HomeMy Public PortalAbout05-19-1966 97 BOARD OF PUBLIC WORKS AND SAIi'ETY OF THE CITY OF RICHMOND, INDIANA, MAY 19, 1966 - • The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City Thursday, May 19, 1966 at the hour of 9:00 o'clock a.m. (est) . Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following.business was had to-wit : Mr. Gehr moved the minutes of the meeting of May 12, 1966 be dispensed with, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved the claims be allowed. and paid, seconded by Mr. Keller and on voice vote was carried. Street Commissioner, Mr. Burelison, received the two following quotations for furnishing labor and material to .replace the door at the Street Department Garage : Richmond Door Company' y526.00 A.B.C. Door Company $422.00 Mr. Gehr moved the quotation of the A.B.C. Company in the above amount be accepted, seconded byMr. Keller and on voice vote was carried. .NIr. Keller stated that he would like to clarify the operation of the Richmond Cab Comoany which is in violation of the City Ordinance before any further continuances be granted. Mr. Keller moved that the Clerk notify Mr. Dorsey Campbell to appear in person Thursday, 'May 26, 1966 at the hour of 9:00 A.N. to discuss this matter. Mr. Gehr seconded this motion and on voice vote was carried. Sergeant Martin reported that an investigation was made on the request of the First Federal Loan Association to install a guard rail the full length of their build- ing that abatts on Sailor Street. It was found that the street is too• narrow to' permit such an installation and recommended tha request be denied. Mr. Keller moved the Board concur in the recommendation of the request being denied, .seconded. by Mr. Jameson and on voibe vote was carried. Sergeant Martin stated that the situation on Sailor Street could be remedied by prohibiting parking of vehicles on Sailor Street from North 7th Street to North llth Street. The only time parking would be allowed would be for the purpose -of loading or • unloading. Mr. Keller moved that "No Parking" signs be installed on S ailor Street, from North 7th to North llth -Streets, seconded by Mr. Jameson and on voice vote was carried. The Clerk presented proof of publication of "Notice to Bidders" printed in the • Richmond-Item, a newspaper of general circulation in the City of Richmond, Indiana on the dates of May 2 - 9, 1966. Said notice designated that on the 19th day of May, 1966 until the hour of 10:00 a.m. (est) sealed proposals would be received for furnish- ing the various departments with street materials, rock salt, gasoline, fuel oil, etc. 1111 for the period of June 1, 1966 to May 31, 1967. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. Thursday, May 19, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and- time to open proposals received and read them aloud. The following proposals were opened and read aloud: Proposals for Fuel Oil, Gasoline and Oil Sinclair Oil Co., Warfield Oil Co., Mobile Oil Co., Marathon Oil Co., American Oil Co. Proposals for Salt Morton Salt Co., Cargill C o., International Salt Co. Proposals for Asphalt products Magaw Asphalts, Inc., Magaw Hot Mix, Inc., Magaw Construction, Inc. • Proposals for Coal Muff Coal and. Oil Co. Prop_ osals. for Street Materials (Gravel, Sand, C ement,etc.) American.Agggregates DeBolt Concrete Co. Proposals for Piping Logansoort Metal Culvert Co. Proposals for C alcium Chloride and C emerat - Commons Lumber C o. Miller Kemper Lumber 'Co. . Mr. Keller moved that all proposals received be referred to Mr.Gehr and Mr. Jameson • for tabulation, seconded by. Mr. Gehr and on voice vote was carried. Mr. Jameson moved Estimate No. 3161 to install on Harris Street, between "J" and "K" streets one 250 Watt Mercury Vapor Street Light on Wood Pole at a total cost per month of y'La.00. Mr. Keller seconded the motion and on voice vote was carried. Mr. Jameson moved Estimate No. 3162 to install 5 - 250 Watt Mercury Multiple Type Street Lights -and remote 1 - 6000 Lumen' Light at a total cost of 20.00 per month. Mr. Gehr seconded the motion and on voice vote was carried. Mr. Gehr reported that funds are needed in the Construction of Storm Sewers for Surface Water .Drainage to complete the Northwest 5th Street project and moved that an Ordinance be prepared for Council's consideration to appropriate the sum of $200,000:00 - from the Cumulative Building Fund for Storm Sewers for the Construction of Storm Sewers for Surface Water Drainage. Mr. Keller seconded this motion and on voice vote was carried. '98 • Mr. Gehr reported that funds are needed for the Airport Department to complete the reconstruction and resurfacing the runways at the Richmond Airport and moved. that an Ordinance be prepared for Council's consideration to appropriate the sum of.