Gehr moved the Board concur in both of the above recommendations and further the proper signs be erected and the crossing be painted. Mr. Keller seconded this motion and on voice vote was carried. Mr. Clifford Rile, owner of a building located at 731 North lhth Street which was ordered condemned by the Building Commissioner, reported that four rooms have been torn down and the three remaining rooms he would like to save. . Mr. Keller requested this be continued until next Thursday before a decision is made. Mr. Keller moved that an ordinance be prepared for ouncil's consideration to reduce the speed on Bridge Avenue from-North 8th Street to Sheridan Street. The speed to be reduced from 30 M.P.H. to 20 M.D.H. The Board approved .the request from the e= r=K Traffic Division June 23, 1966 but no ordinance has been prepared for the enforcement. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Milton Mosteller reported that 23 property owners had been contacted about cutting weeds and 15 have responded to an order to cut the weeds. Mr. Keller presiding with the following member being present: Mr. Gehr. Mr. Jameson being absent. The following business was had to-wit: Mr.. Gehr moved the minutes of the previous meeting be approved without reading aloud, seconded by Mr. Keller and on voice vote was carried. -, • Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and- on voice vote was carried. Building CommissionerCalvelage reported that Mr. Clifford Rile had obtained a permit to tear down the building located at 71h North ll1th Street. Mr. Calvelage also reported that six condemnation proceedings have been filed. ' Si request was made by Mrs. Richard Jessup to place a mobile unit in front of 931 East Main Street, Saturday, September 10, 1966. This unit to be used to register voters and will require two parking spaces during the time in use. - Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Captain Walte r Stout submitted the following recommendations: 1. Place overhead .directional signs over'North "A" at Sixth Street. • 2. Place overhead directional signs on National Road West between West 5th and 6th Streets. The cost of these installations will be approximately ¢616.00. Mr. Gehr moved the .Board concur in the recommendation of Captain Walter Stout, seconded by Mr. Keller and on voice vote was carried. A petition wigned by Henry Gardner et al. residents in the area of Glen Hills Addition was presented. Board of works City of Richmond, Indiana City Building -Richmond, Indiana • Gentlemen: We, -the undersigned, all being residents and property owners abutting onto Woods Drive, Glen HillsDrive and Forest Drive, located in Glen Hills Sub-division, do here- by respectfully petition and request for alteration of prima facie speed limits on said streets from thirty (30) miles per hour to twenty (20) miles per hour, and for Yield signs at appropriate intersections for tie following reasons, to wit: (1) There are, a large number of children residing in the area. There are no sidewalks, and many have to walk or be in said streets. (2) The prima facie speed limit as it now exists; being thirty (30) miles per hour is greater than is reasonable or safe under conditions now existing in said area. (3) A twenty (i20) mile per hour speed limit would offer better protection and safety to residents and children now living in said area. (4) At present there are no designated through streets in said area and "Yield signs" should be placed at appropriate intersections. 127 WHEREFORE, the undersigned do petition and request a traffic investigation and alteration of present prima facie speed limits on said streets to twenty (20) miles ' per hour, and for Yield signs to be placed at appropriate intersections in said area. Mr. Gehr moved that an ordinance be prepared to amend Article V of the Municipal Code, Richmond, Indiana, Section 111.31 Decrease of State Law Maximum Speed to reduce the speed limit from 30 M.P.H. to 20 M.P.H. on Woods Drive, Glen Hills Drive and Forest Drive. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. Mrs. Elsie Stanley appeared before the Board to c omolain about the dust that is being created by the DeBolt Company near the intersection of North 20th and "J" Streets. This was referred to the City Engineer for investigation and report his findings at the next meeting. Mr. Robert Huff appeared before the Board in behalf of the Wayne County Museum. The Museum is sponsoring a Pioneer Day, Sunday, September 18th from 1:00 p.m. to 5:30 p.m. It is requested that parking be prohibited on .said date and between the hours stated, between North llth and 12th Streets on the North side of "A" Street and the 100 block of North 12th Street on the west side. Mr. Gehr moved the request be . granted, seconded by Mr. Keller and on voice vote was carried. Mayor Cordell presented a request of Test School Officials to close South "A" Street from South 22nd to 23rd Streets during the hour of 11:30 A.M. to 12 :30 p.m. during the days said school is in operation. The proper barricades will be placed. and taken down by the Test School Officials. Mr. Keller moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. • Mr. Jameson stated that the Board would open and read aloud all bids received for furnishing the City of Richmond with C.A.T.V. The following firms submitted proposals for a non- exclusive franchise from the City of Richmond, Indiana to provide a cable television to said C ity under the terms of an agreement of franchise proposed by the Board of Public Works and Safety. Meredith Avco, Inc. Direct Channels, Inc. . Richmond Cable Television, Inc. Community Television of Richmond, Inc. American Cable Television, Inc. Clearview Cable, Inc. All :proposals were taken under advisement. to be tabulated. Each firm present was advised that they; would be given a copy of the final tabulation when comple ted. Mr. Mosteller gave an oral report on the weed cutting around the city. The following letter was presented and read in full: September 15, 1966 Board of Public Works & Safety Richmond, Indiana Gentlemen: Request permission to have Donald D. Hazelwander, age 30, appointed to the Richmond IIIIndiana Police Department as a probationary officer. Mr. Hazelwander has passed all the requi'ements necessary to. become a probationary officer on the Richmond Police Department. With the Boards permission will have the records show that Mr. Hazelwander will be placed on the Police Department payroll September. 12, 1966. Respectfully, . /s/ William K.
