Safety of the City of Richmond, Indiana met, in regular session in the City Hall in said City, Thursday, April 7, 1966 at the hour of 9:00 o'clock a.m. (est) . Mr. Keller presiding with the following member being present: Mr. Gehr. Mr. Jameson being absent. Mr. Gehr seconded thismotion and on voice vote was carried.. Mr. Gehr moved the claims be allowed. and paid, seconded by M r. Keller and on voice vote was carried. • Mr. John Snarr, representing the Harry Ray Post of the American Legion located at 109 North 6th Street, appeared before the Board requesting permission to erect a base and flag pole between the sidewalk and. curb in front of the Legion building. Mr. Gehr moved the request be granted provided the base is constructed far enough south of the entrance to the municipal parking lot to permit traffic to flow in a safe manner. Mr. Keller seconded this motion and on voice vote was carried. Mr. Carl Lipscomb, Jr. appeared before the Board requesting permission to block off 50% of the sidewalk in front of. 908 East Main Street to -permit the remodeling of the front. of the building for a period of approximately three weeks. Mr. Gehr moved the request be granted, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented the following tabulation of bids received March 31, 1966 for 'furnishing the labor and material necessary to construct a concrete alley between North 21st and 22nd Streets from North "C" to ?'D" Streets as provided in I.R. No. 1075-1966. The City Engineer's estimate being $2,020.00 Henry L. Owens and Son $1,84.4.00 Cloyd McDowell $2,015.00 Mr. Gehr moved the Board accept the proposal of Henry Owens and Son, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr presented the following tabulation of the bids received. March 31, 1966 for furnishing the labor and material necessary to construct 'a concrete alley between 'Lincoln and Randolph Streets, from Northwest 3rd to Northwest 4th Streets as provided in I.R. No. 107h-1966. The City Engineer's estimate being 3,500.00 . - Henry L. Owens $3,345.00 Cloyd McDowell $3,499.75 • . Mr: -Gehr moved the Board accept the proposal of Henry Owens and Son, seconded by Mr. Keller and on voice vote was carried. Mr. Gehr noted that one year ago the bid received for the same project under the Barrett Bond was quoted at $4,458.00. Under the General Improvement Fund as received on • this date the amount was $3,345.00 which is a savings of $1,113.00. . The Clerk presented proof of publication of notice of as public hearing printed in the Richmond Palladium-Item, a local newspaper of general circulation in the City of Richmond, Indiana, on the dates of March 7 - 114, 1966. Said notice stated. that . April 7, 1966 at the hour of 10:00 o'clock a:m. (est) had been the date. and time specified . to hear all persons interested in Improvement Resolution No. 1073-1966, to improve the alley between Pearl and Lincoln Streets from Northwest 3rd to Northwest 4.th Streets with concrete. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved. the 'proof of publication be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. April 7, 1966 at the hour of 10:00 a.m. (est) being the date and time for hearing - , on said Improvement Resolution No. 1073-1966 for hearing and consideration. No remonstrances were filed', but Mrs. Nora Weidman aopeared to protest. The City Engineer presented his estimate of the total of the work to be done and all'persons who would be effected by the proposed work under Improvement Resolution No. 1073-1966 were heard and all questions and matters pertaining to said. Imorovement Resolution No. 1073-1966. The Board decided that the special benefits that will accrue to the properties abutting the proposed improvement will equal or exceed the estimated costs of said Improvement - Resolution No. 1073-1966. • After such hearing, Mr. Gehr moved the Board confirm Improvement Resolution No. 1073-1966 as adopted March 3, 1966. Mr. Keller seconded this motion and on voice vote was unanimously carried. • Mr. Gehr moved the Clerk prepare-the proper advertising to receive sealed proposals . to do the work according to plans and specifications for Improvement Resolution No. 1073-1966 and further the date of May 5, 1966 until the hour of 10:00 a.m. be the date and time to receive sealed proposals. Mr. Keller sedonded this motion and on voice vote was carried. - The Clerk presented the proof of publication of Notice to Bidders printed in the Richmond Palladium-Item, a newspaper of general circulation, on the date of-March 