Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the reading of the minutes of the previous meeting be dispensed with, seconded by Mr. .Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Mr. Don Williams requested permission on behalf of the Country Club Apartments to construct a swimming pool. Mr. Gehr reviewed the plans and moved the request be granted with the stipulation that all requirements be followed, seconded by Mr. Keller and on voice vote was carried. Don McBride, Park Superintendent, reported that the storm of July 13th had caused so much damage to trees being blown down that the present funds for Tree and Stump removal will be completely defunct within the month of July. Mir. McBride estimated that a sum of $4,000.00 would be weeded for the remainder of year 1966. Mr. Gehr moved that an ordinance be prepared for Council's consideration to appropriate the sum of $4,000.00 from General Cash Operating Fund to Board of Public Works and Safety Budget Account No. J-12 (2-26-261) Services Contractual, Tree and Stumo Removal. Mr. Keller seconded this motion and on voice vote was carried. Mayor Cordell reported that he had made an inspection of the damage done by the wind storm of July 13th to the roof of the City Hall. The wind had blown the slate off III the roof in several places and should have immediate attention. This matter was re- ferred to Chief Fredricks and Mr. Gehr to make an investigation and report their' recommendations. Mayor Cordell complimented the Street Department, Park Department and the Sanitary District for the clean up job being done on. the streets caused by the wind damage to trees and property. Captain Stout presented a request from the Centerville 4-H Club to stage a parade July 29, 1966 starting at 7:00 o'clock p.m. Captain Stout stated that he had gone over the route to be used on Main Street and found no objections. Mr. Keller moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Councilman Hollingsworth and four residents in the area of North "E" Street between North 19th and 20th Streets appeared before the Board to remonstrate against the "No Parking"' on the North side of "E" Street between North 19th and 20th Streets, that was ordered June 30, 1966 on recommendation of the Traffic Department. Each person stated why they were opposed to this order of the no parking area. The Board requested that the Traffic Department make further investigation and survey to see if there is need of this no parking area. The Clerk presented proof of publication of Notice To Bidders printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of June 20-27, 1966. Said notice designated that on July 14, 1966 until the hour of 10:00 o'clock a.m. (est) sealed bids would be received for furnishing the Street Department with one (1) 1967 Dump Truck according to specifications on file. The proof of publication was examined by Mr.Keller and found to be dorrect and in order. Mr. Keller moved the proof of publication be received and filed, seconded by Mr. Gehr and on voice vote was carried. IIIThursday, July 14, 1966 at the hour of 10:00 o'clock a.m. being the date and time to receive, open and read aloud bids received. The following bids were opened and read aloud: Warfield G.M.C. Sales Vivian Buick, Inc. Fred First, Inc. Mr. Gehr moved that the bids be referred to Mr. Jameson and Mr. Burelison for tabulation and recommendation. Said notice designated that on July24, 1966 ,ttil the hour of 10:00 a.m. (est) sealed bids would be received,f or furnishing labor and material to construct a sanitary sewer on South 15th Street, from South "I" to "U" Streets has provided for in Improvement Resolution No. 1076-1966 as per specifications on file. 116 • Mr. Keller examined the proof of publication and found the •same to be correct and in " . order. Mr. Keller moved the proof of publication be received and filed, seconded. by Mr. Gehr and on voice vote was carried. Thursday, July 14, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time to receive, open and read aloud bids received. The following bids -were received, - opened and read aloud: - Mike DeLucio and Son Debolt Construction Company Mr. Keller moved the bids be referred to Mr. Gehr for tabulation and recommendation, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr presented a request for a curb cut at Northwest 5th and Pearl Streets and moved said request be granted, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented the final payment for the Surface Water Drainage, Section D. George F. Kooetsky Construction Company 45,882.60 • Henry Steeg and Associates 56.03 Mr. Gehr moved the above claims be allowed, seconded by Mr. Keller and on voice vote was carried. The Board discussed the problem that will exist when school opens this fall. The Richmond Community School has requested that the City should provide a crossing guard on Chester Boulevard to protect the school children that have to cross said boulevard to go to the new Crestdale School. Mayor Cordell stated that there will be a meeting to discuss this matter with Mr. Garrison before further action is taken. MIr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: . Mr. Burl Eddy, of the Junior Chamber of Commerce of Richmond, Indiana, appeared before the Board in behalf of said organization. A request was made for permission to place a line on the sidewalk on the south side of Main Street from 8th Street east to 9th Street, one in the Eastgate Shopping Center and one in the Richmond Plaza Shopping Center during July 22nd and 23rd, 1966 to promote the Mile of Dimes campaign. The proceeds from-this campaign is to go toward the purchase of cigarettes for men and . women serving in the Armed Services in Viet Nam. Chief Stultz said there would be no objection from his department. Mr. Keller moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Street Commissioner Burelison presented the tabulation of bids received for a Dump Truck on the].la.th day of July, 1966. Vivian Bubk, Inc. 1 - 1967 International -Model 1600 $3,1u.00.00 Net Warfield G.M.C. Sales 1 - 1967 G.M.C. HM550OV $3,200.00 Net Fred First, Inc. 1 - 1967 F-600 $3,317.63 Net Mr. Burelison stated that he had gone over the bids and it isbelieved that the International Model 1600 has a bumper that willbetter serve during the winter months and also has what is called an Anti-Rust Treatment. The cab and all other sheet metal is of heavy gauge steel that is thoroughly cleaned and coated with microcrystatline zinc phosphate before painting. The lurnerable under-door rocker panels and extra front" ends area-grille radiator panels and fender caps are made of zinc coated steel which defies the formation and spread of rust even if exposed to moisture and salt air. With these two factors in mind, Mr. Burelison recommended the bid of the Vivian Buick in the sum of $3,)400.00 net. Mr. Gehr moved the Board sign the Acceptance of Proposal, as Contract of the Vivian Buick, Inc. This motion was seconded by Mr. _ Keller and on voice vote was carried. Mr. Keith Brown and five other residents of Berry Field appeared before the Board to discuss the problem of children in the Berry Field area getting across U.S. 27 to the Crestdale School this fall. Mayor Cordell stated that there is a meeting planned with a representative of the Indiana State Highway July 22, 1966 to discuss this problem with the Board and Traffic Division. This group is invited to attend this meeting. No committments were made by the Board at this time until the meeting is held and. discussion of the problem is aired with the State Highway representatives.