$44,000.00 from Cumulative C anital Improvement Fund to the Airport Operating Fund, properties- • - Reconstruct Shoulders and Resurface Runway at Richmond Airport. Mr. Keller seconded this motion and on voice vote was carried. The Clerk presented proof of publication of Notice of Improvement Resolution printed in the Richmond Palladium-Item, a newspaper of general circulation, on the dates of April 25th and May 2nd, 1966. Said notice designated. the date of May 19, 1966 at the hour of 10:00 o'clock a.m.` (est) as a date and time for said hearing to be held on Improve- ment Resolution No. 1076-1966 to construct a sanitary sewer on South 15th Street from South "T" Street to South "U" Street. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and. filed. Mr. Gehr seconded this motion and. on voice vote was carried. May 19, 1966 at the hour 'of 10:00 o'clock a.m. (est) being the date and time design- ated for hearing on said Improvement Resolution No. 1076-1966. The City Engineer presented the estimate of, total c ost of the work to be done and all persons present who would be effected by the proposed work under I..R., No. 1076-1966 were heard by the Board on all questions and matters pertaining to said I.R. No. 1076- 1966. The Board decided that the special benefits that will accrue to the properties abutting the proposed improvement will be equal to or exceed the estimated cost of said. I.R. No. 1076-1966. After such hearing, Mr. Gehr moved the Board confirm I.R. No. 1076- 1966 as adopted March 17, 1966, seconded by Mr. Keller and on-voice vote was carried: Mr. 'dehr moved the. Clerk prepare the proper advertising to receive sealed proposals to do the work according to plans and specifications for I.R. 1076-1966 and further the date of June 16, 1966 until the hour of 10:00 o'clock a.m. (est) as a date and time to receive proposals. Mr. Keller seconded this motion and on voice vote was carried. Mr. Jameson presiding with the following members being present: Mr. Gehr • and Mr. Keller. .The following business was had to-wit : Mr. Keller moved that the minutes of the meeting of May 19, 1966 be amended to read as follows: Resolved that no parking be permitted on Sailor Street from North 7th to North llth Streets and that "No Parking" signs be. .installed. This motion was ' seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved that the minutes of the meeting of May 19, 1966 as amended be dis- pensed with seconded by Mr. Keller and on voice vote was carried. Mr. Gehr moved that the claims be allowed and paid, seconded. by Mr. Keller and on voice vote was carried. Mr. Gehr presented the following: May 26, 1966 • Gerald E. Conway Board of Public Works_ & Safety 229 South D. St. Richmond, Indiana Richmond, Indiana - Gentlemen: This is in reference to what can be done. about getting a sanitary sewer installed along the West side of So. 3rd St. between So. C. & D. Sts. The homes in that area have outside toilets, and they have been told that they are, illegal, unsanitary and should be replaced. Approximately a. year ago there was a petition taken around in the neighborhood, - and almost 100% signed it to get the city to put in a sanitary sewer. We are hoping to get some action on this. Conway _ Mr. Gerald Conway, 229 South "D" Street, appeared before the Board on behalf of the residents on South 3rd Street and spoke regarding the need of this sewer. After discussing this matter, Mr. Gehr moved- that a sanitary sewer be constructed on South 3rd Street between C. & ID. Streets on the west side of 3rd Street. $°2,000 of the cost - will be paid by the City and the remainder by assessment of property under the Barrett Law. Mr. Keller seconded this motion and on voice vote was carried.
