There was no meeting held on the above date due to a quorum' not being present.
Mr. Gehr was confined to his home by illness and Mr. Keller was absent due to a
trial in court.

The Board of Public Works and Safety of the City of Richmond, Indiana met in
. regular session..='in the City Hall in said City Thursday, April 21, 1966 at the hour
of 9:00 a.m. (est). Mr. Jameson presiding with the following members being present.
Mr. Gehr and Mr. Keller. The following business was had to-wit:
There being no regular meeting held April 14, 1966 due to a quorum of members
not being pres-faglt. The Minutes .of April 7, 1966 we-discussed. There being no
corrections •or additions to the minutes of the April 7, 1966 meeting, Mr. Keller moved
they be dispensed with. Mr. Gehr seconded the motion and on voice vote was carried.

Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
voice vote was carried. , •
Mr. John Davis, 1504 South "L" Street,. presented a petition signed by residents
of the vicinity of South 16th Street, from South "I" Street through South "M" Street
asking for the continuation of the South 16th Street Storm Sewer. The open ditch
is dangerous to the neighborhood children and also poses a health problem to the
surrounding homes. Mr. Gehr stated thathe is aware of the complaint, but at present
there isn' t money available to do the work necessary to close the ditch in question.
This was taken under advisement.
Chief of Police Stultz presented the' following tabulation of bids received for
furnishing radar equipment for the Police'Department.

Chief Stultz recommended the bid of the Muni Quip Corporation. Mr. Gehr moved
the Board concur in the recommendation of the Chief of Police and sign the Acceptance
of Proposal as Contract, seconded by Mr. Keller and on voice vote was carried.
The Clerk presented proof of publication of Notice to Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation, on the dates of March
30 and April 6, 1966. Said notice designated the date of April 14, 1966 at the hour
of 10:00 a.m. (est) bids would be received, opened and read aloud for furnishing the
Street Department with a new street sweeper according to soecifications. Due to no
meeting being held on April 14, 1966 by said Board of Works, all bids received were
held over until April 21, 1966. The City Attorney examined the proof of publication
of notice, and. found the same to be correct and in order and moved the same be
received and filed. This motion was seconded by Mr. Gehr and m voice vote was carried.
The following bids were received, opened and read aloud:

Mr. Keller moved the kids be referred to Mr.. Burelison and Mr. Jameson for
tabulation and recommendation. This motion was seconded by Mr. Gehr and on voice was
carried. •
Mr. R. Poucher, engineer for the McDonald System, Inc. appeared before the Board
with plans and specifications for curb cuts in the area of 18th and Fast Main Streets.
-The area is located on the southwest corner of 18th and Main Streets and is zoned for
business.
Mr. Jameson opened the discussion by stating that the Board realizes the area is
a sensitive one and the subject is to determine the traffic matter and to determine
the permitting of curb cuts. •
Mr. Willard Bowen spoke in behalf of the owner of the property, Dr. Loren Ake,
and the McDonald System, who has an option to purchase. There were several residents
who live on South 18th Street in attendance who were remonstrating against the business
proposed to locate on the site. Captain Stout reported that the plans oresented by Mr.
Poucher were the most feasible if the curb cuts were permitted. There will be a
traffic hazard regardless of what might be built on this site. After hearing all persons_
present, Mr. Jameson stated that this request for curb cuts would be taken under advise-
me nt.

Captain Stout presented a request from the Tivoli Theatre to stage a parade of
Antique Automobiles April 23, 1966 starting at the hour of 11:00 a.m. Captain Stout said
that he had made study of the request and would recommend the request. Mr. Gehr moved
the request be granted, seconded. by Mr. Keller and on voice vote was carried.
Mr. Gehr presented the following curb cut request: Southwest corner of South 6th
and "C" Streets requested by St. Andrew Church; 605 North "A" Street requested by Mr.
Ted Lyons; 503 South "L" Street requested by Mr. Ralph Quaglio. The Traffic Department
made investigation and found. no objections. Mr. Gehr moved all three of the requests
be granted, seconded by Mr. Keller and on voice vote was- carried.
Mr. Gehr reported that a public he aring should be rescheduled. on I.R. 1076-1966,
for construction of a sanitary sewer for South ], th Street from "T" Street to "U" Street.
The hearing was scheduled for April 14, 1966 and the Board did not meet. Mr. Gehr moved
the Clerk prepare the advertising necessary for a public hearing to be held on I.R. 1076-
1966 on the date of May 19, 1966. Mr. Keller seconded this motion and on voice vote was
carried.
Mr. Jameson requested that a resolution be prepared for Council's consideration to
transfer the sum of $15.00 from Board of Works Account J-10 (2-25-251) Repairs of Buildings
and Structures, to Board of Works J-126 (2-26-261) Services, Rental of Eauipment. The need
of this transfer is needed to ray for the sound equipment used for the C.A.T .V. hearing
that was held on March 24, 1966. Mr. Keller moved a resolution be prepared for Council's'
consideration to make the transfer of funds. Mr. Gehr seconded this motion and on voice
vote was carried.
Mr. Jameson presented the following:
The installations of street lights on North and South llth Streets from North "A" to
South "A" Streets and South 12th Street from Main to South " A" Street.

