As requested by the Chief of Police, we are sending under separate cover several
copies of the "Indiana School Crossing 'Protection Procedure Manual" . We hope these will
be used to help understand the problem and possibly bring out some ideas to aid us in
this particular .problem. They are also useful in educating;;.; both parents and children.
in various aspects of traffic safety.

Mr. Gehr moved the letter be made a record of this meeting, seconded by Mr. Keller
and on voice vote was carried..
IIIStreet Commissioner Burelison requested that an appropriation of $1,500.00 be made
from Motor Vehicle Highway Fund Budget Account No.S-13, Rental of Equipment to Account
No. S-10. Electric Current. The records show that there is a balance of $1,947.52 in
Account No. S-10, Electric Current and the minimum monthly claims are $800.00 per month.
• Mr. Gehr moved that a resolution be prepared for C ouncil's consideration to makes
the above appropriations, seconded by Mr. Keller and on voice vote was carried. -
There being no further business •presented on motion duly made, seconded and carried
the meeting adjourned.

The Board of. Public'Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall Thursday, September 1,9 1966 at the hour of 9:00 o'clock a.m. (est).
Mm. Keller presiding with the following member being present: Mr. Gehr. Mr. Jameson
being absent. The following.business was had to-wit:
Mr. Gehr rroved the minutes of the previous meeting be approved without being read,
seconded by Mr. Keller, and on voice vote was carried.
Mr. Gehr moved the claims .be allowed and paid, seconded by Mr. Keller and on voice
III vote was carried.

I recommend the resignation of Officer Ralph R. Robinson be accepted.
Officer Robinson has another job, and has left the police department as of A ugust
31, 1966.

• Mr. Gehr moved the resignation of Officer R. Robinson be accepted as of August 31,
1966, seconded by Mr. Keller and on voice vote was carried.
Chief of Police reported .that there is a balance of $233.20 in Budget Account No. L-14,
Other Garage and Motor supplies and a balance of C300.00 in Budget Account No. L-13, Tires
III and Tubes to last for the remainder of the year 1966. It is recommended that $1,300.00
be appropriated from Budget Account No. L-1 Payroll to these two accounts.
Mr. Gehr moved an--ordinance be prepared for Council's consideration to make the
above appropriations, seconded by Mr. Keller and on voice vote was carried. •
Sergeant Martin of the Traffic Department presented the following which was read
aloud:

Gentlemen:
The Traffic Division of the Richmond Police Department would like time to discuss
with the Board at the next meeting Thursday, September 1, 1966 the following request:
1. Installation of a "Three-Way" Stop at t1-E intersection of Crestdale Drive and
Northwood Drive in front of the new C restdale School.
2. Installation of a Stop at the intersection of Crestdale Drive and Valley Drive
so that Southbound traffic on Valley Drive would have to stop for Crestdale Drive (inter-
section is now controlled by "YIELD RIGHT OF WAY" sign).

Both requests would also include the Painting on the street surface of the neces...A-
sary crosswalks, obedience lines and'STOP" . Advanced "SCHOOL CROSSING" signs would also
be installed in the proper locations.

Mr. Gehr moved the Board concur in both of the above recommendations and further
the proper signs be erected and the crossing be painted. Mr. Keller seconded this
motion and on voice vote was carried.
Mr. Clifford Rile, owner of a .building located at 731 North 14th Street which
was ordered condemned by the Building Commissioner, reported that four rooms have been
torn down and the three remaining rooms he would like to save. Mr. Keller requested
this be continued until next Thursday before a decision is made.
Mr. Keller moved that an ordinance be prepared for C ouncil's consideration to
reduce the speed on Bridge Avenue from.North 8th Street to Sheridan Street. The speed
to be reduced from 30 M.P.H. to 20 M.P.H. The Board approved the request from the {•
Traffic Division June 23, 1966 but no ordinance has been prepared for the enforcement.
Mr. Gehr seconded this motion and on voice vote was carried. -
Mr. Milton Mosteller reported that 23 property owners had been contacted about
cutting weeds and 15 have responded to an order to cut the weeds.

The Board of Public Works and Safety of the city of Richmond, 'Indiana met in regular

Building CommissionerC'alvelage reported that Mr. Clifford Rile had obtained a - Ill
permit to tear down the building located at 7114 North 1)4th Street.
Mr. Calvelage also reported that six condemnation proceedings have been filed.
A request was made by Mrs. Richard Jessup to place a mobile unit in front of
931 East Main Street, Saturday, September 10, 1966. This unit to be used to register
voters and will require two parking spaces during the time in use. -
Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote
was carried.
Captain Walte r Stout submitted the following recommendations:
1. Place overhead .directional signs over'North "A" at Sixth Street.
2. Place overhead directional signs on National Road West between Nest 5th
and 6th Streets.
The cost of these installations will be approximately $616.00.
Mr. Gehr moved the .Board concur in the recommendation of Captain Walter Stout,
seconded by Mr. Keller and on voice vote was carried.
A petition wigned by Henry Gardner et al. residents in the area of Glen Hills
Addition was presented.

Gentlemen:
We, the undersigned, all being residents and property owners abutting onto Woods .
Drive, Glen Hills.Drive and Forest Drive, located in Glen Hills Sub-division, do here-
by respectfully petition and request for alteration of prima facie speed limits on
said streets from thirty (30) miles per hour to twenty (2p) miles per hodr, and for
Yield signs at aopropriate intersections for -LIE following reasons, to wit:
(1) There are. a large number of children residing in the area. There are ,no
sidewalks, and many have to walk or be in said streets.
(2) The prima facie speed limit as it now exists, being thirty (30) miles per
hour is greater than is reasonable or safe under conditions now existing
in said area.
(3) A twenty ii2O) mile per hour speed limit would offer better protection and
safety to residents and children now living in said area.
04.) At present there are no designated through streets in said area and "Yield
signs" should be placed at anoropriate intersections.
