BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JULY 28, 1966

The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in .the City Building, Thursday, July 28, 1966 at the hour of 9:00
o'clock a.m. (est). Mr. Jameson presiding with the following members being present:
Mr. Gehr and Mr. Keller. The following business was had to-wit:
Mr. Keller moved the reading of the minutes of the previous meeting be dispensed
with, seconded by Mr. Gehr and on voice vote -was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
voice vote was carried. •
Mr. Gehr presented two dedications of land for the improvement of Northwest "V" •
Street signed by the Industries, Inc., and the Penndiana Improvement Corporation. Mr.
Gehr moved the acceptance of these dedications and further the Clerk forward the same
to the Wayne County Recorder. This motion was seconded by Mr. Keller and on voice
vote was carried.
The Clerk presented proof of publication of Notice To Bidders, printed in the
Richmond :Palladium-Item, a newspaper of general circulation in the City of Richmond
on the dates of July 5 and 12, 1966. Said notice stated that sealed proposals would.
be received on the date of July 28, 1966 for furnishing labor and material to construct
a banitary Sewer west of South Third Street and South "D" 'Street, to first alley south
of South "C" Street as provided in I.R. No. 1077-1966. Mr. Keller examined the proof
of publication and found the same to be correct and in order and moved the same be
received and filed; seconded by Mr. Gehr 'and on voice vote was carried.
Thursday, July 28; 1966 at the hour of 10:00 'clock a.m. being the date and time
designated to receive, open and read aloud proposals received. The f ollowing proposals -
were opened and read aloud.

Mr. Gehr moved the bids be taken under advisement, sedonded by Mr. Keller and on
voice vote was carried.
The Clerk presented proof of publication showing that on July 5 - 12, 1966, notice
had been duly published in the Richmond Palladium-Item, a newspaper of general circula-
tion in the City of Richmond, of a public hearing on Assessment Roll No. 1074-1966- for
the construction of concrete alley between Lincoln and Randolph Streets, from Northwest
3rd to Northwest 4th Streets, and that said Board would receive and hear remonstrances
against the amounts assessed against each lot on said Roll. Mr. Keller examined the
proof of publication and found the same to be correct and in order, and moved that the
proof of publication be received and filed. This motion was seconded by Mr. Gehr
and on voice vote was carried.
July 28, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time
designated for hearing on said Assessment Roll for Improvement Resolution No. 1074-
1966. The Board then took up said- Assessment Roll for hearing and consideration. No
remonstrances of any kind were filed or presented with the Board. All persons present
were heard by the Boal7d pertaining to such assessments against their respective lands.
The Board then determined the several lots and lands assessed under Assessment Roll
for the Improvement Resolution No. 1074-1966 are specially benefited by amounts assessed
them in said Assessment Roll. After such hearing and determination, Mr. Keller moved
that such Assessment Roll and several assessments therein against the lots and lands
described therein, be confirmed. Mr. Gehr seconded this motion and on' voice votewas .
carried.

July 28, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time
desingated for hearing on said Assessment Roll for Improvement Resolution No. 1075-1966.
The Board then took up said Assessment Roll for hearing and consideration. No remonstr-
ances of any kind were filed or presented with the Board. All persons present were
heard by the Board pertaining to such assessments against their respective lands. The
Board then determined the several lots and lands assessed under Assessment Roll for
the Improvement Resolution No. 1075-1966 are specially benefited by amounts assessed
them in said Assessment Roll. After such hearing and determination, Mr. Keller moved
that such Assessment Roll and several assessments therein against the lots and lands
described therein, be confirmed. Mr. Gehr seconded this motion and on voice vote was
carried.
Mr. Keller moved that Street Commissioner Burelison be authorized to sign Rental
Agreement #18642, between the City of Richmond, Indiana and the State Highway Commission
for rental of Mobile Sweeper to be used to sweep State Routes within the City of
Richmond for a period between July 1, 1966 to June 30, 1967 for approximately 780 hours
@ $6.50 per hour. Mr. Gehr seconded this motion and on voice vote was carried.

Chief Stultz presented the following:

Gentlemen:
-. Ask permission to advance officer James Heiger to rank of detective.
Officer Heiger is approximately a four (4) year old officer. Appointed August 1,
1962. He has been working as a detective for approximately 5 weeks, and seems to be
doing O.K.
With the Boards permission will have the records show that he was advanced to
rank of detective August 1, 1966.

III Mr. Gehr moved the recommendation of Chief Stultz be accepted, seconded by
Mr. Keller and on voice vote was carried.

After much dicussion and consideration by the Board, Mr. Keller moved the request
be denied, seconded by Mr. Gehr and on voice vote was carried.
Bureau of Buildings Commissioner presented the following:

Dear Sir:
I would like the approval of the Board of Works to send Mr. Clifford Hunt,
Assistant Building Commissioner, to the 1966 annual convention of the Indiana
Inspectors' Association.
IIISaid convention will be held Monday, Tuesday and Wednesday, August 1st, 2nd
• and 3rd, in Evansville, Indiana. We feel that the Bureau of Buildings benefits
greatly by the attendance of one of our members at such a school.

Mr. Gehr moved the above two estimates be authorized, seconded by Mr. Keller and

There being no further business presented on motion duly made, seconded and
