The Board of Public Works. and. Safety of the City of Richmond, Indiana met in regular
session in the City Building, Thursday, August 25, 1966 at the hour of 9:00 o'clock a.m.
(est). Mr. Jameson presiding with the following members being present: Mr. Gehr and
Mr. Keller. The following business was had to-wit:
Mr. Gehr moved the minutes of the previous meeting be approved without being read,
seconded by Mr. Keller and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid., seconded by Mr. Keller and on voice
vote was carried.
Fire Chief Fredricks recommended that Donald L. King, age 23 years, be appointed
as probationary fireman to the Richmond Fire Department as of August 26, 1966. Mr.
IIIKing has met the requirementsto be appointed to the Fire Department. Mr. Gehr-coved
the Board concur in the recommendation of the Fire Chief, seconded by Mr, Keller and
on voice vote was carried .
Chief of Police Stultz reported that Mr. Milton Mosteller has been retained to aid
in making investigation of.weed complaints. Mr. Mosteller was present and gave a
report on the complaints that have been handed to him. As future complaints are received,
Mr. Mosteller will immediately contact the owners of the land and explain the existing
ordinances requiring weeds to be cut. •
Mr. James Satterfield appeared before the Board as requested in regards to the
house located at 1220 North "H" Street being in the process of being ordered demolished.
The Board continued this hearing so Mr. Satterfield could produce the plans as to just
how he intends to remodel this house so that it would be fit for human habitation.
The Clerk presented proof of publication of Notice To Bidders printed in the
Richmond Palladium-Item, a newspaoer of general circulation in the City of Richmond,
Indiana that sealed proposals would be received on the date of August 25, 1966 until
the hour of 10:00 o'clock a.m. (est) for furnishing labor and material to construct
a Sanitary Sewer as provided in I.R. No. 1077-1966. The Sanitary Sewer to be
constructed in the area between South "C" and "D" Streets on South Third Street. . Mr.
Keller examined the proof of publication and found the same to be correct .and in order
and moved the same be received and filed. Mr. Gehr seconded this motion and on voice
vote was carried.
August 25, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time
designated in the Notice To Bidders to receive, open and read aloud the proposals re-
ceived. The following proposals were opened and read aloud:
Mike Deluc.io and Son $3,779.25
IIIDeBolt Construction Company $4,947.00
Mr. Gehr tabulated the bids and recommended the bid of Hike Delucio and Son being
the lowest and best bid which was under the Engineer's estimate:
Mr. Keller moved the Board concur in the recommendation of the City Engineer,
seconded by Mr. Gehr and on voice vote was carried.

Dear Mr. Jameson:
Enclosed you will find a certified copy of the resolution from Earlham College
pertaining to the rationale of a request for the appointment of Earlham College campus
police as special policemen in the City of Richmond, Indiana. .
The provision for application of special police authority for our campus police
is expressed in Chapter 129 of the 19.05 Indiana Acts, the same being Burns Statue Indiana.
Statues 48-6108.
Certain details and a general understanding of the ramifications of granting such
special police authority should be fully outlined and understood by both the College
and the Richmond Board of Public Works and Safety. Major points for consideration and
understanding upon such authorityheing granted would-be as follows:
1. The College would continue to absorb the entire cost of the campus police
program including the cost of the uniforms, salaries, expenses, transportation, pension
plans, etc., and would further agree to reimburse the City of Richmond for the bond
premium cost for each man on the campus police force.
2. Upon your Board 's granting of such special police authority and proper bond _.
coverage being provided, all camous police would be sworn into special police service by
the;Richmond City Clerk.
; . . e 3. The normal general patrol area for the campus police would be within the general
limits of a one-mile radius of the College Administration Building. Authority may be
exercised in other areas of the city where incidents involving the College are pertinent.
4. The procedure for. reporting of arrest concerning the campus area proper and.
accident investigation involving property damage and personal injury should be determined
by the Richmond City Police Department.
5. The College requests that the campus -police continue to wear the uniform as
now prescribed. The type of badge for such special police should be prescribed by your
Police Department.
6. The emoloyment of all campus special police should remain the responsibility
of Earlham College subject to the approval of the Richmond Chief of Police.

The foregoing points for consideration have been thoroughly discussed with Chief
Stultz by members of the College staff, and a general understanding has been reached
as to how the Earlham College campus police will function.
Therefore, upon behalf of the Earlham College Business Office I hereby respectfully
request that special police authority be granted to the Earlham College campus police
per the provisions as prescribed by law and that the Richmond Board of Public Works and -
Safety set out the conditions under which such authority be granted should your Board
look with favor upon this request.

