HomeMy Public PortalAbout06-02-1969 tQ.2 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 2, 1966 • The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City Thursday, June 2, 1966 at the hour of 9:00 'o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. .Gehr moved the minutes of the previous meeting be dispensed with, seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr, Jameson and on voice . vote 'was carried. Captain Stout reported that the Richmond Cab Company ceased operation of the taxi service Sunday,• May 29, 1966 "at the hour of 10:00 o' clock p.m. Captain Stout presented the 1966 May Vehicle Safety Check. Mr. Keller moved the Safety Check be made a record of this meeting, seconded by Mr. Gehr and on voice -vote " - was carried. This summary is the total number of vehicles checked by the Richmond Police Department assisted by the Auxiliary Police at' the Voluntary Check Lanes set up through out the city during the month of May. Abbut.13% of • all vehicles• checked were found to- have seat belts at least in the front seat. /s/ Capt. Walter Stout . • • Traffic Division Police Department • Richmond, Indiana Captain Stout reported that he -had made investigation of complaints received from the resident's of the area on Richmond Avenue between the 800 block and 900 block of the employees of the John Mansville Company'of parking their cars and throwing litter on their lawns. Captain Stout pointed out that there was ample parking space in the company's parking lot and recommended that there be no parking on the south side of Richmond Avenue in the 800 block from the hours of 6:00 a.m. to 6:00 p.m. on week days, excepting Saturdays, Sundays and Holidays. Mr. Keller moved. the Board concur in the recommendation of the Traffic- Division and that the proper signs be installed to enforce the no parking for the hours and days so designated. ' Mr. Gehr seconded this motion and on voice vote was carried. Captain Stout reported that he had made a study of the traffic problem that is being created by the parking of cars on the west side of Northwest 5th Street, from Richmond Avenue to Northwest "E" Street. Captain Stout recommended that no parking at anytime be enforced in this area. Mr. Keller moved the Board concur in the re- commendation of the Traffic Division and that the proper signes be installed to enforce no narking at any time in the above area designated. Mr. Gehr seconded this motion and on voice vote was carried. Captain Stout reported that he had made a study of the traffic situation at the intersection of Sheridan Street and. Northwest 5th Street. There is a great amount of conge' Lion in the east-west traffic at said intersection•and it is believed that if a' 4-way stop was installed the flow of traffic would bOmuch benefit to those who have to' drive through this section of the city and would also Oiminate the need of a police officer during the rush hours in the evening. Captain. Stout recommended that this • intersection be made a Li-way stop. Mr. Keller moved the Board concur in the recommenda-' tion of the Traffic Division and that the proper signs be installed to make this intersection a 4-way stop. Mr. Gehr seconded. this motion and on voice vote was carried. . 103 A letter of request signed by G . F. Douglas and others, requesting that the Board give permission to hold a neighborhood block oarty on June 5, 1966 between the hours of 4:00 p.m. to 8:00 p.m. on the dead end section of Capri Lane, was read. Mr. Keller moved the Board grant permission as requested, seconded by.Mr. Gehr and . on voice .vote was" carried. . Mr. Jameson presented the Financial Budgetary, Memorandum No. 7, which was. dated January 12, 1966. This envolves the CUMULATIVE CAPITAL IMPROVEMENT FUND, which receipts are received from the State Cigarette Tax. The amount in this fund is $112,579.! Mr. Jameson stated that he had met with Mr. Byron Nichols and discussed the method of appropriating this amount out of the fund so that itcay be used. Mr. Nichols recommended that the sum of $112,579.95 be appropriated as follows: . 26. Other Services Contractual . 261. Airport-Runways and Lighting �Z�,000.00 . 262. All Other 68,579.95 Total Services- Contractual $112,579.95 After much discussion on the matter, Mr. Jameson moved that an ordinance to make the appropriation of the above funds, be prepared for Council's consideration. Mr. Keller seconded this motion and on voice vote was carried. There being no further business presented on motion duly made, seconded and carried the meeting adjourned. The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall, Thursday, June 9, 1966 at the hour of 9:00 o' clock "a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: Mr. Gehr moved the reading of the minutes of the previous meeting be dispensed with, seconded by Mr. Keller and on voice voth was carried-. III Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and onvoice . vote was carried. Mr. Keller moved that note should be made in the record of this meeting that a special meeting of the Board of Works was held on June 7, 1966 with all applicants that had filed for a franchise for C.A.T.V. in Richmond, Indiana., Representatives of Clearview Inc., Meredit,A-Avco, Inc., Direct Channels, Inc., Richmond Cable Television, Inc., Community Television of Richmond and American Cable Television, Inc. were p.rese-nt. After a lengthy discussion on the present franchise, it was agreed by all concerned that changes should be made which were noted by the CityAttorney. The Board advised all applicants that as soon as the corrections are made, each applicant will receive a copy of the corrected franchise and then a date will be set to receive proposals for a franchise. Mr. Gehr seconded this motion and on voice vote was carried . . Mr. Curtis, Mr. Goddard, and Mr. Winchester appeared before- the Board to discuss a Security Division for Earlham College at no extra cost to the City. This group gave emphasis that there is need for the Security Divis:i.on to have power of arrest and also have direct communication with the local Police Department. After Much discussion, the group was advised to place in writing their plan and submit to the Board at a later - date. Mr. Gehr presented plans submitted by the C & 0 Railroad, for prpposed rebuilding of bridge for C & O'Railroad. near South First and "A" Streets. Mr. Gehr moved the plans he approved as submitted, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented a request from C& 0 Railroad to close the underpass located at South 3rd Street and "D" Street. This underpass hasn't been used in years and has become very dangerous to children thatmight be playing around this area. The C& 0 agreed to fill in the hole and bring the grading to a level with the present right of way. Mr. IIIGehr moved the C&O Railroad be authorized to close and fill the above underpass upon the completion of a sanitary sewhr which is to be built in this area. Mr. Keller seconded • this motion and on voice vofe was carried. . The Clerk presented proof of publication of Notice to Bidders presented in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana on the dates of May 17-24, 1966. Said notice designated that on the date of June 9, 1966 until the hour of 10:00 o'clock a.m. (est) that sealed proposals would be received for construction of a concrete alley between Lincoln and Pearl Streets, from Northwest 3rd Street to Northwest lath Street as provided in Improvement Resolution No. -1073-1966. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved said proof of publication be received and filed, seconded" by Mr. Gehr and on voice vote was carried.. .
