CITY OF -RICHMOND, INDIANA, MAY 5, 1966 The Board of Public Works and Safety of the City of 'Richmond, Indiana met in regular session in the City Hall in said City, Thursday, May 5, 1966 at the hour of 9:00 o'clock a.m. (est) . Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit : Mr. Keller moved the minutes of the meeting of April 28, 1966 be amended to include the following which was brought to the attention of the Clerk after the meeting. This -motion was seconded by Mr. Gehr and on voice vote was carried. -, March 23, 1966 ' Board of Public Works and. Safety Richmond, Indiana Gentlemen: • Some reasons why I prefer the Elgin Pelican Sweeper are : It isry opinion, based on past experience with Street Sweepers, that the Elgin 111 Pelican, repairs and maintenance of the machine will be considerably less. Then too, presently our sweepers can sweep only four and one half(1 2) actual hours a day, since they must travel to the garage to dump the sweepings each time the hopper is filled. Then we must have a front end loader and operator, and a dump truck with operator to complete the disposing of the sweepings. The Pelican type sweeper, with one truck to follow, could sweep seven (7) actual hours a day, and eliminates using the front end loader and operator. On leaf collecting and disposing, I feel that the Elgin Pelican would eliminate ' . hand shovels and sweepers, using. a total of eight (8) less men than other type sweepers. I think that the Pelican type sweeper would, at present, best fill Richmond's sweeping purpose and needs. . Sincerely yours, /s/ William 0. Mr. Gehr. moved the claims be allowed, seconded by Mr. Keller and on voice vote was carried. Chief Stultz requested permission to purchase two (2) CitizenIhnd radios and four (1 Ham radios to be used by C ivil Defense. Council has appropriated $1,650.00 for such equipment. Soecificatbns have been prepared for this equipment. Mr. Gehr moved the Chief of Police be authorized to request quotations from companies that manufacture such equipment and present the same to the Board at a later date. Mr. Keller seconded this motion and on voice was carried. III Chief Stultz reported that Earlham College would like to have a Security'Diyision in operation by July 1, 1966. After much discussion, the Board referred this to Mr. Keller to make further study. Mr. .Edgar Webb, principal of Test Junior High School, requested the city t o. block off South "A" Street, from. South 22nd to South 23rd during the time between 11:30 a.m. and 12 :30 p.m. During the noon hour there is much play activity on the ground south of the school and this creates the danger of one of the children being exposed to an accident. Mr. Keller moved that South "A" Street, from South 22nd Street to South. 23rd Street be blocked off to traffic during the hours of 11:30 a.m. to 12 :30 p.m. from Monday to'F riday. starting immediately and continuing- until the closing of school in the month of June, 1966. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Webb gage assurance that the Staff at Test would be responsible for placing and re- moving the barricades each day. . Mr. Gehr presented plans to c ut the curb on South 18th Street as requested by the Franchise Realty Corooration of Indiana and moved. the same be granted. Mir: Keller second- ed, this motion and on voice vote was unanimously carried. • Mr. Gehr presented plans to c ut the curb on South "E" Street, between South 19th and 20th Streets, requested by Yr. Roy Jones. A complaint of parking of trucks, junk cars and welding in the area of the Spur Filling Stations was received and referred -LPN- T.. Gedvillas for study and recommendati'o- n. The Clerk presented nroof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a newspar_er of general circulation on the dates of April 12-19, 1966. Said notice designated that sealed proposals would be received until the hour of 10:00 a.m. (est) May 5, 1966 for fur-nishinglabor and material as provided in Improve- ment Resolution No. 1073-1966, to construct a concrete alley between Pearl and Lincoln . Streets, from N.W. 3rd Street to N.W. 4th Street the full width. Mr. Keller examined the proof of publication, and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. May 5, 1966 at the hour of 10:00 a.m. being the time and date to open proposals -received. The following proposal was opened and read aloud: The City Engineers estimate $3,615.00 Henry Owens and Son $3,838.00 Mr. Gehr noted that the bid was over the Engineers estimate and moved the bid be rejected, seconded by Mr. Keller and on voice vote was carried. - 95 The following letter was received. and•made a record of this meeting by motion made by Mr. Gehr and seconded by Mr. Keller and, carried on voice vote: April 20, 1966 Mr. 'Malvern Price Deputy Fire Chief Richmond, Indiana Dear Chief: We are pleased to report that the 1966 Fire Department Instructors Conference was the most outstanding in our long history. Your presentation was one of the more popular program items and you certainly did an outstanding job in putting it over. Many people in the audience were interested in what you were going to say and shortly after you started you had the rest of them with you. We realize that you have a busy schedule and to do such a fine job present- ing your subject at FDIC required much time and work, this makes us all the more appreciative of what you did. for us. If we can ever be of service to you or your fine department we hope e you will . not hesitate to call on us. I want you to know that I really appreciate the .membership in the Indiana Instructors. • Cordially yours, /s/ Emmett . Chairman Fire Department Instructors Converence Mayor Cordell reported that all Departments of the City were to be complimented on the way the Lions State Convention was handled. during.the period of April 29,30 and May 1, 1966. Mayor Cordell also oresented a certificate of appreciation to all the citizens of Richmond and Wayne County by the Lions Club of Richmond, Inc. for the invaluable services and. cooperation extended during Indiana State Lions Convention. Mayor Cordell stated that he received the certificate on the 4th day of May, 1966 and requested that the same be made a record of this meeting. Mr. Gehr moved the request . be granted, seconded by Mr. Keller and on v oic e vote was carried. Reeg, r y Cler BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 12, 1966 • The Board of Public Works and Safety of the City of Richmond, Indiana met'in regular session in the City Hall in said City Thursday, May 12, 1966 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following member being present: Mr. Gehr. Mr. Keller hairy absent. The following business was had to-wit: Mr: Gehr moved the minutes of the meeting of May 5, 1966 be corrected as follows: The curb cut request that was granted on Southl8th Street as requested by the Franchise Realty Corporation of Indiana should read that Mr. Gehr's motion to grant said curb cut request was seconded by Mr. Jameson instead of Mr. Keller and was carried by 2-1 vote. Mr. Keller voting nay. Also the Engineer's estimate for, I.R. No. 1073-1966 should read the sum of $3,515.00 instead of 83,315.00. With the above corrections made, Mr. Gehr moved the minutes be dispensed with, seconded by Mr. Jameson and on v oice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Nr. Burelison, Street Commissioner, presented the actual costs for sidewalk repairs for 1965 to be ti` 7,809.29 and. the actual charge to the City Parking Meter Department 0,516.54. Mr. Burelison also reported that the large door at the garage should be replaced with a new one. He was authorized to get quotations for a new door and submit any received at the next meeting. • Mr. James B. Dudas, Assistant Treasurer of the First ,Federal Savings and Loan Association, appeared before the Board and reported that there has been considerable damage done to the side of said Association Building located at North 9th and Sailor Streets by large trucks making their turn from 9th Street onto Sailor Street. It is Mr. Budas opinion that if permission was given by this Board to install a guard railing running the length of the building 4 feet in height, it would prevent this damage. Mr. Dudas also asked that Sailor Street, from North 9th to North 8th Streets, be posted "No Parking At Anytime" and that the same be enforced. This matter was referred. to the Traffic Division for study and recommendation. The Richmond Cab Company's hearing was postponed until Thursday, May 19, 1966 due to Mr:'''Keller not being present and also to give time for the Traffic Division to -investigate to find if there is evidence of said Cab Comp_ any of ordering new vehicles as was reported.
