HomeMy Public PortalAbout05-26-1966 98 Mr. Gehr reported that funds are needed for the Airport Department to complete the reconstruction and resurfacing the runways at the Richmond Airport and moved that an Ordinance be orenared for Council 's consideration to aoprooriate the sum of fl44,000.00 from Cumulative Capital Improvement Fund to the Airport Operating Fund, properties- • a Reconstruct Shoulders and Resurface Runway at Richmond Airport. Mr. Keller seconded this motion and on voice vote was carried. The Clerk presented proof of publication of Notice of Improvement Resolution orinted in the Richmond Palladium-Item, a newspaper of general circulation, on the dates of April 25th and I'lay 2nd, 1966. Said notice designated the date of May 19, 1966 at the hour of 10:00 o'clock a.m. (est) as a date and time for said. hearing to be held on Improve- ment Resolution No. 1076-1966 to construct a sanitary sewer on South 15th Street from South "T" Street to South "U" Street. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. May 19, 1966 at the hour -of 10:00 o'clock a.m. (est) being the date and- time design- ated for hearing on said Improvement Resolution No. 1076-1966. The City Engineer presented the estimate of total c ost of the work to be done and all persons present who would be effected by the proposed work under I.R. No. 1076-1966 were heard by the Board on all questions and matters pertaining to said I.R. No. 1076- 1966. The Board decided that the special benefits that will accrue to the properties abutting the proposed imorovement will be equal to or exceed the estimated cost of said I.R. No. 1076-1966. After such hearing, Mr. Gehr moved. the Board confirm I.R. No. 1076- 1966 as adooted March 17, 1966, seconded by Mr. Keller and on voice vote was carried: Mlr, Uehr moved the Clerk prepare the proper advertising to receive sealed proposals to do the work according to plans and specifications for I.R. 1076-1966 and further the date of June 16, 1966 until the hour of 10:00 o'clock a.m. (est) as a date and time to receive proposals. Mr. Keller seconded this motion and on voice vote was carried. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit : Mr. Keller moved that the minutes of the meeting of May 19, 1966 be amended to read. as follows: Resolved that no parking be permitted -on Sailor Street from North 7th to North llth Streets and that "No parking" signs be installed. This motion was seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved that the minutes of the meeting of May 19, 1966 as amended be dis- pensed with seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved that the claims be allowed and paid, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented the following: May 26, 1966 Gerald E. St. Richmond, Indiana Richmond, Indiana Gentlemen: This is in reference to what can be done. about getting a sanitary sewer installed along the West side of So. 3rd St. between So. C. & D. Sts. The homes in that area have outside toilets, and they have been told that they are illegal, unsanitary and should be replaced. . Approximately a. year ago there was a petition taken around in the neighborhood, and almost 100% signed it to get the city to out in a sanitary sewer. We are hoping to get some action on this. . li Respectively yours, /s/ Gerald E. Conway Mr. Gerald Conway, 229 South "D" Street, appeared before the Board on behalf of the residents on South 3rd Street and spoke regarding the need of this sewer. After • discussing this matter, Mr. Gehr moved that a sanitary sewer be constructed on South 3rd Street between C. & D. Streets on the west side of 3rd Street. Bailey, and David Carter attend ' Ill the 39th session of the Indiana Peace officers training school, at Indiana University in Bloomington, Ind. from Monday July 11, 1966 through Friday July 29, 1966. Tuition for this three week program is $75.00 per man, which covers all text materials, supplies, and ammunition. Lodging, meals, and transportation are extra, but the University will house the student's on the campus .two to a room at S3.00 each per day. Meals estimated at approximately $5.00 per day each. Chief of Police ' Mr. Gehr moved that Officers Howard Bailey and David Carter be permitted to attend the 39th Session of the Indiana Peace Officers training school at Indiana University, Bloomington, Indiana from July 11 to July 29, 1966. Mr. Keller seconded this motion and. an voice vote was carried. . . Mr. Dorsey Campbell, owner of'the Richmond C ab' Company, had been requested by -letter to appear before then Board on Thursday, May 26, 1966 regarding their violation of the City Ordinance on the operation of city cabs. Mr. Campbell failed to appear due to illness. and 'was asked to appear before the Board at the next meeting, Thursday, June 2, 1966. Mr. Jameson is .to write a letter to Mr. McDaniel, attorney for the Richmond Cab' Company, regarding the problems of this company. It-was stated that the firm of R.W. Clinton & Associates, architects for the new city building and new fire stations, have asked for the location of the No. 1 Fire Station so they can start on their plans for this building. Mayor Cordell said 11/ there would be a meeting soon of Merle Carver, Stanton Gedvillas'and himself and they would be able to advise R.W. Clinton in the near future regarding the site for the- No. 1 Fire House. Captain Stout read quotations he had received on the painting of parking meter stalls. The quotation of the Street Department was S611.00 for paint and labor and that of Louis Pardo was $961.00, a difference of S350.00. Mr. Burelison, Street Commis'sion- • er, stated that the Street Department employees could do this work on their off duty hours; evenings and Saturdays, and Captain Stout recommended that Mr. Burelison's suggestion be followed. Mr. Keller moved that the Board concur in the recommendation of Captin Stout, seconded by Mr. Gehr and on voice vote was carried. Captain"Stout recommended that the first parking space north of the first alley north of Main Street on the west side of North 7th Street be eliminated. He felt that this would further relieve the congestion in this area. Mr. Keller moved that the Board accept .the recommendation of Captain S tout, seconded by Mr. Gehr and on voice vote was carried. 100 - A discussion was held on the proposed purchase by the City of Richmond of the . Moose Lodge Building on South 8th Street for the purpose of a Municipal Parking Lot. . It was stated. that the Moose Lodge has promised that in the event this property is sold, . the city will have the first option. to purchase . It was stated that the parking lot would accomodate 56 cars. . Mr. . . Yeller seconded this motion and on voice vote was carried. . Mr. Burelison said that they have had trouble with the gasoline pump in the street . department. Eugene Warfield of the Warfield Oil Company was present at the meeting and said that he would guarantee that this trouble would be remedied. The need of funds for sidewalk repairing was discussed. In the past the money for this work came from on-street and off street parking meters but the removal of these parking meters has cut income, leaving the council approved 1966 Parking Meter Depart- ment budget $55,n00 short of funds. Mr. Keller moved that the Clerk be authorized to prepare for Council's consideration an ordinance to transfer the sum of $18,000 from off street Parking Funds to Parking Meter Department Budget. This notion was seconded by Mr. Gehr and on voice vote was carried. • IIIMr. Gedvillas,( ity County Plan Commission Director, was present and. reported on the complaint of junk cars, etc. at 1390 National Road West. He said the area is' zoned for local business which does not Hermit the storage of vehicles. He said he had written ' a special delivery air mail letter to the Murphy Corporation, Eldorado, Arkansas, requesting that these vehicles be removed by June 8th, 1966 and if no action is taken by this date, the matter will be turned over to the City 'Attorney. Mr. Jameson reported of a welding shop in this vicinity and Mr. Gedvillas said the south side of the street • would be legal for this but not the north side. Mr. Gedvillas said he will check on 'this. He also reported that he had written a letter to Gilmer' regarding a complaint on NW "L" Street asking that the items in question be removed but to date. this has not been done. Mr. Keller presented the following: -. • . Wiechman and Claude Jenkins, Realtors be appointed agents of the City of Richmond III to a raise real estate bounded on the south by Main Street, on the west by Third Street, on the north by A Street and on the east by Fort Wayne Avenue and to' negotiate and take options for the purchase of real estate for the purpose of providing land for the new City Hall.