16-23, 1966. Said notice designated the date of April 7, 1966 until the hour of 10:00 a.m. (est) to receive and open proposals received for furnishing the Richmond Police Depart- ment with one (1) Radar equipment with trade-in allowance on one (1) $500 Patrol Master. Mr. Keller examined the proof of publication and found the same to be correct and in order and moved the same be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. April 7, 1966 at the hour of 10:00 o'clock a.m. being. the date and time designated. to receive and open proposals. The following proposals were received, opened and read aloud: ' J. A. Muni Quip - • Roy Otherron Mr. Gehr moved the proposals be referred to the Police 'Chief and Mr. Jameson for tabulation and recommendation, seconded by Mr. Keller and on voice vote was carried. Captain Stout reported that his department had made a taxi cab check. The City • Cab Company owned by Taggart was inspected and the- fleet of 15 Taxi Cabs were found to meet all the requirements. The Richmond. Cab Company has 6 - 1962 cabs and 7 - 1963 cabs in use. Captain Stout pointed out that the Richmond Cab Company was violating the Municipal Code Book Chaptert37, sub section 7. After considerable discussion, Mr. Gehr moved the Clerk write a written order to Mr. Dorsey Campbell, owrier df"the Richmond Cab Company -to comply with the Richmond Municipal Code on or before May 12,• 1966 or the license issued by the City to operate a Taxi Cab in Richmond, Indiana will be revoked. Captain Stout reported that he had made an investigation of-Ihe request made by Mr. Turnbaugh of the School City to provide 4 or 5 parking spaces on the west side of Whitewater Boulevard in front of the entrance co Richmond Senior High School- for visitors only. Captain Stout recommended that this request be denied for reason that these spaces would. be abused and could not be properly policed. Mr. Gehr moved the recommendation of Captain Stout be accented, seconded by Mr. Keller and on voice vote was carried.. Mr. Gehr presented curb cut request of Mr. Beach, owner of the property on the South- west corner of North llth and "A" Streets and recommended the request be granted. Mr. Keller moved the Board concur in the recommendation, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr reported that plans and specifications are being prepared for'the re- construction of shoulders and resurfacing the run ways at the Municipal Airport.' Mr. Gehr reported his meeting with the County Commissioners Wednesday, April 6, 1966 on the question of the Test Bridge being safe for traffic. An inspedlion was made 'by Iv,r. Gehr and Mr. Henry Gardner, along with a consulting engineer. After much discussion, the -Wayne County Commissioners on the recommendations of engineers, unanimous- ly agreed that the Test Bridge should be closed immediately to all traffic and the 'proper barricades be erected to prohibit traffic using said bridge. Mr. Gehr moved the Board of Public Works and Safety concur in the action. that the ' • Wayne County Commissioners took on closing the Test Bridge to all traffic. Mr. Keller seconded this motion and on voice vote was carried. r, Mr. Ross, Sanitary Commissioner, appeared before the Board to report the complica- tions the Disposal Plant is having d UB to the Trans-State Hide Corporation of refuse from said corporation- of clogging the sewers, pipes and pumps with oil, fat; grease and hair from animal hides. ' Mr. Rober t Goens, Sanitary Inspector, also showed photos of the debris that flows in an open ditch along the Pennsylvania Railroad"traOks. Mr. Keller made arrangements for a .meeting with Mr. Alan Slutsky, owner Thursday afternoon at the hour of 1:30 p.m. to determine what steps could be taken by the City if the violations are not corrected immediately. The Board granted permission for Mr. Clifford Hunt to attend the Spring School sponsered by the Indiana Inspector' s Association to be held at Purdue University, April 18, 19 and- 20, 1966. The Board granted permission to Ralph Snavely, Weights and Measures Inspector, to attend the Conference of the Indiana Association of Inspectors of Weights and Measures to be held in Gary, Indiana, April 18, 1 9 and 20; 1966-. Mr. Burelison presented the following quotations for replacing the conductor heads and downspohts on the city garage. Bader Sheet Metal, Inc. $179.20 Hoff Sheet Metal Works, Inc. $192.30 ' Mr. Gehr moved the quotation of the Bader Sheet Metal, Inc. be accepted, seconded by Mr. Keller and on voice vote was carried.