WHEREAS Earlham College is located on National Road West in the City of Richmond,
and does cause and attract to the campus of Earlham College and areas contiguous there-
to many hundreds of persons; and
WHEREAS from this concentration of students, academic and mn-academic staff,
residents, and visitors, certain problems affecting traffic safety and citizens' rights
are anticipated and
WHEREAS, special occasions involving events in music, theatre, and athletic programs
cause special concentrations of persons andvehicles -requiring traffic guidance and
directions; and
t�IHEREAS;, as'-a natural outgrowth from this concentration of persons and vehicles,
predicated upon past experience, proper supervision is required;
NOW THEREFORE BE IT RESOLVED BY EARLHAM COLLEGE
SECTION.:32 That a :recommendation be submitted to the Richmond Board of Public Works
and Safety thatEarlham College campus police officers be appointed as special policemen
to function as a supplementary force to that of the City of Richmond for the purpose of
enforcing state laws and city ordinances while engaging in their regular duties of
executing College rules and regulations on the Earlham-College campus and areas adjacent
thereto.
SECTION 2. That the College employ and pay the salaries for all such police person-
nel under the Director of Traffic, Safety, -and Security at Earlham College but that such
Personnel be selected, trained, and supervised on a basis similar to the personnel of
the Richmond City Police Department.
SECTION 3. That all special police personnel employed at Earlham College shall be
paid by Earlham College for the primary obligation of the safety and security-of the
College and thus should enforce ordinances and laws in that interest.
Mr. Keller moved that the resolution be made a record of this meeting and that the
Board of Works grant Special Police authority within the one-mile radius of the College
Administration Building subject to the rules and regulations of the Richmond Police
Department and further the Chief of Police and the City Clerkswear in each applicant
that is employed in such a capacity as Special Police at Earlham College. - Mr. Gehr
seconded this motion and on voice vote was carried.

Richmond, Indiana Re: US 27 (Chester Drive) near Crestdale School
Dear Sir:
Representatives of the Greenfield District Traffic office visited Richmond Monday,
August 15•, 1966 and reviewed. the situation at Crestdale Drive and US 27 (Chester Drive).
A review of our manuals has shown that we cannot establish a crosswalk without the
protection of an adult guard. This means we cannot paint crosswalks and put up "School
Crossing" signs in addition to bussing the children. By the same token a reduced speed
zone (25 MPH When Children Present) cannot be used.
Therefore, it is our recommendation that the situation be left status quo and be
closely watched the first few months of this shcool year. If as many as 30cchildren
regularly cross US 27, despite the availability of the bus, a new look should be taken
and in all probability a guard, crossing, and the appropriate signs installed.
In looking at the relative merits of Crestdale Drive and Burkwood Lane for -the
possible establishment of a crosswalk, we believe Crestdale Drive to be vastly superior
because it is easily recognized by the motorist as an intersection while Burkwood Lane
is hard to locate even by someone familiar with the area. In either case sidewalk is
absolutely necessary bn the east side of Chester Drive (US 27).
The idea of building a refuge island in the center of US 27 (Chester Drive) does 111
not, in our opinion, merit much serious thought for two reasons. First - such con-
struction would necessitate widening outside the present pavement- to provide two full
lanes each way. This would be expensive and would make it necessary for auto traffic
to swing out to negotiate the area. Secondly - once traffic has stopped for a cross-
walk it would be advisable to move the children across the street rather than have them
perched in the center of a busy street for some period of time.
To help the present situation we cannot do much other than erect one W-42A sign
(Watch for school bus) north of this area and two or more R-30 signs (Stop when school
bus stops) within the area. This will be done in the very near future. -

As requested by the Chief of Police, we are sending under separate cover several
copies of the "Indiana School -Crossing Protection Procedure Manual". We hope these will
be used to help understand the problem and possibly bring out some ideas to aid us in
this particular .problem. They are also useful in educating,;; both parents and children
in various aspects of traffic safety.

Mr. Gehr moved the letter be made a record of this meeting, seconded by Mr. Keller
and on voice vote was carried.
IIIStreet Commissioner Burelison requested that an appropriation of $1,500.00 be made
from Motor Vehicle Highway Fund Budget Account No.S-13, Rental of Equipment to Account
No. S-10. Electric Current. The records show that there is a balance of $1,947.52 in
Account No. S-10, Electric Current and the minimum monthly claims are $800.00 per month.
• Mr. Gehr moved that a resolution be prepared forC ouncil's consideration to make ,
the above appropriations, seconded by Mr. Keller and on voice vote was carried. •
There being no further business presented on motion duly made, seconded and carried
the meeting adjourned.

• Mr. Gehr moved the resignation of Officer R. Robinson be accepted as of August 31,
1966, seconded by Mr. Keller and on voice vote was carried.
Chief of Police reported .that there is a balance of $233.20 in Budget Account No. L-lI ,
Other Garage and Motor supplies and a balance of ` 300.00 in Budget Account No. L-13, Tires
and Tubes to last for the remainder of the year 1966. It is recommended that $1,300.00
be appropriated from Budget Account No. L-1 Payroll to these two accounts.
Mr. Gehr moved an- ordinance be prepared for Council's consideration to make the
above appropriations, seconded by Mr. Keller and on voice vote was carried.
Sergeant Martin of the Traffic Department presented the following which was read
aloud:

Gentlemen:
The Traffic Division of the Richmond Police Department would like time to discuss
with the Board at the next meeting Thursday, September 1, 1966 the following request:
1. Installation of a "Three-Way" Stop at the intersection of Crestdale Drive and
Northwood Drive in front of the new Crestdale School.
2. Installation of a Stop at the intersection of Crestdale Drive and Valley Drive
so that Southbound traffic on Valley Drive would have to stop forCrestdale Drive (inter-
section is now controlled by "YIELD RIGHT OF WAY" sign).
