There was no meeting held on the above date due to a quorum' not being present.
Mr. Gehr was confined to his home by illness and Mr. Keller was absent due to a "
trial in court.

The Board of Public Works and Safety of the City of Richmond, Indiana met in

regular session. in the City Hall in said City Thursday, April 21, 1966 at the hour
of 9:00 a.m. (est). Mr. Jameson presiding with the following members being present.
Mr. Gehr and Mr. Keller. The following business was had to-wit:
There being no regular meeting held April 14, 1966 due to a 'quorum of members
not being pres-ett. The Minutes .of April 7, 1966 wems-discussed. There being no
corrections -or additions to the minutes of the April 7, 1966 meeting, Mr. Keller moved
they be dispensed with. Mr. Gehr seconded the motion and on voice vote was carried.
• Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Keller and on
' voice vote was carried. ,
Mr. John Davis, 1504 South "L" Street,, presented a petition signed. by residents
of the vicinity of South 16th Street, from South "I" Street through South "M" Street
asking for the continuation of the South 16th Street Storm Sewer. The open ditch
is dangerous to the neighborhood• children and also poses a health problem to the
surrounding homes. Mr. Gehr stated thathe is aware of the complaint, but at present
there isn' t money available to do the work necessary to close the ditch in question.
This was taken under advisement.
Chief of Police Stultz presented the following tabulation of bids received for
furnishing radar equipment for the Police'thpartment.

Chief Stultz recommended the bid of the Muni Quip Corporation. Mr. Gehr moved
the Board concur in the recommendation of the Chief of Police and sign the Acceptance
of Proposal as Contract, seconded by Mr. Keller and on voice vote was carried.
The Clerk presented proof of publication of Notice to Bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation, on the dates of March
30 and April 6, 1966. Said notice designated the date of April 14, 1966 at the hour
of 10:00 a.m. (est) bids would be received, opened and read aloud for furnishing the
Street Department with a new street sweeper according to specifications. Due to no •
meeting being held on April 14, 1966 by said Board of Works, all bids received were
held over until April 21, 1966. The City Attorney examined the proof of publication
of notice• and"found the same to be correct and in order and moved the same be
received and filed. This motion was seconded by Mr. Gehr and al voice vote was. carried. ,
The following bids were received, opened and read aloud:

Mr. Keller moved the bids be referred to Mr.. Burelison and Mr. Jameson for
tabulation and recommendation'. 'This motion' was seconded by Mr. Gehr and on voice was
carried.
Mr. R. Poucher, engineer for the McDonald System, Inc. appeared before the Board
with plans and specifications for curb cuts in the area of 18th and East Main Streets.
The area is located on the southwest corner of 18th and Main Streets and is zoned for
business.
Mr. Jameson opened the discussion by stating that the Board realizes the area is
a sensitive one and the subject is to determine the traffic matter and to determine
the permitting of curb cuts.
Mr. Willard Bowen spoke in behalf of the owner of the property, Dr. Loren Ake,
and the McDonald System, who has an option to purchase. There were several residents
who live on South 18th Street in attendance who were remonstrating against the business
proposed to locate on the site. Captain Stout reported that the plans oresented by Mr.
Poucher were the most feasible if the curb cuts were permitted. There will be a
traffic hazard regardless of what might be built on this site. After hearing all persons _
present, Mr. Jameson stated that this request for curb cuts would be taken under advise-
ment.