Mr. Gehr moved the above E stimate No. 2983 be approved and further the City Controller
notify the Light Plant to make the installations. Mr. Keller seconded this motion and on
voice vote was carried. -

Dear Mr. Jameson: .
Pursuant to the direction of the Richmond Board of Works in their meeting held
Thursday, March 31, 1966, I am submitting the Ixocedure to be used by this office in the
processing of complaints and violations of the Richmond Zoning Ordinance.
The procedure will be basically as follows:
1. Receive complaint. -
2. Record complaint in complaint log. -
3. Investigate complaint t o ascertain validity of same .
4. Photograph complaint if valid.
5. Define location of valid complaint by use of postal number, legal description and
physical location. -
6. Establish owner of record by use of Wayne County Auditors records.
7. Notify owner of violation setting out period to remove same or to bring into
compliance with Toning ordinance. Copy of letter sent to occupant if different from
owner.
8. Reinspect site to determine if violation has been removed or compliance made during
, time specified in Step 7.
9. If violation has been removed or compliance had, the case is placed on file for
further reference. Letter is then sent to owner and/or occupant thanking him
for his cooperation.
10. If no action has been taken by the owner or occupant on the date of reinspection,
a second photograph is taken to verify continued violation.
11. All records, photographs, letters etc. pertaining to said violation are then
referred to Staff Attorney for determination of legal action.
12. If legal action is deemed necessary the case and all supporting documents are
turned over to the City Attorney for proper legal procedures to be instituted
by him;
Note: Staff A. ttorney will assist City Attorney in preparation and documentation
of same.
This procedure is a guide only and should not become binding upon this office or
the Board of public Works and Safety.
Enactment of this procedure and enforcement will commence Monday, April 4, 1966.

Mr. Keller moved the Board adopt the above procedure and further the same be
made a record of this meeting. Mr. Gehr seconded this motion and on voice vofe
was carried.
Mr. Atkinson and Mr. Goens of the Health and Sanitation Department were present
and reported that there are several "junk" cars in various locations in the city
that have been stripped of wheels and can be moved only by having special equipment
' such as a wrecker. The junk dealers will not haul the cars to their yards but will •
accept them if delivered . The Mayor stated thathe will see that the equipment is
furnishedand anyone wishing to have a junk car hauled away', should call his office.
The owner should give wqtten permission to remove the car.
There being no further business presented on motion duly made, seconded and
carried the meeting adjourned. •

The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Hall in said City, Thursday, April 28, 1966 at the hour
of 9:00 oTclock a.m. (est) . Mr. Jameson residing with the following members being
present: Mr. Gehr. Mr. Keller being absent. The following business was had to-wit:
Mr. Gehr moved the minutes of April 21, 1966 be disoensed with, seconded by Mr.
Jameson and on voide vote was carried.
Mr. Gehr mo ed the claims be allowed and paid, seconded by Mr. Jameson and on
voice vote was carried.
The Board granted permission to Captain Walter Stout to assist Mr. H. E. Rhodes,
Safety Director of United Farm Bureau Insurance Company with some classes scheduled
With Farm Bureau women at Connersville, Indiana May 9, 10, 16 and 17, 1966'. .
Fire Chief Fredricks recommended that a fire hydrant be installed at sore location
On Toddsbury Lane in the Colonial Village to serve as fire protection as requested
by residents of this area. Mr. Gehr moved that the recommendation of the Fire Chief
be granted and further the Clerk notify the Richmond Water Works Corporation. This
IIImotion was seconded by Mr. Hameson and on voice vote was carried.
The Board granted permission to the Gateway Shopping Center to have 'a fire works
display on May 7, 1966, subject to the approval of the State of Indiana.
The curb cut requests at 18th and East Main Streets were still under advisement.-
The Board anoroved the curb cuts as requested. by Frank DeVity at South 5th and "D"
Streets for driveways. -
r^r. Burelisoh presented the following tabulation of proposals that were opened
for furnishing a new street sweeper for the Street Department.

This proposal failed to have the Non Collusion Affidavit notorazied, therefore
was rejected.
Mr. Burelison stated that he had made a thorough study of the proposals received-
and recommended the proposal of the Ries Equipment Company, Inc.
Mr. Gehr moved. the Board accept the recommendation and sign the Acceptance of
. Proposal as Contract of the Ries Equipment Company, Inc. This motion was seconded
by Mr. Jameson and on voide vote was carried. . .
Captain Stout reported that the parking stalls along the streets and also on
the Municiaal Parking Lots are in need of paint. The parking meters in the lots are
also in need of repaihting. Captain Stout also requested larger signes on the
IIIParking Lots to inform traffic of the hours of operation. The Board granted permission
to Captain Stout to receive quotation for the 'repainting as requested and also the
•costs of the signs that would -be required.
Mr. Gehr moved thatplans, profile and specifications be prepared by the Henry
- Steeg and Associates to widen and install storm water.drainage along Northwest 5th
Street from the Chicago Division of the Pennsylvania Railroad north to the intersection
_of Sheridan and Northwest 5th Streets. Mr. Jameson seconded this motion and onvoice
vote was carried. -
The Board authorized the Clerk to prepare the advertising to receive proposals for
furnishing the various departments with gasoline, oil, grease, street material, etc.
The proposals to- be received Thursday, May 19, 1966.
