rd Streets. Permission was asked that this plaque be placed between the curb and sidewalk. Mr. Gehr moved the request be granted and further the Traffic Division supervise the placement of this plaque, seconded. by. Mr. Keller and on voice vote was carried. Mr. Gehr presented a petition signed by the St. John's- Church to cut the curb at 527 South 7th Street for a driveway to a parking lot. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented the preliminary plans marled "Plan B" that were prepared by R.W. Clinton & Associates. Said plans outlined the floor plans for the proposed new City Building. . 130 Mr. Jameson presented and read the following: - - Richmond, Indiana Mr. Henry Jameson, President September 27, 1966 Board of Public Works & Safety Richmond, Indiana Dear Sir: The Building Committee for the new City Building was unanimous in their approval of the preliminary plans marked as plan "B". This plan is within our ability to pay for, and has all of the projected space requirements that we feel is necessary at present. There is also an area available for expansion if this becomes necessary in the future. With the approval of tie General Committee we will instruct the architect to proceed with the working drawings. Dickman, Chairman Mr. Gehr moved this Board approve the Preliminary drawings Plan B and further the Common Council be notified of this action so they can comment or take any action they deem necessary. This motion was seconded by Mr. Keller and on voice vote was carried.. Building Commissioner `Oalvelage reported that he was involved in a one car accident on Weiss Road and the damage estimated to be done to the City car was $282.01. Mr. Calvelage reported that the 1966 budget in his department doesn't have this amount in it. Mr. Jameson recommended that the sum of $279.20 be appropriated out of General Cash Operating Fund to vover the repair bill. Mr. Gehr moved an Ordinance be prepared for Council's consideration to transfer the sum of $279.20 from the General Cash Operating Fund to cover the repair bill for the Commissioner's car. This motion was seconded by Mr. Keller and on voice vote was carried. Mr. Gedvillas was in attendance to discuss the matter of approval of plans and plats for future sub-divisions. Mr. Gedvillas recommended that the developer be required to submit an approved performance bond when the streets, sewers and utilities are not provid- ed by the developer. The performance bond would protect the City in the event the developer could not finish the sub-division due to death dr bankruptcy. Mr. Gehr moved the Board adopt the policy that on all future approval of sub-division plats where the streets, sewers and utilities are not provided by the developer, a per- formance bond will be required. This motion was seconded by Mr. Keller and onuoice vote was carried. Mr. Jameson presented the following estimates of Street Lighting installations. Est.
